ITEM #2 : Approval of the minutes of the March 8, 2012 meeting. A motion to approve the minutes was made by Janice Stanesic and seconded by Rick Bailey. The motion carried. ITEM #3 : Receiving of Reports. A. Director Boudreaux Aviation Director. Aircraft operations were up 13%. Pete Mastroianni, manager at Million Air, recently attended a military conference and as a result, we had six helicopters fuel. yesterday. The FAA Conference was in Tulsa and the FAA announced the FAA will be funding grants at 90% and the State Aeronautics will fund (if meeting their requirements) 5%, and the Airport will fund either 5% or the balance of 10%. The Security Project is complete and reminded everyone to come by and get their badge made. It is possible to get gate clicker. The hangar rehab project is going well and it is expected to be available in May. The FAA recently told us there is money to finish the rejuvenation of the asphalt ramps and new striping. The AAOA will be having their annual conference in Little Rock if anyone would like to attend, although Board members will have to pay their own way. The museum merger will be voted on this week, and then the paperwork will be filed with the State of Arkansas. B. Financial Coordinator James Nicholson, Budget Report. The trend is up on military aircraft operations, the fuel sales are not up. The price on 100LL is going up rapidly. Million Air dropped their price a few cents and is still high within the region. NW Arkansas is higher than the SW Region's average. Director Boudreaux said Pete at Million Air apologized, but their fuel price is set by the corporate office in Houston. James, regarding the Financial Report, said most of the bad debt have been paid off. It shows up as bad debt if three months past due. Director Boudreaux stated he had applied 1 for working a 32 hour week which will help the airport budget and allow the airport to hire a part time mower for the summer months. C. Senior Secretary Louise Powers, T-Hangar Report. We rented two twin hangars this month and have two singles available and two more will be available at the end of the month. Encouraged everyone to tell folks we have T-Hangars to rent. D. Wayne Jones, McClelland Engineers, Construction Report. Reported the Security System has been completed, but there were some problems between the City's and the security system's equipment, but that has been worked out. The hangar rehab project is right on schedule. They are ready to start closing up the walls. E. Museum Executive Director Warren Jones, Museum Report. Director Boudreax gave the museum report. He requested all the museum members to be sure to vote. He said thanks to Rick McKinney who had put the museum in touch with the law student organization that helps not-for-profit organizations. They are working on the merger papers. A new lease will be required, new by-laws, a lot of things to work out. ITEM #4: Old Business. A. Update: Airport Accounts. James Nicholson reported there were very few past due and he had talked with each one. One lets it get several months behind then comes in and pays up plus pays several months ahead, then does it all over again. One terminal tenant is behind, and another T-Hangar tenant owes a couple of invoices. Everyone is fairly paid up. SkyVenture is up-to-date, their payments are not actually due until the 15`n of the month. Million Air's payments are due on the 10`h of the month and they owe for fuel flowage payments for February and March. Million Air's manager said the payment is being sent over-night. Southern Hospitality owes for March and April. Most invoices are due on the 151 of the month. B. Update: Runway Inspection and the Iron Pig Race. Director Boudreaux said they will conduct the runway inspection on Saturday. The runway will be closed for approximately one hour while the inspection is conducted. During that hour the Iron Pig will hold the beginning of their race on the runway. Staff and Wayne Jones will walk the runway, covering every inch, to check for deterioration, cracks, faded paint, places where rubber needs to be cleaned off; and numerous other items. C. Visibility for Instrument Approach. Director Boudreaux reported there was nothing new. D. Update: Security Badge process. Encouraged all tenants to come in and get their security badge. Discussion followed asking about those non-tenant businesses that conduct business on the airport and need access to the secured area of the airport. Director Boudreaux said there is a Letter of Agreement item further in the Agenda. E. SkyVenture request/renewal. Director Boudreaux said there had been some confusion about the Airport Board's action at the last meeting regarding SkyVenture. Mark Frankkum and Kathy Moore are here today; they were unable to make the last meeting. Mark is a Washington County Deputy and Kathy has been making medical trips three times a week to Memphis. Mark explained when they started there were a lot of loans available for pilot training. Their pilot training program had been successful especially with the foreign students, but that has declined and there has not been as many local students now, plus the government funding for flight training