FAYETTEVILLE EXECUTIVE AIRPORT BOARD MINUTES December 13, 2012 MEMBERS PRESENT: Bob Nickle, Janice Stanesic, Mike Gibbs, Josh Mahony, Bill Corley MEMBERS ABSENT: Rick Bailey, Ken Haxel OTHERS PRESENT: Wayne Jones -McClelland Engineers; Neal Bilbe-City's Government Channel; Terry Gulley -City's Transportation Dept.; Dave Powell -Summit Aviation; Marty Burggraf-Wells Fargo (Board Applicant); Louis B. Chairman Nickle. ITEM #2: Approval of the Airport Board Minutes of the November 8, 2012 meeting. A motion to approve the minutes was made by Josh Mahony, and seconded by Bill Corley. The motion carried. ITEM #3: Receiving of Reports. A. Director Boudreaux, Aviation Director. Flight activity has been good, 19% ahead of last year, but the fuel sales are not so good, yet ahead of last year. Staff is working on replacing the belt loader. The one received was not what was advertised, it is too short. The FAA will be installing the frangible couplings on the ODALS in January. The runway will be temporarily closed or will have a displaced threshold of 1,000 ft. He announced that Louise Powers would be retiring at the end of December and her party will be on December 19`h at 3:30. There were seventy-six applicants for her job. A new person has been hired, she was extremely impressive, skills and personality; is oung with a degree in Journalism and worked in marketing. Her first day will be December 27Z. Our Board Member Janice has announced her retirement effective at the end of December. Mentioned Tim McCarley's project with the museum, and read off the list of businesses that contributed towards the project (overview of project was in the agenda packet). B. Financial Coordinator James Nicholson, Budget Report. Reported the fuel sales were up, and some of the local fuel prices have gone down. Speaking of the Financial Report, said there had been less revenue than expenses, because of an extra payroll in November, also there are flowage fees and rent we haven't received. There were no Capital projects in November and the Airport Fund Balance is $626,671.00. C. Senior Secretary Louise Powers, T -Hangar Report. There is one T -Hangar available, but there are several hangars rented for storage. If we need a hangar for an aircraft, the last one rented for storage is the first one out for an aircraft. D. Wayne Jones, McClelland Engineers, Construction Report. The sixty day bid time expired for the NFlight project. If money becomes available from the State Aeronautics then the project will be re -bid. Director Boudreaux said the AEDC is interested in aviation jobs for the state and may be able to help with the project. 1 E. Museum Executive Director Warren Jones, Museum Report. Reported he had met with the Bikes Blues and BarBQue and the Commerative Air Force and they are working together for "Bikes Blues BarBQue and Bombers" for next year. They will have numerous planes based here and flying during that event. It will be like an air show. During that event they are going to extend the train's run to the Airport. The Museum is going to build a platform from the highway to the train for use during those four days. The museums held their first combined Annual Board Meeting, and Ray Boudreaux was re-elected President and James Nicholson was elected Treasurer. The fire alarm system had two leaks in the last two weeks. It is being repaired, but system is old and needs to be replaced at an estimated cost of $20,000 to $40,000. ITEM #4: Old Business, A. Update: Million Air contract. Discussion followed with a few of the remarks noted below. * Director Boudreaux explained that following a meeting with City staff, the Airport was instructed to send Million Air a letter to cancel their Lease. The letter was sent on November 13`h. * Roger Woolsey, Million Air owner, and Jeff Stout from their Houston corporate office, visited with City staff on December 12`h. Mr. Woolsey told them their company was experiencing some financial difficulties and would not be able to meet the terms of the lease until the end of the first quarter of 2013. * Terry Gulley said they would not be looking at other organizations to operate the FBO (Fixed Base Operator); the City would operate the FBO. Chairman Bob Nickle said the City had asked for specific things from Roger and the email letter from Roger did not address those things, nor did it give a specific plan. * The day Roger flew up here, the FBO ran out of fuel, and staff is pretty sure it was a financial problem. * Mike Gibbs, and others, expressed they liked the local FBO folks, and appreciated them * Peter Mastroianni, local FBO manager, said he had not been part of the meeting with Roger and City staff, but explained Million Air wants to remain at Drake Field. He explained they always paid, late maybe, but always