• BOARD OF ADJUSTMENT IMUTES
The Board of Adjustment met at 4:00 p.m., llednesday, May 4, 1966, in
the Directors' Room in the City Administration Building.
Members present: J. F. Robinson, J. A. Pennington, and J. F. Palmer.
Members absent: George Bowen and blade Fincher.
Others present: Airs. Ruby L. Brown, applicant, and her carpenter;
and Air. Hal Douglas of Fulbright Investment Company,
applicant.
The meeting was called to order by Chairman J. F. Robinson.
The first applicant to be heard was Airs. Ruby L. Brown. Mrs. Brown
appeared before the Board to request permission to keep two roomers
in her home at 931 Highland Avenue as a "home occupation." The
property is located within an R -1B Single Family Residential District.
The zoning ordinance requires review and approval by the Board of
Adjustment for a home occupation use in the R -IB zone. The applicant
proposes one off-street parking space for the two roomers, proposes
to use not more than 25% of the total floor area of the dwelling for
this home occupation use, and proposes no sign or window display
• which will exceed one square foot. All these proposals comply with
the requirements of the zoninE ordinance.
The Board members felt the request had been clearly explained so they
had no questions. The applicant was therefore dismissed.
The second and last application before the Board was that of Fulbright
Investment Company. Air, Hal Douglas, secretary -treasurer of Fulbright
Investment Company, was present to represent the application.
Air. Douglas told the Board a new two story commercial building was
to be built upon the lot at the northwest corner of Rock Street and
Block Avenue. The building complies with all requirements of the
zonin.p ordinance except for off-street parking.
For the 19,600 square feet of floor area exclusive of storage or
basement area 24 spaces will be provided on the lot; however 65 off-
street parking spaces are required. Air. Douglas said 28 of the
needed parking spaces will be provided on a lot south of Rock Street
and a request has been made for 13 parking spaces to be provided on the
city parking lot on the northeast corner of Mountain Street and
Church Avenue. Both lots are within 400 feet of the main entrance
of the proposed building.
The Board members had no questions. The applicant was dismissed.

the roquest of Fulbright Inve:;tment Company to provide a portion of
the 65 off-street parkin.- needed for a neer two-story cormiercial
building on parking lots within -400 feat of the main entrance of the
proposed building.
J. F. Palmer moved that the Board of Adjustment authorize the building
inspector to issue a permit to Mrs. Ruby L. Broom to keep two roomers
at her home at 931 Highland Avenue as a home occupation. The motion
was seconded by James Pennington and passed unanimously. It was the
opinion of the Board that the interest of the general public would
not be affected or the use would not be detrimental to the public's
welfare.
There being no further business, the meeting was adjourned.