loans has declined. Mark said they hated to ask for rent reduction because that is not a success for either 2 party. Sales are down 30% from 2007. Two out three flight schools have closed. There are 125 schools in the network, all the others have FBO's and make their revenue from other revenue sources of their businesses. Said they have down-sized their fleet. They are within one or two years in having a charter service here. They have this operation and one in Jonesboro, but they like this location best. Their request is for $ 1 ,000.00 per month reduction in rent for two years. Current rent is $3,000 per month for the hangar and $2,000 for the office per month. Director Boudreaux stated the Airport refinanced the loan for the hangar and reduced the rent to $3 ,000 per month, and felt that was a good value for the hangar. He also reminded the Board other tenants had asked for a rent reduction. Chairman Nickle said he was uncomfortable with an amendment to SkyVenture's office rent for two years as the Airport works on an Annual Budget. A motion was made by Mike Gibbs to decrease SkyVenture's office rent by $1,000.00 beginning in May for a twelve month period. The motion was seconded by Bill Corley. The motion carried. SkyVenture said thank you for the Board's consideration, and announced they would be hosting an AOPA Safety Meeting on September 12`h Mike Sargeant announced Devol Aviation would be hosting a FAA Fast Team Meeting and awards ceremony on May 5`h at 8:00 p.m. ITEM #5: New Business. A. Phase II, of Pavement Rejuvenation Project, Task Order #8, McClelland Engineers. The FAA has funds available for the Airport to complete Phase II of the Pavement Rejuvenation Project. The runway will be closed in sections and advance notice will be given to the tenants. A motion was made by Rick Bailey and seconded by Ken Haxel. The motion carried. B. Office addition to hangar at 1580 S. School Ave. (hangar) for new tenant, Task Order #9, McClelland Engineers. NFlight is an airport tenant and would like to expand their business at Drake Field, where planes would come to them, rather than NFlight traveling to the aircraft. They build HD cameras for interior and exterior use, and they sell worldwide. They just recently mounted some on the Blue Angels' aircraft. Work is contingent on getting Cox Internet to the hangar and getting a State Aeronautics grant. Their video may be watched online. A motion was made by Mike Gibbs and seconded by Rick Bailey. The motion carried. C. Purchase of remote entry transmitter and receiver. The Airport can purchase three receivers and ten transmitters (remote gate opener) $2,600.00. The transmitters can be purchased through the Airport Administration Office and they will be registered to the tenant that purchases the transmitter. Mauro Campos asked if the fire truck sirens will 3 Note open the gates. Fobs were discussed, if City fobs would work on the gates. Rick McKinney said he felt it was a reduction in service to not be able to open the gates with their current "clickers". Mike Sargeant said Devol Aviation would like to buy two remotes. A motion was made by Mike Gibbs and seconded by Rick Bailey. The motion carried with four members, Janice Stanesic, Mike Gibbs, Rick Bailey and Bob Nickle, voting yea. Two members, Ken Haxel and Bill Corley left the meeting early. D. Security Operations Plan. A Letter of Agreement was proposed for those non- tenant businesses that requires them to work on the airfield. A requirement would, be they have a City of Fayetteville Business License, insurance and meet the Airport's Minimum Standards' requirements. A motion was made by Rick Bailey to approve Director Boudreaux's plan as submitted and was seconded by Mike Gibbs. The motion carried with four members, Janice Stanesic, Mike Gibbs, Rick Bailey, and Bob Nickle, voting yea. Two members, Ken Haxel and Bill Corley left the meeting early. ITEM #6: Other Business. A. Items from the Public. Mike Sargeant requested two security signs, suggesting every building that straddles the security line/fence should have a security sign. B. Items from the Airport Board. Mauro Campos asked again to check about having the security gate system be set up where the sirens would open the gate. ITEM #1 : Welcome. Chairman Director Boudreaux explained Louise Powers could not be in attendance because her mother had fallen and is in the hospital, and he would give her report. ITEM #2: Approval of the April 12`h minutes. Minutes will be available for approval at the June meeting. ITEM #3. Receiving of Reports. A. Ray Boudreaux, Aviation Director. The aircraft operations have increased each month over the same time last year, but the fuel sales have not increased. They are down 7%. Pete Mastroianni of Million Air is doing a great job marketing to the military. There are three T-Hangars available to rent. Regarding the security program, be sure to come in and get your badge. The first set of ten gate clickers have been sold. If you want a gate clicker call the office and add your name to the list. We will be de-activating the existing key pay and old clickers by the end of June. The IT Department of the City will be relocating the Data