paid. Eight out of 10 months they have done better than the month before. When out of fuel, they only turned away one plane before the fuel was delivered. He asked for more time, asked for a chance, that they are not deadbeats. He said they had not known Roger was needed at this meeting. Said Roger was in meeting with people from Washington D.C. He pointed out that if the lease is canceled, Drake Field would lose the military contract, and would lose military flights during the time they would be working to get certified for the military contract at Drake Field. He said he was already having military students that have flown in to Drake, return as instructors bringing their students here to practice. They like this area, and the things Million Air provides for them, $1.00 meals, T-shirts, and discounted lodging. Addressing the fuel prices, said Million Air only looks at XNA's, Springdale's, and Rogers' airport fuel prices, not the other towns listed in the agenda. * Million Air had been behind in sales tax, and the State had shut down four local businesses today because they had been behind. * Chairman Nickle said they appreciate what Pete has done and his hard work, but the Board has a responsibility to the citizens to take care of the Airport; and said a recommendation was needed to take back to City Staff. * Director Boudreaux said they had needed 120 days to give flexibility to set up contracts and have a smooth transition, with no discontinuance of service, there is about 90 days left, that gives time for standard employee hiring, product support bidding, to get the needed equipment, rather than having an emergency situation. * Pete said it would be 120 days from the time Roger had received the letter, which would be March 15`h Terry Gulley said that would give time to hire people for the FBO. * Director Boudreaux said they need a "brand" to identify the new FBO and asked for suggestions. * More discussion followed by all on the FBO subject. A motion was made by Mike Gibbs that the Airport Board recommend to the City Council to let the Cancellation of Lease letter to Roger Woolsey stand, given the current set of circumstances, and move forward with the termination of the Lease; unless circumstances change, and then we will take them into consideration to insure a viable business of operation is in place. The motion was seconded by Josh Mahony. The motion carried "with regrets". ITEM #5: New Business. A. Recognize Airport Board Member Janice Stanesic. The Airport Board presented a plaque to Janice for her nine years of service on the Airport Board and invited everyone to stay for refreshments after the meeting. B. Recognize applicants for the Board Position. Director Boudreaux said there were five applicants, and Bob Nickle had to apply again as he had not completed two full terms. The others are Mark Frankum, Marty Burggraf, Bucky Jones, and Mike Emery, and he wished them Good Luck in the competition. C. Recognize Louise (Lou) Powers. Lou has worked thirty-one years with the City; and twenty-eight at the Airport, and her going away party will be on Wednesday, December 19`h, 3:30 to 5:00 in the Conference Room. ITEM #6: Other Business. A. Items from the Public. Dave Powell introduced himself, laughingly saying he is in competition in Springdale (Summit Aviation) with Mark Frankum (SkyVenture Aviation) at Drake Field.. B. Items from the Airport Board. Josh Mahony offered thanks to Lou for all her help. MEETING ADJOURNED AT 3:05 p.m. Gibbs, 3 C THE CITY OF FAYETTEVILLE, ARKANSAS AVIATION DIVISION 4510 S School Ave, Ste F Fayetteville, All 72701 P /47917M7M2 QUARTERLY REPORT 4th QUARTER 2012/END OF YEAR RECAP FAYETTEVILLE EXECUTIVE AIRPORT, DRAKE FIELD January 2, 2013 • AIRPORT ACTIVITY: We closed out 2012 with a very good fourth quarter and recorded operations up by more than 19% year over year and fuel sales up 6.7%. Military represents approximately 20% of operations and 18% of fuel sales. If the trend holds, we can count 2011 as the bottom and 2012 the first year of our recovery. • ARKANSAS AERONAUTICS COMMISSION GRANT FOR NFLIGHT TECHNOLOGY HANGAR MODIFICATIONS: The bids received last quarter have expired due to the lack of available grant funds at the Arkansas Aeronautics Department. Our request remains on file for funding and will be considered when funds are available. Once approved, we will re -bid the project and schedule construction. • FAA AIP PAVEMENT REHABILITATION GRANT PROJECT: Project is complete and the grant has been closed out with the FAA and the Department of Aeronautics. • FAA WILDLIFE HAZARD ASSESSMENT: The FAA has still not closed out this project. Our contractor, Loomacres, has provided FAA the requested information but we have not yet received the closeout letter. FAA has provided a checklist