BOARD OF ADJUSTMENT MINUTES
• The Board of Adjustment met on Friday, November 13, 1964, at 4:00 p.m. in
the City Council Room in the City Administration Building.

Others present: Cy Carney, Sr., applicant; and Glen Wing, attorney.
The meeting was called to order by J. F. Robinson who presided as Chairman in
the absence of Chairman John I. Smith,

in behalf of the applicants,
Cy Carney and
his wife,
Lettie Carney,
Mr. Wing told the Board that the applicants wish to erect a rest home upon property
in Rochier Heights Addition. This property is presently undeveloped except for
that portion north of Rochier Street. Because of the topography, development
of streets as platted would in many cases be impossible. Mr. Carney has already
discussed with the planning consultant the replatting of Rochier Heights Addition.
Mr. Wing stated that before the rest home could be erected an alley, a portion
of Paris Avenue and a portion of Grandveiw Street would have to be closed. A
petition for this closing is presently being considered by the City Council.
• As far as the Board of Adjustment is concerned, Mr. Wing explained, the only
question was the use. In the R-2 Two Family Residential District a rest home is
permitted upon review by the Board of Adjustment. This property is located in
the R-2 zone.
There was further discussion on the location, number of patients, parking and
other items. The applicant and his attorney were dismissed after the discussion.
George Bowen moved that the Board of Adjustment grant the application of Cy
Carney and Lettie Carney in which a request was made for the use of the property
in Rochier Heights Addition for a rest home. The motion was seconded by James
Kerlin and passed unanimously.
The minutes of the Board of Adjustment meetings of August 13, 1964,
September 11, 1964, and October 16, 1964, were approved as written and mailed
to the members.
There being no further business, the meeting was adjourned.
