At 2,687 operations we were 15% below the monthly average for the last 12 months. The annual total however is tracking 15% ahead of last year. Hopefully, May will be better for flying. Sales were down 30% from the 12 month monthly average and down from last March by one third. Since we have not yet achieved certified into- wing agent status for sales to the military through the DLA contract, military sales were down significantly. • FAA ANNOUNCES THE CLOSURE OF 149 CONTRACT TOWERS : Just before the scheduled closing of the Tower, the FAA delayed the closure until June 15, 2013 . The City passed a resolution to establish a budget to keep the tower in operation through the end of the year. The Assistant City Attorney joined a group to sue the FAA for not following their rules to do a safety analysis prior to closing all of the towers ( 149) and that suit has been filed. The Congress and Senate have passed laws that allow the FAA to take their sequestration budget decrease from other than the tower budget which includes the contract tower program and the FAA staffed towers. The most recent information is that the FAA will not close the contract towers in June. Sequestration is a ten year program of set cuts each year so there is still a possibility that the program that funds contract tower program will be eliminated in the 2014 Federal budget. Thus, the lawsuit continues to insure that the contract tower program remains funded over the long term. In addition to the City commitment, the Fayetteville Chamber of Commerce passed a resolution that requests the City to fund the tower for the future. Thanks to all the folks in Fayetteville that called and mailed our representatives to save the contract towers. Both senators and Congressman Womack strongly support the measure to keep funding for the contract tower program and all three signed letters to the FAA. • CORPORATE HANGAR IMPROVEMENT PROJECT FOR NFLIGHT TECHNOLOGY: The project was approved by the City Council at their May 7, 2013 meeting. The project will take about 90 days to build out so it should be ready to occupy around the first of September. We received 5 bids for the project and the lowest bidder was Center Point Contractors out of Rogers for a total price of $289,675 for construction. The total project cost is $334,028 including design, engineering and Telecommunications Device for the Deaf TDD (479) 521 -1316 113 West Mountain - Fayetteville, AR 72701 THE CITY OF FAYETTEVILLE, ARKANSAS fire suppression which will be funded by the tenant. • CITY IT DEPARTMENT PROJECT : The IT department has moved into the former Fire Station and construction is underway for their data center building in the former sound pit. The building is a concrete structure that will hold the City servers. • AIR RACE CLASSIC UPDATE : Planning continues for the event which terminates at Drake on June 22, 2013 . We still have not finished the tie downs but all is ready to do so. The holes have been drilled, thanks to McClelland engineers, and the cable is on hand. We will pour the tie bars during the first stretch of good weather. Contact June at 303-475-0761 to volunteer to be a part of this exciting event. • FAA WILDLIFE HAZARD ASSESSMENT : The final draft is complete and will be presented to the FAA Certification Inspector during this year' s inspection. • HANGARS FOR RENT: All T hangars remain full with 7 rented for storage. Hangars for storage will be vacated for tenants with aircraft. • ARKANSAS AIR AND MILITARY MUSEUM : Warren continues to book the Museum for special events. He continues to make preparation for the Air Race Classic and the Bikes, Blues, Bar-B-Q and Bombers extravaganza. • FBO CHANGEOVER UPDATE : The first 30 day in business came and went. We are still here and customers seem to be happy with the operation and the service. All personnel have been trained and will be certified through the AVFUEL system once the contract is executed. AVFUEL was unanimously selected to supply fuel to Drake. We reviewed four proposals — all of which had their good points. AVFUEL won the contract with the lowest margin and the lowest price for trucks. We are still working to get the fuel farm up to standard as it had several problems when Million Air left the most significant, the water defense system. Parts were received and installed. We are awaiting an inspection from the DLA to certify Drake as an into-wing agent for DLA fuel. • ANNUAL CERTIFICATION INSPECTION SCHEDULED : We received notice from our FAA inspector that he will inspect the airport for Part 139 standards May 14- 16.
