Smith, Mr. George Bowen, Mr. Tom Schiewetz, Mr. James A. Pennington, Mr. Harold E. Lieberenz, Mr. Raymond Nelson of the Planning Commission, and the following applicants: Mr. Willard Henson, Mr. J. S. Hinton, and Mr. E. H. Sonneman. Absent: Mr. J. F. Robinson. The meeting was called to order by the chairman. The minutes of the last meeting were approved as written and mailed to the members prior to this meeting. problem until The first applicant was Mr. Willard Henson. Mr. Henson requested a variance for the use of property located on the northeast corner of the intersection of South Washington Avenue and Fifteenth Street. The property is located in a R-2 Two - Family Residential Zone. The applicant has poured a concrete footing on this lot before he applied for a building permit. Part of the proposed new residence would be located on the future right-of-way of a planned major thoroughfare (Fifteenth Street). The front of the building will be 30 feet from South Washington, 15.67 feet from the north property line, and about 5.67 feet from Fifteenth Street. Should Fifteenth Street be opened and be widened in the future, only 8 feet of Mr. Henson's lot would remain. After a lengthy discussion of the Major Street Plan, Mr. Bowen said he did not see • how the Board could act upon this problem until the City Council taken action. There was no further discussion, and the applicant was dismissed. 0 The second applicant was Mr. E. H. Sonneman. Mr. Sonneman requested a variance for the use of the property located at 626 West Dickson Street. This property is located in a C-3 Central Commercial Zone. The applicant wishes to remodel a rooming house by erecting a one-story office building on the front of the existing building. The proposed building will be I feet closer to the Dickson Street property line than allowed by the City Zoning Ordinance and the Major Street Plan. The front of his proposed building would be in line with the front of the record shop and the Uark Bowl. Mr. Smith asked if the applicant could pull back his proposed building 7J feet. Mr. Sonneman said that should he pull back the building, the remaining area would be insufficient for what he had planned. There was no further discussion, and the applicant was dismissed. 0 — • Mr. J. S. Hinton was the third applicant. The variance requested by Mr. Hinton is for the use of the property located at 519 West Dickson Street. This property is located in a I -1B Industrial Zone. 14=2 The applicant has an 8 feet by 24 feet wooden frame addition located on the rear (south end) of the Majestic Lounge Cafe on West Dickson Street. Mr. Hinton proposed to erect a 20 feet by 26 feet masonry addition on the 40rear of his building after he tears down the frame section. This proposed addition would not have the required fifteen (15) feet side setback from the east and west property line. Mr. Lieberenz stated that he was concerned about off -the -street loading and unloading space as required by Section 6 of Article IV of the Zoning Ordinance. The city parking lot is next door and is so designed that Mr. Hinton cannot possibly get any access to the rear of his property. Mr. Hinton said that trucks use the city parking lot now to unload and he could not see any reason that he could not continue along this line. Mr. Lieberenz said that if Mr. Hinton's property were located in a commercial zone, than the applicant could build up to his property line. There was no further discussion, and the applicant was dismissed. —0— The Board members discussed the possibility of polling back the building that Mr. Sonneman proposed. The same area could be retained by making the building wider. The parking would be no problem. Mr. Schiewetz made a motion to withhold action on Mr. Willard Hensonts and Mr. E. H. Sonnemants application. Mr. Bowen seconded. The motion carried unanimously. Mr. Bowen made a motion to approve the application of Mr. J. S. Hinton. • Mr. Pennington seconded and the motion passed unanimously. — 0 — Mr. Raymond Nelson was present to give the Board members a better understanding as to the duty of the Board of Adjustment. A request was made that the Board of Adjustment members be sent copies of the Planning Commission meetings. Mr. Bowen made a motion to adjourn. Mr. Schiewetz seconded the motion.
