ITEM #1: Welcome. Chairman.
ITEM #2: Approval of the Airport Board Minutes of the August 9. 2012 meeting.
A motion was made by Bill Corley to approve the minutes as written and seconded by Janice
Stanesic. The motion carried.
ITEM #3: Receiving of Reports.
A. Director Boudreaux, Aviation Director. Aircraft operations were more than last month, and
the fuel sales were up 3 %:% over last year. He thanked Million Air for getting the military in here.
Plans are on the street for the hangar rehab for Nflight Technology's hangar office. They are due
back on September 27h. The FAA has said we will have to develop an environmental wildlife
plan, but we won't have to hire a consultant. Regarding the pavement rehab the streaks are fading,
the paint looks good, and the french drains in front of the T -hangars are working. Folks were
invited to attend the Arkansas Airport Operators Association's Annual Conference in North Little
Rock. Registration needs to be completed soon. The Table Top Emergency Drill has been
conducted, it is required, every two years. SkyVenture and AOPA sponsored a seminar in the
terminal last night and had 80 attendees. On September 27 h Wings and Gartman are sponsoring a
seminar in the terminal. The Ozark Literacy Council has placed one of their fund-raiser pigs in the
terminal. Thank you to the Airport Board and aviation community for their support. The FAA
Flight Check has changed the radio frequency to 115.25, a change of 4 degrees and it is the same
crew that checked it last time.
B. James Nicholson, Financial Coordinator, Budget Report. Reviewed the aircraft operations
and fuel charts, stating the last few months have been good. The local fuel prices have spiked, they
are the highest in the local region, the FBO's fuel prices are comparable to prices in the larger cities
in the southwest region. Pete Mastroianni responded that the price is directed to him from
corporate, and that he has tried to explain to them. Regarding the airport budget there are a couple
of insurance payments coming due and we will be replacing the roof at Wings for about $30,000.
The office construction for the Nflight hangar will bring down the Airport Fund Balance.
C. Louise Powers, Airport Secretary, T -Hangar Report. Five T -hangars are available to rent.
D. Wayne Jones, McClelland Engineers, Construction Report. Phase B of the Pavement
Rehab is looking more uniform. Some project savings were made in the painting. We are waiting
for the Certified Payroll before we release the check. On the Nflight hangar, landings have to be
added for each set of stairs and there were some Fire Marshall items. The plans are out for bids.
The pre-bid conference will be next Thursday.
E. Warren Jones, Museum Executive Director. Last Friday, the Chill in the Hills charity had
300 attend their event at the museum. They want to make it an annual event at the museum. The
B-29 will be here September 24th, 25`h, and 261h and will be available for tours and rides. The
Stinson plane is going to be put in the "ride" program, it can be a successful program. Mark
Frankum thanked the museum for their support (chairs) for the AAOP seminar they sponsored in
the terminal. Warren thanked Pete and the Million Air crew, for moving planes out for their event,
and thanked Daryl Riddell for providing space in his hangar for the planes.
ITEM #4: Old Business.
A. Update: Pavement Rehab Project. Already discussed.

ITEM #5: New Business.
A. Public Hearing/Aerobatic Box at Drake Field Airport: Patrick Carter, Nflight
Technology. Director Boudreaux explained Patrick Carter has requested to establish an aerobatic
box over Drake Field. He explained he wanted our tenants and everyone in TV land to be aware of
the request. Patrick Carter gave a power point presentation. He explained he has an aerobatic act
and flies in air shows. He also manufactures and installs small technical cameras on planes,
interior and exterior. His camera business started as part of flight instruction, and to have videos of
his aerobatic act. He showed the cover of "Plane and Pilot", where he and his aircraft had been on
the cover. He explained that Fayetteville is his home and he needs a place to practice aerobatics in
a safe place, rather than flying several hours to another airport with an aerobatical box. An
application to the FAA will be made. Practice would be coordinated with the control tower and
would have very little effect on local air traffic. The FAA waiver would be for one year. He
would be flying about once a week, and said he wanted to be a good neighbor. Chairman Nickle
asked that information be placed in the Airport's tenant newsletter, facebook and the City's
website, and that it be placed on the next Airport Board Agenda for consideration. Comments from
the Board and pilots: The operations and fuel sales will help the Airport, suggested notifying the
press so they can have something in the paper about the proposal and that would save on call-in
questions.
ITEM #6: Other Business.
A. Items from the Public. None.
B. Items from the Airport Board. Mike Gibbs asked the status of the airport accounts. James
said the account for Southern Hospitality Event Group has been sent to collections. Director
Boudreaux said Southern Hospitality had filed bankruptcy. Director Boudreaux said he had been
in contact with Roger Woolsey today and payments are on the way. They are behind in fuel
flowage fees and some invoices, they cut one check today, one next week and be caught up in two
weeks. They apologized for their Houston corporate accounting office. He said Million Air had
been on the airport about ten years and three times they have gone into arrears for about three
months. Terry Gulley said he had talked to the City Attorney and wanted a letter from the City
Attorney to Roger Woolsey. Rick Bailey commented on a recent incident on the airfield, and
reminded all pilots to follow the tower's instructions, and if they are not clear, to ask for
clarification, that tenants/pilots needed to listen to the tower.