for us to use in the development of a Wildlife Hazard Management Plan so we are continuing to work on the plan. It will become part of the Airport Certification Manual. • VOR CHECKPOINT RE -CERTIFIED: FAA Check Flight has recertified the VOR checkpoint and we have ordered the new sign • T HANGARS FOR RENT: We are full as of the end of the year! We have 10 rented for storage and will notice the last in to vacate when the next tenant wants to lease a hangar for an aircraft. • NEW AIRPORT BOARD MEMBERS APPOINTED BY CITY COUNCIL: Bob Nickle was appointed to complete the unexpired term vacated by Janice Stanesic. Marty Burgraff was appointed the fill the Member at Large five year term. • NEW ADMINISTRATIVE ASSISTANT ON BOARD: Lauren Treat joined the Airport Staff on December 27, 2012 and she hit the ground running. We said our final good by to Louise on New Year's eve. • ARKANSAS AIR AND MILITARY MUSEUM: The Museum ended the year with money in the bank but not very much. At the annual meeting, Ray was elected President and James was elected Treasurer. The membership approved a budget for 2013 and we will stick to it. We are in the process of revamping the bookkeeping system so that we can track expenses and revenues. Planning is underway for the Air Race Classic Finish Line at Drake and for Bikes, Blues, Bar -B -Q, and BOMBERS! Warren has coordinated with the BBBBQ committee to add Bombers for 2013. The Commemorative Air Force will bring a fleet of aircraft to provide rides and tours for the bikers. The train will now make trips from Dickson Street to Baum Stadium to the Museum both days of the. event. The .Museum will constructa:boarding platform to make boarding and exit easy for the guests. • 2012 HIGHLIGHTS: 2012 was busy and successful for our airport. Here I have included a list of the most significant events/milestones/projects etc.: 1. Completed the Airport Security Upgrade Project in January. Issued security badges and installed cameras to record sensitive areas of the complex. Project funded with Arkansas Aeronautics Commission 80/20 grant. 2. Closed out the Wildlife Hazard Assessment Project. Project funded with FAA grant and Arkansas Aeronautics Commission matching grant. 3. Leased the former AATC Hangar to South Delta Aviation. Initiated and completed a project to remodel the hangar for office and shop space and removed the modifications made for the school. Project funded with an 80/20 grant from the Arkansas Aeronautics Commission. 4. Facilitated the merger between the Arkansas Air Museum and the Ozark Military Museum. Received legal help from the U of A Law School to form a new 501 C (3) corporation, the Arkansas Air and Military Museum. Ray Boudreaux elected the First Board President. 5. Leased the last empty Executive Hangar on the South Apron to NFlight Technology. Awarded project to McClelland Consulting Engineers to design and engineer office and production space modifications to the hangar. Accepted bids but there were no funds available through ADA. Will re -bid the project when grant funds become available at Aeronautics. 6. Completed Phase II of the Pavement Rehabilitation Project to apply rejuvenator to all remaining asphalt pavements and apply new runway and taxiway markings. Project funded with FAA 90/10 grant with Arkansas Aeronautics providing the match. 7. Completed the annual Airport Certification Inspection IAW FAR Part 139 with no reportable discrepancies. 8. Hosted the Goodyear Blimp for a week during the WalMart Shareholders' Meeting and later the B-29 "FIFI" the only flying B-29 bomber left in the world. 9. Director Ray Boudreaux elected President of the AAOA for 2012 and 2013. AAOA is the professional organization of Arkansas Airports. 10. After more than 12 years, the U of A Football Charter returned to Drake with a Boeing 757 aircraft operated by American Airlines. The Football Charter operated to and from XNA since the airport opened in 1998. Returning the Football Charter to Drake was a long time goal of the airport. The Airport will acquire a belt loader and stairs to support the 757 aircraft. 11. Organized and implemented a recycling program for the Airport Terminal through the City Solid Waste Department. 