Smith, Chairman, Mr. Tom Schiewetz, Mr. J. F. Robinson, Mr. Harold E. Lieberenz, City Building Inspector, and Applicants: Mr. Floyd A. Pothast and Mr. Maxie Skillens, Mr. Paul Young, Jr., and Mr. Floyd A. Pothast, Jr., representing Mr. Pothast, Absent: Mr. George Bowen and Mr. James A. Pennington The Chairman called the meeting to order. The first application was that of Mr. Floyd A. Pothast of 1140 North College Avenue, better known as the Vet View Motel property. The applicant requested permission to build a concrete roof overhang on a proposed new restaurant building closer to College Avenue property line than the ordinances will permit. His building will comply with zoning setbacks except that an overhanging roof will project about four feet closer to the street. This overhang will be approximately seventeen feet above the ground level in front of the building. Mr. Young pointed out that the overhang would actually be 17 feet away from the highway and 26 feet above the highway. He stated that he could see no possibility of any inter- ference with traffic in the future. He stated that there would be a swimming pool back two feet from the building wall, and the overhang would be a story above it. It was brought out that the present plan of the Highway Department is to make a 48 foot wide pavement with a 60 foot right-of-way. Also, that the Major Street Plan requires a right-of-way in the future of 85 feet, and that there were no immediate plans to utilize this right -of-way. There were no further questions, and the applicants were dismissed. The next application was that of Mr. Maxie Skillens of 105 North Willow Avenue, for the use of the property and the Negro Girl Scout Building located on the Fayetteville Public School Property on the east side of South Willow Avenue just south of Center Street. The property is located in a R-3 Residential Zone of the City. Therefore, the use must be approved by the Board of Adjustment. The applicant requests permission to enlarge the existing 12' x 24' frame structure and to use the remodeled structure as a Negro Community Center. Mr. Wayne White has given Mr. Skillens a letter approving the re- modeling of the building and its use as a Community Center, Mr. Lieberenz pointed out that there were no problems with property owners in the area, and that the only problem was the public assembly use in a residential zone. It was pointed out that any addition to the building on School Board property would become the property of the Fayetteville School Board. There were no further questions, and the applicant was dismissed. After a brief discussion, the application of Mr. Maxie Skillens, in behalf of the Negro Community Center, was unanimously approved by the Board. After a long discussion about the application of Mr. Pothast, Mr. Schiewetz made a motion that it be approved. The application was approved unanimously.
