The
Board
of
Adjustment
met at 4:00
p.m.,
Wednesday, April 6, 1966, in
the
Board
of
Directors'
Room in the
City
Administration Building.
Members present: J. F. Robinson, J. A. Pennington, George Bowen, and
Wade Fincher.
Members absent: J. F. Palmer.
Others present: Reverend E. G. Kaetzell, applicant; W. B. Putman,
attorney; Dale Kassel, manager of Donrey Outdoor
Advertising Company, applicant; George Fisher,
Boyce Davis and two other persons.
The meeting was called to order by Chairman J. F. Robinson.
The first applicant to be heard was Dale Kassel, manager of Donrey
Outdoor Advertising Company, Mr, 1^1. B. Putman, attorney, represented
the applicant.
Mr. Putman told the Board that Donrey Outdoor Advertising Company had
requested a per. -at to erect a 12 ft. by 25 ft. sign upon the property
located at the northwest corner of the intersection of Prosepct Street
and North College Avenue. There are already two 12 ft. by 25 ft.
• signs upon said property. Mr. Putman pointed out the property in
question has 235 feet, more or less, of street frontage. A literal
interpretation of Article V, Section 7, ParaZraph D of Ordinance
No. 1239, as amended, would not make it possible for more than 450
square feet of sign area to be erected on this property with more than
235 feet of street fronta.ae. He felt this was not the intent of the
zoning regulations. Mr. Putman requested his client be permitted to
erect another 12 ft. by 25 ft. sign upon the property on which the
business building, Tankersely Frozen Foods, is located.
George Fisher, property owner to the north, was present to become
further informed on the proposal of Donrey Outdoor Advertising
Company. Mr. Fisher inquired if the two (approximately 8 feet by 8
feet) existing signs were to remain. According to Mr. Fisher,
these signs were very dilapidated and one of the signs had almost
fallen down. The signs advertised Vet View Motel and College Avenue
Motel.
hir. Kassel of Donrey Outdoor Advertising Company said his company had
a lease for sign purposes for the two existing 12 ft. by 25 ft.
signs and for the proposed 12 ft. by 25 ft. sign. Mr. Kassel said
Mr. Tankersely verbally had given approval to remove the two small
signs on the property; therefore he felt there would be no problems
in obtaining permission to move the two small signs.
Mr. Fisher said he felt the proposed sign would be agreeable as
• long as it would not block his view by extending farther out than
the two existing signs. He remarked that the two existing signs
were very nice and had served as a landmark for his office,

There were no questions; therefore the applicant was dismissed. •
The second applicant, Reverend E. G. Kaetzell of Western Methodist
Assembly, appeared before the Board of Adjustment. Reverend Kaetzell
requested a variation of the zoning regulations for the use of property
on 1:ount Sequoyah.
Reverend Kaetzell submitted a general development plan of Western
::ethodist Assembly for reviei:.r by the Board. The plan provided for
the construction of several buildings upon a plot of ."round which has
not been subdivided. ^everend Kaetzell pointed out on the development
plan the buildings already built and those proposed over the next few
years. He said he planned to retire shortly and only a limited
number of buildings were proposed before he retired.
The Board members felt all questions had been answered. The applicant
was dismissed.
Ir. Boyce Davis, reporter for the Forthe:est Arkansas Times, remained
after the applicants and other persons had been dismissed.
Chairman Robinson asked 11r. Davis if he had anything to present to the
Board or any questions to ask.
':r. Davis said he had been told the Board made decisions on the
applicantions in a closed meetin.". He said he had attended the •
meeting to learn if this were true.
Chairman Robinson explained to Kr. Davis that the facts were presented
durin." the public hearing, and were considered by the Board in a closed
meetin.". The Chairman pointed out this had been the Board of Adjustment's
policy in the past.
Mr. Davis excused himself and left the iaeetin;; after he told the Board
his purpose for attending the meeting had been satisfied.
After all persons had left the Directors' Room but the Board members,
Chairman Robinson read correspondence between the Lea;ue of Women
Voters and himself in which the Board's policy was discucsed. The
Chairman and the Board members present further discussed the Board's
past policy of dilaberating in closed meetings. Those members present
expressed their desire to continue with this policy.
The minutes of I -;arch 16, 1966, were approved as written and mailed to
the Board.
On motion by :•lade Fincher, seconded by George Bowen, the Board of
Adjustment unanimously voted to authorize the city inspector to issue
a permit to Donrey Outdoor Advertising Company to erect a 12 ft. by
25 ft. sign on the north side of the two existing 12 ft. by 25 ft.
signs located upon property at the northwest corner of Prospect Street •
and North College Avenue and that the issuance of said permit be

• contingent upon the removal of the two existing small signs which are
approximately 8 feet by 8 feet.
The Board interpretated Article V, Section 7, Paragraph D of Ordinance
1\o. 1239, as amended, to intend for each 50 feet of frontage along a
street 300 square feet of sign area is permissible. For the 900 square
feet of sign area proposed, the applicant has over 150 feet of street
frontage.
?•lade Fincher moved that the Board make known to the zoning administrator
and the city inspector that as a matter of policy pertaining to future
cases in areas where outdoor advertising signs are allowed, the
ordinance be interpretated to read for each 50 feet of frontage along
a street 300 square feet of sign area is permissible. The motion was
seconded by George Bowen and passed unanimously.
The application of Western Methodist Assembly was considered. On
motion by Wade Fincher, seconded by George Bowen, the Board of
Adjustment unanimously voted to approve the general development plan
dated parch 1966 and authorized the issuance of building permits for
buildings shove on the development plan, and further that the development
plan be resubmitted if any major changes are proposed.
The Board thought the development plan of Western Methodist Assembly
• was an orderly development of property and said development will
generally be beneficial to the area.
There was no further business, and the meeting was adjourned.
