TO THE HONORABLE MAYOR AND CITY COUNCIL OF FAYETTEVILLE.
f4Ye, ,your Committee, heretofore appointed to report on the Resolutions adopted at a. meeting of
ei"tizens herd in the Court HouGe on the 17"th day of -Mi
rch-1913, and the suggestions of the _
Committee presenting said resolutions to the City Council, beg leave to submit the following:

Itha.t they were prompted only by a spirit of civic pride and a desire to assist in the improvement
-_'of_-the�C.ity-! s__condi_tion._As_members_of-the-Qouncil.,--we-ar.e-always-glad-to--have-the-ad-vise-and-co -
!operation on of all citizens, in matters pertaining to the welfare of the City.
!The resolutions recites that certain impro_v_ement_should
__be_made-in .our water system, viz___
the construction of settling basins of storage dams, suitable for impounding water on the west
Fork of White River. The repair of the reservior and the construction of a new reservior in cloy
liproximi'ty to the giesen`t one. The laying of 12 inch mafns from College Avenue along Spring Street
to Diekson Street and connecting into the system, the replacing of 4 inch.pipes where inadequate
-- wkth--6 inch- pipe s -so -as -t -o -reinforce -the -system -and -make -a batter-pressure.--7e-fully-agree-that- -
the above suggestions if carried out would vastily improve the present conditions but you must
------inear--i-n--mind--that-such-.improvement-would-cost-a-large-amount-of-money-and-the-f-indne-ia-l-cond-i-t-1-o -
of the„City, at this time, is such that it could not be undertaken nor does this resolution or

yl as a solution, in this connection we desire to say that the Council is and has hlwa.ys

,been just as much interested as the fs,amers of this resolution and are just a.s-anxious to lzse th-

methodswhich will obtain the best results, the question is, whether or not it is better for the

Board Commissioners Conissioners selected by the Council, either of which it has the -right -to-do-under-the

slaw and there has never been a time, since the Comvissionsa was created that the Council and
Commission were not fully advised that the operation and maintenance of the water plant was
under the jurisdiction of the City Council.

the many other duties demanding the time and attention of the council, it would be impossible to
- - take control -of -the --Plant with -all its--attendant-labor-and-intricate details and give -it the
study and At.ention necessary to its successful operation as could a Board of Commissioners,

selected- for- that, -specific- pur_po.se, -composed-.of -practical.men.__ Eor_the.__past_year-, a Committee- _
of the Council have met with the Commissioners from titme to time for the purpose of devising

fays and means for the betterment of the water system and we can assure the gentlemen who prese ted - .. - -
the resolution that there has been no " shifting or responsibility "• on the part of the payor a d
Council. We believe that the Commissioners have acted in good faith and have done all that was
possible in view of` -the many difficulties- with-which-they-ka[dxkaat-have had -'to contend.- However,
at their request, the Council has increased the commission by adding thereto, A.M.Byrnes, W*A.
-- Cornwell and w-.N.Gladson, these gentlemen- are well--known-to-our--citizens and- are- men of sound -
judgment and experience whose counsel and advise should be worth much to the Commission. -
Al _. - _The•. -city.. is now under contract with -the Electric -Light Company to --furnish• water at five ,
cents per thousand gallons and pumps will be installed in the near future for that purposes. I1
is the opinion of the Commissioners that if the city is to.pay for water at meter rats that it
should be sold at meter rate and with that in view, have advertised for bide for the-installin
of ohne thousand meters with the intention of increasing them as rapidly as possible.
-- I• --_ we are also --advised by the Commi-ssi-overs-that they are naw -prepared- to -make -immediate
improvement of the reservoir, that they are improving the system by replacing the 4 inch pipes

with -6-inch pipes- just as -rapidly -as-the--revenue-from-the-plant--will permit, and that just-as-
soon

soon as the pumps are installed by the Light Plant, there will be no question as to an adundan

Believing that the present Commission and the Superintendent of the :'later Plant will render
the City_ efficient service and seeing no reason for other changes suggested.in the resolution