12. Worked with the City IT Department to locate the City wide Data Center on the airport reducing IT operating costs and providing a secure area for the Center and IT Data Management offices. Boudreaux, Director of iation DATE: January 7, 2013 THE CITY OF FAYETTEVILLE, ARKANSAS SUBJECT: Discussion re: T Hangar Rent Increase for 2013 AVIATION DIVISION 4500 S School Ave, Ste F Fayetteville, AR 72701 P (479) 71&7643 DISCUSSION: The established Board policy is that every two years the Board reviews the T Hangar rent and determines whether or not to increase the rent. The Board also determined that the rent would be increased by the rate of increase in the CPI plus 1%. The last time rent was increased was in November 2009 for rent the following year, January 2010. A modest increase was made: large increased by $15.00 and small increased by $10.00. Last year the Board elected not to increase the rent. We failed to bring it to you in November 2012 and bring it now to the Board for review IAW the established Board policy. Attached please find the CPI chart. Using the November 2009 and the November 2012 rates, the increase at this time would be approximately $15 and $10 respectfully. This increase would equal approximately $1,000.00 a month to the Airport Fund. The reason that the Board instituted the every two year review was to stay level with inflation and not to allow the rent charges to fall way behind inflation thus avoiding a large increase at some point in order to recover the value of the buildings. Boudreaux, Director of Aviation DATE: January 10, 2013 SUBJECT: Discussion re City run FBO THE CITY OF FAYETTEVILLE, ARKANSAS AVIATION DIVISION 4500 S School Ave, Ste F Fayetteville, AR 72701 P 14]91]111-1642 DISCUSSION: In November, the Airport Board recommended that the staff initiate termination of the Million Air Contract due to company failure to comply with provisions of the contract. For the last several weeks, we have determined that the best course of action following the termination would be for the City to operate the FBO in house without contracting out for the service. We have determined the following business plan as we take the operation in house: We propose to hire 6.6 FTE in the FBO business unit. We will not hire a manager initially but will hire a Line Supervisor plus 3 full time Line Techs and 2 Part Time Techs for a total of 6 Line Techs. We will hire one full time CSR and one Part Time CSR. The budget is based on revenue calculated on an average gross margin of $1.50 for Jet and $1.25 for AVGAS. We have included $98,437 in start up capital costs as one time expenses. We have included the costs to lease two Jet and one AVGAS fuel service trucks. The other big cost items are Credit Card fees, insurance, maintenance and payments to the City for Fleet and Cost Allocation. There may be no cost allocation for the first year until the City workload is determined. The revenue budget is very conservative and the expense budget is all inclusive and includes areas where saving could be realized. The bottom line shows $136,889 revenue over expenses. When deducting the current payments made by Million Air, a City run FBO would realize $26,805 net profit. Our proposal is based on keeping the high level of service currently provided by the Million Air staff at a reduced cost to the customer. Pricing strategy will include basing the retail price on established average gross margin and applying market adjustment to fairly compete in the local market. We will issue an RFP for a fuel provider. The proposal will include several variables: fuel only, including service trucks or including service trucks with full maintenance. Cost of fuel and transportation costs will be evaluated. Mastroianni and his predecessor, MaryKathryn Floyd, were instrumental.in procuring and maintaining a contract that has increased military flights at Drake Field. Mastroianni said it could take the city months to resyme those flights, which have made up anywhere from 10 to 20 percent of overall opera- tions during the past two years. Boudreaux said there are benefits to having a private fixed -base operator, includ- ing national marketing and exposure and improved services to pilots. He added the city was able to adequately take over airport operations after 'another .private company, Fayette- ville Air Service, left Drake Field in 200L "Were not at all concerned about getting the job done," Boudreaux said. The city would have to fill at least five full-time posi- tions to replace Million Air employees. . James Nicholson, financial coordinator for the airport, estimated it would cost about $50,000 to purchase needed equipment. It would take an additional $40,000 to fill the airport's fuel storage tank one time, Nicholson said. - Of course, there is poten- tial money to be made if the city takes on Million Air's duties. The city could capture any profit from fuel sales rather than collecting a fixed fee per gallon from a private company. City officials could opt to lower fuel prices, a regular gripe from airport stall, board members and local pilots. Million Air's fuel costs have often been the highest of eight airports in the region, according to monthly reports to the board. The airport's policy is to have $500,000 cash on hand at any one time. According to Nicholson, Drake Field's fund balance as. of Nov. 30 was $627,000.