Center to the Airport Fire Station on the east side of the Airport. They will be paying rent. The Fire Department plans to relocate the Airport Fire Truck to the west side and will be building a truck-storage next to the old fire station building that is along the highway. That will cut their response time down by 2 to 3 minutes. The Hangar Remodel Project is coming along and invited the Board members to come view the project. Mr. Riddell will take possession on June I ". NFlight Technologies, a current tenant, wants to rent the corporate hangar on the south ramp, but want us to build an office inside. They design, manufacture, sell, and install interior and exterior HD aircraft cameras. A grant from the State to build an office is not available now because their revenues are down. Regarding other grants, the FAA has cut back grant funding to 90%, and the State will now fund either 5% or 10% on federal grants. Bids will open on May 17°i for the Pavement Rehab Project. Airport tenants can now pay their rent online at accessfayetteville.org. The merger of the Air and Military Museums is now complete, and Marc Whittlesey is now their President. 1 t B. James Nicholson, Financial Coordinator: Budget Report. He reported the aircraft operations count is up, with no additional fuel sales. The military jet sales are greater but they seem to be replacing, rather than adding to the sales. The local fuel prices are declining, Million Air reduced their price. NW Arkansas seems to be higher than the average for the region. Pete Mastroianni reported on marketing to the military bases, some that are coming in for training at Drake are spending the night in Fayetteville. James Nicholson reported the Airport Budget is about $7,300 over in revenues, but will have an insurance payment due at the end of the summer of $ 10,000. C. Louise Powers, Secretary, T-Hangar Report. Previously presented by Director Boudreaux. D. Wayne Jones, McClelland Engineers, Construction Report. He introduced Daniel Barnes and Mitch Rose from McClelland Consulting Engineers. Reported the hangar project is moving along. The pavement rehab project will be taking place on the remaining portion of Taxiway Bravo, several parking aprons and the T-Hangar apron. Bids will be opened Thursday, at 2:00. It will go to the City Council on June 5's, with work beginning in the middle of June. We will keep the tenants informed. E. Warren Jones, Museum Executive Director, Museum Report. Presented by Director Boudreaux, the museum is beginning their fund raising campaign. Jim Johnson of the U.S. Marshall's Museum has been guiding the museum. ITEM # 4. Old Business. A. Update: Airport Accounts. Director Boudreaux reported Southern Hospitality may be closing due to one of the owners' health problems. Chairman Nickle suggested advertising the space on the City's website. B. Update: Security Badge process. Previously discussed in Director's Report. C. Purchase of remote entry transmitter and receivers. The office has ordered ten gate clickers and the receivers to go in each gate. The clickers will cost $ 100.00 a piece. If a tenant wants a clicker then the clicker will be registered to that person. Josh Mahony requested one of the clickers. ITEM #5. New Business. Director Boudreaux reported the City's I.T. Department would be moving the Data Center to the "old" fire station on the eastside of the airport. The building was built when the firemen were onsite firemen round-the-clock, so now there are unused areas. The ARFF truck is stored there and our maintenance shop is in that building. The firemen want to move the truck to, the eastside of the airport, to the "older" fire station located by the highway. That move would improve their response time by 2 or 3 minutes. The firemen want to have a shelter built to store the fire truck. Discussion followed regarding that being a safety item and possibly the State Aeronautics could help fund the truck shelter. ITEM #6. Other Business. A. Items from the Public. Wayne Jones announced McClelland Consulting Engineers will be hosting a cookout prior to the next Airport Board Meeting on June 14'h outside the Airport Conference Room. The cookout is for the airport tenants and employees. B. Items from the Airport Board. Mike Gibbs asked about the Accounts Receivables. James Nicholson said Southern Hospitality is several months behind. Director Boudreax said he had discussed that with the owner and they do expect to pay the invoices. Million 2 t Air has an outstanding payment for fuel flowage fees and they gave us a copy of the check which is expected to arrive here tomorrow. Josh Mahony mentioned the Ozark Literacy Council is promoting their major fund raiser:. PIGSibition. He wondered if they could get one of the "pigs" located at the airport, either in the terminal or out by the ramp. Entry level is $3 ,000 and needed a commitment by May 22d. It is a sculpture of a pig, not a Razorback pig, it is massive about the size of one of the (conference room) tables. It is a way of advertising and supporting your community. Chairman Nickle mentioned an item in the agenda packet, an article from Citiscape regarding two local women flying in the Air Race, Camilla