MINUTES AIRPORT BOARD MEETING
• September 9, 2010

ITEM #1 : Welcome. Chairman.
ITEM #2 : Approval of the Airport Board Minutes of the August 12, 2010 meeting.
A motion was made by Tim McCarley to approve the minutes and was seconded by Otto
Loewer. The motion carried.
• ITEM #3 : Receiving of Reports.
A. Director Boudreaux, report on Airport Activity. He gave a briefing of his report from the
agenda. Mentioned that Loomacres, who is performing the Airport' s Wildlife Assessment is
renting an office in the terminal for their mid-west location. We had coyotes coming in under
the fence and have removed some from the airfield. The Self-Serve Mo-Gas pump failed, no
parts are available on the five year old pump, it is no longer made. Delivery of a replacement
pump is expected in approximately one week. We have a request in to the Arkansas Aeronautics
for an $ 18,000 grant to upgrade the overflow alarm on the fuel farm. The FAA' s required
Airport Table Top Drill was held in late August, and we learned a lot. Rick Johnson from the
Washington County Emergency Management conducted the meeting. Work continues on the
new Disaster Plan, it is 119 pages and must be in place by the end of the year. Each section has
to be signed off by all the department/parties involved, and then submitted to the FAA for
approval. Vance Air Force Base has signed an agreement with the City and the FBO to use
Drake Field for training. James is working on updating the Airport's Webpage and to set up
Facebook for the Airport, the Government Channel has agreed to help on some of the items. The
Airport' s 2011 Budget has been submitted to the City.
B. Financial Coordinator James Nicholson. James presented the aircraft operations and fuel
charts, graphs, and the financial page from the agenda. Stated he had made two draw downs
from the FAA on the Runway 16 Safety Area Project. Relating information from an industry
article that states the aviation business is not performing as well in the second half of the year as
expected.
• C. Louise Powers report on T-Hangars. There are four single engine hangars vacant and
three twin engine hangars vacant.
D. Wayne Jones, McClelland Engineers, report on construction projects. The contractors
are doing channelization work on the ditches, working on preventing erosion. They have the

base down for Lancaster Road. By the end of October they plan to have all traffic lanes open on
the newly relocated Highway 71 . They are working with the FAA to re-align the fence to make
mowing easier outside the new fencing, and that would put the gas and water lines outside the
secured fence area. The contractor has kept the project area clean, and a lot of the area was
seeded before the rain started. Ms. Paschal 's yard didn't have any water standing in the yard this
time during the rain. We are planning on a finish date in November. Standard Register's
Regional Manager was here and we met with him and explained the project, it was a good
meeting.
E. Museum reports. Warren Jones. The Museum had the South Pacific music and dinner
event. The temperature was about 100 degrees and thanked Richard Greene for his donation of
four cooler fans to use in the hangar. October 10h will be the Rhythm and Ribs event, the meat
has been donated by Tyson Foods. On October 2"d will be the Fly-in Pancake Breakfast, which is
being sponsored by the Arkansas Air Museum and the Women in Aviation organization. That
organization gives scholarships, to young women interested in aviation. The Museum is working
on a contract to finish the Airways Classic Air Race in 2013 here at Drake Field. That will
bring in 40 to 50 planes. It will have a definite impact on the local economy, they will have
about 50 to 70 rental cars, hotel rooms, dining, and catering for several events. Camelia Smith
who is a Museum Board of Director has flown in the race several times, and Richard Greene
sponsored her in the race this last year. He told of attending the Oshosh Fly-In event, and that
that he was working to get the B- 17 back here next year, they flew more people here in one day
than they flew in Little Rock in four days.
• ITEM #4: Old Business.
A. Update: SkyVenture Lease. They have signed a two year lease.
B. Update: A Fare to Remember Lease. They signed their lease today.
C. Update: New Airport Emergency Plan (AEP) progress. Said he was working on the plan.
D. Update: Airport Table Top Emergency Drill comments. Previously discussed.
E. Airlines for Drake Field. Explained Vaughn DeCoster had requested staff to look into the
possibility of getting airline flights at Drake Field. We have been in contact with Seaport
Airlines and they will be sending a proposal, which we will evaluate and then possibly invite
them to an Airport Board Meeting. Most of their airport locations are subsidized. They are
looking into a flight from here to Memphis, which is a Delta hub, and a mini-hub for flights to
Kansas City. Our primary choice would be to Dallas/Love, but Seaport Airlines already has a
station in Memphis and does not have one at Dallas/Love. They would use a smaller aircraft.
ITEM #5: New Business.
A. Grant Request for fuel farm repairs before the Arkansas Aeronautics Commission on
Tuesday, September 14`h in Little Rock. Ray will attend that meeting, and also attend the
AAOA meeting later the same day.
B. Arkansas Airport Operators Association (AAOA) meeting October 10-12`h in Hot
Springs. Ray explained the Airport does not have any funds to pay for any Board Members to
attend the Conference, but invited each to attend if they could.
C. FAA Annual Fall Conference November 15-17'h in Fort Worth. We will have meetings
with Don Harris, our FAA Project Manager, and he has said he would like to come up here next
• week to see how our project is coming along and talk about modifications, to put in a culvert in
what is now an open ditch.

