ITEM #2: Approval of the Airport Board Minutes of the September 9, 2009
meeting.
A motion to approve the minutes was made by Tim McCarley and seconded by
David Hollman. The motion carried.
• ITEM # 3: Receiving of Reports.
A. Director Boudreaux's report on Airport activity. This is the City's Quarterly
Report so will have some items covered previously. For the last year the fuel sales have
been down, 45,000 gallons below last year, and the operations are flat, hurts Million Air
and the Airport. Expressed concerns about the FAA's cost share program for the tower,
when it was last performed the trends were up, now the trends are down. Three of the six
or seven towers in Arkansas are in Northwest Arkansas. Have been working to acquire
the land needed for the highway relocation project: Coulson Oil, Standard Register, and
Cooper Industries. Slight problem with Cooper Industries, Kearney Electric owns the
land, and Cooper has the first option to buy, and they are working out that problem. On
Monday we sent the letter to Mrs. Paschal on Bailey Drive and will meet with her early
next week. Acquisition of her house is not necessary, and not included in the grant. The
US Forest Service has reported they could use the runway extension for their aircraft,
they have a required length of runway for certain planes. We have no tenant for the
replacement hangar, if anyone wants a new hangar, give us a call. Last week we rented
ramp area for two days for an 18 wheeler safety demonstration and put $1,000 into the
Airport Fund. Tim McCarley signed up to go to the Arkansas Airport Operators
Association (AAOA) Conference in Eureka Springs in November. He attended last year.
Received a letter from Paul and Jayn Parenti that they are canceling their lease for the
Deli location. They will still operate their catering business from the Airport terminal
and continue to rent the Event Room. If you know anyone needing office space or space
for a deli, please give us a call. The Ark. Air Museum nominated Ray as President for
• next year.

• B. Financial Coordinator James Nicholson's report on FBO and Budget.
Reviewing the charts, said the operations are up I% over last year, thank goodness for the
Razorback games which provided some additional air traffic. Blaise Sharkey said some
of the Million Air locations have talked about a decrease in their operations. Reviewing
the Financial Chart, James said the revenues are over the expenses through September. It
was mentioned that the Airport needed generators, in case of power outages, like during
the ice storm this year. One change to the report is the Airport purchased some portable
lights for the north ramp. These were bought from the proceeds of the sale of the snow
blower, which were restricted funds. There were some recent grant reimbursements.
C. Louise Powers, report on T -Hangars. There are two twin units empty. One will be
rented for twelve days while the Springdale Airport is under construction. We had a
request for a copy of the T -Hangar lease to review and have not heard back from them.
D. Engineer Wayne Jones, report on construction projects. Has talked to the
Highway Department to allow construction to begin on the airport property west of the
existing highway. Have again submitted Final Plans to the Highway Department. It has
rained since the Notice to Proceed last week. Working with Cooper Power on an
easement. Had good meetings at the FAA Conference, he and Ray attended different
sessions, various topics. Security is a big thing, especially for 139 airports.
E. Museum reports. Warren Jones reported the B-17 will be hereon October 26a', with
media flights on Monday and will be selling flights for $400.00 per flight on Tuesday and
Wednesday. Credit cards can be used. Reported problem with the sprinkler system and
have submitted a grant request to the A & P Commission. Mentioned the high gas bill
• they had last winter. Thanked Ray for his help as Ray had run a much larger Air
Museum before moving to Fayetteville, and hoped to talk him into two years as
President.
F. Maintenance report. Staff has been working on repairing a hangar doors, have sent
out notices to report any hangar problems and to be careful around the hangar doors.
They have worked on the lights for the University of Arkansas hangar, removed beaver
dams, the south perimeter fence washed out and had to be replaced. We had jailees to
walk the fence lines to remove trash. Leon has been helping Blaise with the fuel farm
problems.
ITEM #4: Old Business.
Discussion followed including all four items listed below.
A. Discussion: Rent Increase.
B. Strategic Discussions regarding economy and pro -active actions to survive the
downturn.
C. Discussion Replacement of Hangar.
D. Discussion: Airport Budget.
The Airport's policy is to review the T -Hangar rent every two years. Last year the Board
decided to not raise the rent. Using the CPI 2006-2009, the rent would increase $30 for
the twins, and $25 for the single engine units, adding he was not making a
recommendation to raise, or not raise, the rent. Said he was bringing this up now, so that
• if rent is increased we could notify the tenants in November before the rent change in
January. Otto said we need to show sensitivity to a violable situation. We need to notify

• people what could be allowed with our planning formula, to prepare people, if not today,
then in the future. If the economy turns around the CPI could make the rent allowable
under the formula a much larger amount all at once. James was asked to prepare a
breakout of what are the different rents on the T -hangars, what the CPI changes could
mean, and to survey other airports in the region for their T -hangar rental rates. It was
reported that Springdale was considering raising their T -hangar rates next year. Otto said
in our cash position, we're not hurting as much as some tenants, we are not in the money
losing business, or in the money making business. Chairman Nickel spoke of
depreciation, which is not shown on our financial reports. When asked, Ray reported
there are projects that we are now deferring for lack of funds and at some point will have
to do something about them, for example the boiler system.
ITEM #5: New Business. None.
ITEM #6: Other Business.
A. Items from the Public. None.
B. Items from the Airport Board. Terry Lawson reported the ARFF firemen had
completed their training last month at Fort Smith, including a hot drill, at the Air Guard
facility. James reported the firemen somehow negotiated the cost down from $10,000 to
$3,000.