Smith, flown in race five years, and Nancy Keating and it is her first year in the race. Next year the Race will end at Drake Field. Rick Bailey said it used to be called the Powder Puff Derby, with all women pilots. Director Boudreaux said last time they had 20 entries and this year 55 entries. Rick Bailey reminded the tenants the Airport Badge is your responsibility and you are liable for those you bring on the Airport. Director Boudreaux said he was going to start including a chapter of the Airport's Minimum Standards each month in the tenant newsletter to help remind folks of their obligations as a tenant. Total operations for the first five months of 2012 are 15% more than last year. Fuel sales continue to lag last year by a bit more than 4% but May, 2012 beat May 2011 by nearly 2000 gallons. • FAA CERTIFICATION INSPECTION COMPLETED: Our new Cert Inspector, Richard Middleton, visited the Airport in May and conducted our annual inspection. The only write-up was that we had not noted corrective actions and established a suspense date for items found on quarterly fueling inspections conducted by Airport Administration and the Fire Marshall. The discrepancy was corrected on the spot. Several comments were also documented concerning the ARFF operation. Most were suggestions to help make the ARFF operation better. He also suggested that we plan for a new ARFF Truck as ours is 14 years old even though it has very low mileage. He noted that the surface painted hold marking numbers had stencil voids in the white paint which is not up to standard. We will have the contractor for the Phase II pavement rehab paint in the stencil voids. • AIRPORT SECURITY IMPROVEMENT PROJECT FUNDED THROUGH ARKANSAS AERONAUTICS COMMISSION GRANT PROGRAM: The new wireless transmitter system will be installed in the gates June 8th. This means that all previous transmitters will be deactivated. As most all of the tenants have been issued Security Badges, we will eliminate the key pad access system as well. If you have not received a Security Badge, please stop by and see Lou for your Security Badge. If you want a wireless transmitter that will work with this system, we can order more if you want one. Let Lou know so that the transition is seamless. BEGINNING SATURDAY JUNE 9TH ONLY SECURITY BADGES AND THE NEW WIRELESS TRANSMITTERS WILL OPERATE THE ENTRY GATES. • FORMER AATC HANGAR . LEASE AND REMODEL PROJECT: Except for punch list items, the work is complete and the building looks great. The new power doors for the hangar work beautifully except for some needed adjustments to the door skin. South Delta Aviation, Inc. has taken the building and will be moving in this month. The project was funded with an 80/20 grant from the Arkansas Department of Aeronautics. • SOUTHERN HOSPITALITY FOLDS THEIR TENT: Southern Hospitality has Telecommunications Device for the Deaf TDD (479) S21-1316 113 West Mountain - Fayetteville, AR 72701 THE CITY OF FAYETTEVILLE, ARKANSAS moved out of the Terminal Building. I think they will be our last restaurant. None that have been in the Terminal Building have had any luck staying in business. • CORPORATE HANGAR LEASE PROPOSED : NFlight Aviation, Incorporated will occupy the space vacated by Southern Hospitality in the Terminal Building. NFlight will occupy this space until we are able to get a grant from Arkansas Aeronautics to make the modifications requested to the Hangar. • LPV APPROACH FOR RUNWAY 16 : Mr. Nugent, with the FAA, reported that the new approaches to Runway 16 will be published in the September 6 issue. • FAA AIP PAVEMENT REHABILITATION GRANT PROJECT: We received very good bids for the second phase of the airport pavement rehab project. FAA has confirmed that funds are available. The City Council will consider the item on June 19`h. Pavement Maintenance Inc. will do the project. We have not had experience with the company but MCE has worked with the company at other Arkansas airports and has had very good results. This project will rejuvenate all remaining asphalt pavement on the airport and remark taxi lines as required and repaint the runway centerline, numbers and touchdown markings. • GOODYEAR BLIMP OPERATES FROM DRAKE: The Goodyear Blimp spent five days with us carrying passengers associated with their distributors and WalMart. Several airport employees and some of our Airport Board members were able to take flights where seats were available. Thanks Goodyear for making Drake Field your NWA home. • PAY ONLINE HERE : The City has now established a Pay Online option for City Customers. Even T Hangar tenants can pay their rent on line using Visa and Mastercard without additional fees or service charges. • DRAKE FIELD ON FACEBOOK: We now have 212 friends that track the activities at Drake through the FB Website. Check us out and click "Like" at http://www.facebook.com/DrakeFieldAirport . Our fb page has a new feature that you might enjoy. Click the "KFYV ATC Feed" button just under the main header to stream Drake Tower Air Traffic Control, Razorback Approach Control and Memphis Center. SITUATION: NFlight Aviation has proposed leasing the Corporate Hangar at 4580 S. School located on the South side of the