This section reads as follows: "Every off-street parking area having from one to five parking spaces located in a front yard or exterior side yard shall be graded and drained so as to dispose of all surface water accumulated thereon and shall be surfaced with a durable and dustless surface." The above section applies only to "off-street parking areas". It has no application to the driveway leading to a parking area.
