BOARD OF ADJUSTMENT IaNUTES
• The Board of Adjustment met in the City Council Room of the City Administration
Building at 4:00 p.m., Wednesday, August 2.1., 1965•
Present J. I. Smith, George Bowen, J. A. Pennington, and J. F. Robinson
Absent James T. Kerlin
Others present Reverend J. W. Walker; and Mrs. Harold J. Heckel, applicant.
The meeting was called to order by Chairman J. I. Smith.
The only application to be heard by the Board was that of Mrs. H. J. Heckel.
Mrs. Heckel requested permission to establish and operate a kindergarten at
1112 Hughes Street. The property is located in an R-2 Two Family Residential
District. Kindergartens are permitted in the R-2 zoning district upon review
and approval of the Board and provided that 1,000 square feet of lot area is
available for each child. The application before the Board requested the
1,000 square feet of lot area per child be waived.
J. F. Robinson arrived at the meeting.
Mrs. Heckel told the Board there would not be more than 35 children per session
with 2 sessions per day. She proposed to fence the play ground and provide
• an area off the street for loading and unloading the children. There also is
ample parking.
In reply to a Board member's question, Reverend Walker said Hughes Street and
Oakland Avenue are not very busy. North Street and Garland Avenue carry the
bulk of the traffic.
There was further discussion, after which the applicant and other persons
were dismissed.
James Pennington moved that the Board of Adjustment waive the requirements of
the zoning ordinance governing kindergartens and permit Mrs. Harold J. Heckel
to operate a kindergarten at 1112 Hughes Street subject to compliance of the
following items:
(1) A drive suitable for loading and unloading the children be provided;
and
(2)
An adequate fence -with a minimum
height
of 4 feet to be provided
around the remainder of the
yard.
The motion was seconded by George Bowen and passed unanimously.
The minutes of August 4, 1965, were approved as written and mailed to the Board
Is
member.