Executive Apron. The Hangar was constructed for the FBO for transient aircraft storage but was vacated due to lack of traffic. The building has been vacant for two years. The City loaned the Airport Fund half of the cost of the building to match an Arkansas Department of Aeronautics 50/50 Grant. The Airport has paid down the loan but continues to make payments on the remaining balance. Monthly payments are $900.00. NFlight requires an addition to the building to accommodate offices, production and storage space of approximately 3,000 square feet in the two (2) level addition. Estimated cost of the project is $312,500.00 including design, engineering, bidding services, project administration and construction. In the current environment, the Arkansas Department of Aeronautics projects that it will be unable to approve an 80/20 grant for the project due to revenue projections as much a $4.OM below last year's receipts. Funds for the State program come from taxes on the sale of aviation fuel and equipment. LEASE PROVISIONS: The lease term will be 10 years Prime with 2- 10 year renewal options. Monthly rate of $3,000.00 per month with increases IAW the increase in the CPI at 2 year intervals and at renewal. The lease would become effective with the completion of the improvements. NFlight is willing to sign a lease with the above provisions to comply with the requirements of the Department of Aeronautics to qualify for a hangar 80/20 grant. RECOMMENDATION : We have negotiated an agreement with NFlight to lease the hangar and additional office space in the Terminal Building until funds are available for the project to move forward. Currently he leases a corner of the hangar for three aircraft and some equipment storage, sharing with 5 motor homes that are renting space in the hangar. NFlight has proposed leasing the entire hangar for $ 1 ,200.00 per month until the renovations are funded and completed at which time they will pay the agreed upon $3,000.00 per month. They will additionally lease the vacated restaurant space including the kitchen for an additional $ 1 ,000.00 per month and use the space for their office and production/distribution center until the improvements are made to the hangar. Once the improvements are made to the hangar they will consolidate office, operations, and production/distribution into the hangar and vacate the space in the terminal. Expectations are that the Arkansas Department of Aeronautics grant program will be able to support the hangar remodel sometime before the end of the year with project completion in the spring of 2013 . The lease will be for the two spaces for the interim with the lease of the improved hangar the eventual outcome. NFlight will pay all utilities for the hangar and provide insurance as typically required for leases of City hangars. Utilities are paid by the Airport in the Terminal Building except for Data and telephone. Effective date of the lease will be July 1 , 2012 with initial occupancy June 24. They will pay rent to the airport fund for the space as the building was build by FAA and is no longer needed for a fire station as we no longer have scheduled aircarrier aircraft. The ARFF Truck is stored in the building and the Airport Maintenance uses a portion of the space for offices and the Airport shop They will occupy 1694.35 Square feet on the first and second floors of the building. The first floor will be for the data center, the second will be used for offices. At the established rate of $ 11 .00 per square foot rent, the total rent would be $ 18,637.85 per year or $ 1553 . 15 per month. They currently pay approximately $ 1 ,500.00 per month for about half the space in the Morton Building off the square. IT will do all improvements required including new three phase service, installation of a generator to power the system, new HVAC and hardening of the actual data center on the first floor. With IT locating at the airport, we will benefit by receiving improved data service significantly improving our current service. RECOMMENDATION: Staff recommends that we reduce the lease rate to recognize the improved service and the fact that it is the City of Fayetteville we are supporting. The office space in the building has no utility at its current location and thus would likely never be used by an aviation related user. It is appropriate to share the space with another City Department as long as there is a measured benefit to the airport and that income is derived from the use. The inspection revealed that the airport was not being operated and maintained in compliance with all of the requirements of Federal Aviation Regulation 14 Code of Federal Regulation Part 139, the Airport Certification Manual, and the Airport Operations Certificate. The following discrepancies were found and corrected prior to the completion of this inspection. a. Airport Certification Manual (ACM), 139.201(a): Specifically, the certificate holder did not: Insure that the quarterly fire/safety inspections of the fixed base operator (FBO) were being properly documented, suspense dates noted, and that they were requiring immediate corrective action of identified discrepancies. Corrected : 05/17/2012 