ITEM #6: Other Business.

B. Items from the Airport Board. Tim announced all should wish fellow Board Member
Richard Greene a Happy Birthday tomorrow, he will be 60.
• Ray mentioned we would have one Airport Board Member whose tern would be up at the end of
this year, and asked Richard Greene if he would re-apply. His comment was No. Ray thanked
the Board Members for their service and asked members to encourage people to apply for the
Airport Board position.

• AIRPORT ACTIVITY: Thanks to the Razorback game vs Alabama, fuel sales for the quarter were
respectable. The FBO pumped nearly 40,000 gallons in the month of September for a quarterly total of
91 ,455 gallons. Sales are still 5% below last year but with Vanderbilt and Auburn in October, we could
see good numbers for October. Operations were great on Alabama game weekend. Itinerant. Operations
for the weekend were 415. That would compute to 208 arrivals which is probably close as there were
aircraft parked everywhere. Million Air folks did a great job parking and assisting the Razorback fans.
The quarterly operations were slightly down from last quarter and from the third quarter last year.
• RUNWAY 16 RSA IMPROVEMENT PROJECT: The project is nearing completion and could be
complete by the end of October. Final pavement is scheduled for the week of October 11 . Final
• drainage and landscaping are underway and RSA fencing is scheduled for the week of October 11 . FAA
has authorized additional fencing to complete the 8 foot fence around the entire north end of the runway. .
FAA has also authorized additional ditch work to make the ditch banks easy to mow. A roof drain from
the Standard Register building was recently discovered and will require a new drain line that must be
bored under the new highway 71 . The total project should be under budget by approximately $20,000.00
unless we find something else unexpected. We will schedule a ribbon cutting sometime before
Thanksgiving on the RSA project if nothing changes.
• RUNWAY OBSTRUCTION REMOVEAL PROJECT: Weare negotiating with the FAA to use the
left over dollars from the RSA project to work the obstructions on the South end of the runway. We
have asked McClelland Engineers to create a project that will acquire avigation easements south of the
airport and remove the obstructions within the easements. We would add the $20,000 to our annual
entitlement of $ 150,000 to get the money required to do the work on the south end.
• ARKANSAS AERONAUTICS COMMISSION GRANT PROGRAM: We were awarded a small
' grant to improve the Fuel Farm overfill protection and inventory system. The improvements are .
required for the Defense Energy Service Contract (DESC) recently awarded to our FBO Million Air.
This contract allows government aircraft to purchase fuel at Drake Field utilizing the DEAC price and
credit card. The project should be complete by the middle of October.
• WILDLIFE HAZARD ASSESSMENT: Loomacres Wildlife Management continues to do surveys of
• the wildlife on and around the airport. There have been no new discoveries but they have verified the
fact that we have many bird species, deer and coyote inside the AOA.
• SELF SERVE FAILURE: Following the failure of the self serve computer last quarter, this quarter the

