BOARD OF ADJUSTMENT MINUTES
• The Board of Adjustment met on Friday, June 28, 1963, at 4:00 p.m., in the City Council
Room in the City Administration Building.
Members present: J. I. Smith, George Bowen and James A. Pennington.
Members absent: T. M. Schiewetz and J. F. Robinson.
Applicants and others present: Reverend C. R. Morton, pastor of the Seventh Day
Adventist Church, R. L. Carrico, a member of the church, and Harold E. Lieberenz,
City Building Inspector.
Chairman J. I. Smith called the meeting to order. The minutes of meetings held
April 12, 1963, and April 26, 1963, were approved as written and mailed to the
members prior to this meeting.
The Chairman asked Harold E. Lieberenz to present and explain the applications to be
heard. Mr. Lieberenz reported that only one application had been filed in the city
inspectorts office. The application was made by Reverend C. R. Morton who was act-
ing in behalf of the Seventh Day Adventist Church.
The city building inspector told the Board that the variation requested by Reverend C.
R. Morton to the zoning ordinance was for the use of the property located at 25 East
South Street. This property is located in a R-3 Multi -family Residential Zone. A
• church addition must be approved by the Board of Adjustment whether or not a variance
is requested.
To give the Board members an idea how much effect the membership would have upon the
church's building program, Mr. Lieberenz pointed out the section of the zoning ordinance
which applied. If the church were designed for 50 or more persons, the zoning ordinance
requirements would be more restrictive than the requirements of a church designed for
less than 50 persons.
J. I. Smith asked the church representatives about the membership. Mr. Carrico said
he did not know what the exact number was. However, Mr. Carrico said that the church
had a seating capacity between 60 and 75 persons.
Reverend Morton and Mr. Carrico related their plans to the Board members. Mr. Carrico
said that they wanted to remove an existing 7.5 ft. by 13 ft. concrete slab porch and
build an addition, approximately 11 ft. by 11 ft., in an offset onthe front of the
building for a new entry way into the church. The purpose of this addition would be
to protect people from the weather. Mr. Carrico continued. He said a small planter
would be extended across the front. The existing entrance way would be enclosed and
partly replaced by two windows. Reverend Morton said the addition w6uld be used for
an entry way. Both men commented on the improvement the addition would make in the
appearance of the church and the neighborhood.
J. I. Smith inquired about any future expansion. He cautioned the church represent-
atives about problems which would arise in the future were plans made to build and
expand the church use. Mr. Carrico stated that the church membership was too small
• to consider expansion. The proposed addition would merely improve the existing
conditions.

In reply to George Bowenvs question about street widening, Harold Lieberenz •
said that nothing was indicated by the Major Street Plan.
James Pennington asked the applicant about parking. Reverend Morton stated
there was an area•in the back large enough to sufficiently accommodate their
members.
There were no further questions. Chairman J. I. Smith thanked the applicant
and the church member for their information. Both men were dismissed.
George Bowen moved that the Board of Adjustment approve the application of
Reverend C. R. Morton who acted in behalf of the Seventh Day Adventist
Church. James Pennington seconded the motion which passed unanimously.
The meeting was adjourned.