b. Hazardous Materials, 139.321(8): During our inspection, we found that the local fire marshal that is responsible for conducting the quarterly fixed base operator (FBO) inspections had stopped documenting discrepancy correction dates and re-inspections on his inspection form. He stated that he had done so because the local codes provide a standard time period for all discrepancies noted during an inspection. The fire marshal, airport manager, and FBO manager were all briefed on the need for the documentation to contain all the required entries, that it thoroughly documents any noted discrepancies as well as any re-inspections, and that Part 139 doesn't allow for standardized repair/re- inspection cycles. Part- 139.321 (g) requires immediate corrective action of noted discrepancies. While local codes may allow for a standard grace period in this situation, the more restrictive federal standard established by Part 139 is applicable. Corrected: 05/17/2012 2 We have given consideration to all available facts and concluded that this matter does not warrant legal action at this time. In lieu of such action, we are issuing this letter of correction, which will be made a matter of record. We will expect future compliance by the airport with the regulations. Aircraft Rescue and Firefighting (ARFF) Vehicle Maintenance: The ARFF vehicle at FYV performed well during our inspection. However, the maintenance logs indicate that the contracted annual maintenance test/inspection was not conducted during 2011 . As the certificate holder doesn't have a vehicle maintenance staff qualified to perform the needed checks/maintenance of this vehicle, it is imperative that these contracted annual test/inspections be performed. We understand that, once this lapse had been noted, the inspection firm was contacted and the inspection was scheduled at the earliest possible date. 2. ARFF Vehicle. The ARFF vehicle at FYV, while it appears to be in good operating condition, is fourteen years old. It is at this time that most certificate holders start looking at replacing their front- line ARFF vehicles. The condition of the FYV ARFF vehicle allows the certificate holder two possible paths. They could elect to pursue purchasing a new vehicle, or they could look at updating some of the existing systems on their current vehicle to provide some the benefits found in a new vehicle. The current configuration of the upper turret might allow for a cost effective upgrade to a dual agent hydro-chem nozzle. This type of nozzle allows for an extended deployment of the dry chemical agent by wrapping it in a water jacket. Such systems allow for a rapid deployment of all of the available firefighting agents. 3 . ARFF Vehicle Night Time Operations: Currently, ARFF personnel are inspecting and driving the vehicle twice a week. When questioned about when this is done, they indicated that it was typically done during the day. We recommend that the ARFF crews switch some of these inspections into the evening hours and drive the vehicle in the airport's night-time environment. This is a unique environment and the recurrent exposure throughout the year will serve to optimize the response capability of the ARFF crew while improving the overall safety of their operations. 4. Aqueous Film-Forming Foam (AFFF) Conductivity Meter: We recommend that the certificate holder consider procuring a conductivity meter for use in testing the concentration level produced by the AFFF system of the ARFF vehicle. Such meters are far simpler to use than the traditional refractometer, and they provide for more accurate and consistent readings. The accuracy of the conductivity meter will allow ARFF personnel to identify any trend that might be indicative of a maintenance issue. This is critical as there is no local maintenance support for the ARFF vehicle. 5 . ARFF Proximity Gear: While the Airport Certification Manual states that the ARFF crews will respond in their traditional bunker gear, we found that proximity gear, commonly called silvers, was readily available at the ARFF station. However, much of this gear was beyond its recommended life cycle or had tears/cuts that would normally take it out of service. The certificate holder should not have any gear available to the ARFF crews that isn't fully serviceable and in good repair. We discussed this issue with airport management and the ARFF chief. They stated that funds have already been allocated for replacement proximity gear, and they agreed to remove those units that were out of date or in need of repair. 2 6. Surface Painted Holding Position Signs (SPHPS): Application of the SPHPS at FYV was recently completed. However, they were not properly done. The contractor failed to go back and fill in the breaks formed within the message characters by the stencil braces. Advisory Circular (AC) 150/5340- 1 k calls for the message characters to match the patterns provided in the AC. The characters are to be contiguous, without any type of break or interruption. We were informed that the project was not completed and that the contractor would be required to correct the discrepancy when he returned in a couple of days to finish the runway markings.