• pump on the MOGAS dispenser failed. Following many false starts, we were able to find a company to
rebuild the pump. It was down for about a month.
• T HANGARS FOR RENT: Even though we have had several tenant changes during the quarter, we
now have 5 T Hangars available to lease.
• AIRPORT TABLE TOP DISASTER EXERCISE HELD : August 19, 2010 your airport conducted
its bi-annual disaster exercise. As part of the FAR Part 139 Airport Certification, we must conduct the
exercise every two years. This year Rick Johnson developed the scenario and conducted the exercise.
We had all responder organizations, hospitals, ATCT, staff and representatives from the County and
City of Fayetteville present for the exercise.
• NEW AIRPORT EMERGENCY PLAN: FAA has required that all Part 139 airports develop a new
Emergency Plan in line with their template. We are in process of developing a new plan for Drake Field
and hope to have it completed by the end of the year. The new format is 119 pages in length and covers
all perils including floods and other natural disasters.
• AIRPORT LOA WITH VANCE AFB: . Million Air-Fayetteville's DESC contract for sale of fuel to
military aircraft is paying off. Several months in the works, a Letter of Agreement has been signed by
the Airport, Million Air and the Air Training Wing at Vance AFB for training at Drake Field. Today,
September 3, 2010 the first of what we hope will be many T- 1 (Beech Jet 400) aircraft visited the airport
• for multiple approaches, debriefing and a little lunch. Pending is an agreement with the C-130 Wing at
. Little Rock AFB for use of Drake Field for training missions. The training staff from Little Rock will be
here in September to brief and train the fire department in C- 130 extraction and firefighting procedures.
The agreement with Little Rock has been in the works for over a year. We look forward to supporting
the Air Force at Drake Field.
• AIRPORT WEB PAGES UPGRADED: James has upgraded our pages on the City of Fayetteville
web site. Check it out at www.accessfayetteville.org/povemment/aviation.
• DRAKE FIELD ON FACEBOOK: We are now on FaccBook! James is our site manager and is
doing a great job. Last I checked we had 36 friends. Become a friend and tell us about your Drake Field
Experience. If you are a Facebook user, search for Fayetteville Executive Airport-Drake Field-FYV
and "like" our page.
• ARKANSAS AIR MUSEUM: Plan to get your tickets to Rhythm and Ribs at the Museum October 16.
The South Pacific dinner theater event was a great evening with some of the best performers I have ever
seen. The Museum looked great, the food was good and the fellowship priceless. We did not get the
crowd we wanted but all who attended were glad they did. The Museum is planning fund raising events
all year long to help keep the organization solvent. Following the Rhythm and Ribs will be a Military
Style Ball in November.

• Airport Board
DESCRIPTION: The Airport Board was created on December 18, 1990, with
Resolution No. 201 -90 which was revised on February 6, 2001 by Resolution No. 14-01
and is pursuant to A.C.A 14-362- 105. The purpose of this board is to seek both general
and technical citizen input and assistance in Airport functions, provide and encourage
visionary planning and strong leadership for the airport, and assist the City Council in
matters pertaining to the operation, improvement, extension, and maintenance of the
Airport and other related facilities, property and easements.
TERMS: Staggered five-year terms ending December 30. No member shall be eligible
to serve more than two consecutive full or partial terms.
MEMBERS : The Board shall be composed of seven members as follows:
■ Mayor, member ex officio
■ Two members must hold FAA pilot or appropriate aeronautical ratings
■ Two members with appropriate aeronautical experience or interest
• One member from the Fayetteville business community
■ One member from the University of Arkansas
■ One member at large
APPOINTMENTS: Vacancies on the Board are filled by appointment from the
• ' governing body of the City. The Airport Board Chair or an appointed representative shall
be available to advise in the appointment process.
