ITEM #1: Welcome — Chairman Bob Nickle.

B: Comments from the public on items on the agenda. None.
ITEM # 2: Minutes of the March 14.2007 meeting.
A motion to approve the minutes was made by Otto Loewer and was seconded by David Hollman. The
motion carried.
ITEM #3: Receiving of Reports.
A. Chairman Niclde. Said he was part of the delegation that visited with the FAA in Fort Worth and it was
a good meeting.
B. Director Boudreaux report on airport activity. Stated his report in the agenda is his Quarterly Report
to the City. Commented on the corporate hangar, steel in the air and they will pour the pad for the second
hangar next Tuesday. They expect the project to be on time, first hangar in June and second hangar in July.
The aircraft operations.are down slightly for the month, but the FBO set a record for fuel sales, the highest
quarter for the last seven years. The PAPPI for Runway 34 is now operational. We chartered a plane and
took a delegation of six people to visit with the FAA in Fort Worth, and we left believing we will receive
money, in stages, for the Runway Safety Area Project. The first: A Runway Approach Survey. They told us
the Arkansas Department of Aeronautics would fund $30,000 towards the survey. The second: A new
Determination, and we are working on the "letter" for the FAA. The last Letter of Determination was dated
1999, and was issued to keep us operational. That was before I-540 had opened. Now that it has opened and
the majority of the traffic is off of Highway 71, it is feasible that a portion of Highway 71 could be relocated
to extend the runway safety area. The third: Environmental Review, the application for the review can be
sent in after the fust two items have been completed. Announced Wiilma's Restaurant in the terminal is
open, and has good food. At the FAA's request we had a Wildlife Survey conducted and received their
response and suggestions. One problem identified was our beaver dams that we had been tearing down, and
the backed up water which attracts birds, which is also a problem for airports. Chairman Nickle thanked
David and Tim for going on the trip to the FAA and expressed his appreciation to Wayne Jones/McClellands
who answered a lot of the FAA's questions. It was helpful to understand the way the FAA works. Director
Boudreaux thanked McClelland Engineers, as they shared in the cost of the trip.
C. Financial Coordinator Nicholson report on budget and FBO. Displayed the fuel and operations
charts on the screen and discussed the monthly changes. There have been more fuel sales to itinerate aircraft
than based aircraft. Director Boudreaux said the April report should be good, as he had seen a lot of planes
on the ramp and Million Air has had some 5,000 gallon days already in April. James talked to the local
airports and they are raising their fuel prices. Our self -serve sales are down. It was noted we are selling at
the self -serve about the same amount to the itinerate travelers as to our based customers. Referencing the
budget report, he said there had been a change in the projection of fuel sales. Director Boudreaux noted there
had been some difficulty in receiving some fees from Million Air's Accounting Department. James said if
we received the flowage fees from Million Air we would be about breaking even. The former AATC hangar
will be advertised for rental. Director Boudreaux said it would cost approximately $14,000 to remove the
interior walls to return it to a hangar. He is still working with Joe Maynard to locate here. James said the
projected year end airport fund would be about h million.
D. Senior Secretary Powers report on T -Hangar Leases. All units are rented except two twins. Two
others were rented as a result of the newspaper ad. Director Boudreaux reported the Mayor had seemed
receptive.to the airport having its own website, because the nature of our business generates revenue. James
suggested collecting several web names that would link to us.
E. Engineer Wayne Jones' report on construction projects. Director Boudreaux said Wayne was ill and
unable to attend, and the status of the construction projects have been reported.
F. Director Boudreaux report on maintenance activity. Staff worked on getting all equipment ready for
the mowing season, and has already mowed several times. They have worked on twelve T -Hangar doors,
sprockets and cables. We had our annual fire inspection. Staff installed new sealing tape for roof leaks on
the Wings hangar.
ITEM 94: Old Business. None.
ITEM #5: New Business.
A. Amendment to Flying Investments' Ground Lease. Director Boudreaux explained they wanted to
increase the size to build a larger hangar, with rent increase beginning May 1, 2007..
A motion to approve the request was made by Janice
Stanesic and seconded by
Tim McCarley. The
motion carried with David Hollman
abstaining.

ITEM 96: Other Business.
A. Discussion items.
1.) Disclaimer. The proposed disclaimer for the T -Hangar and Storage Leases has been through
the City Attorney's Office for review and they have added a line.
A motion to approve adding the Disclaimer to the T -Hangar and Storage Leases was
made by David Hollman and seconded by Tim McCarley. The motion carried.
2.) AAM
Board Election / Snow
Birds. Chairman
Nickle said Ray had been elected to the
Arkansas Air Musuem Board of Directors. Director
Boudreaux reported the Snowbirds will be
here on
Wednesday, September 20h,
perforating from
5:30 to 7:30 pm. There will be a fee and the
museum is looking for volunteers for the event.
3.) OMM Construction Project, Director Boudreaux reported the Ozark Military Museum
hangar addition is moving forward.
4.) Trip to Fort Worth ('Thanks to McClelland Engineers). Appreciation was expressed for
their assistance with the trip.
5.) AATC Hangar Building, $14,000. Estimated cost to remove the interior walls to return the
facility to a hangar is $14,000.
6.) Aircraft Mechanic Job Fair at NWACC. Announced the fair that weekend at the
Community College, means someone is looking at locating at XNA, which could mean "spillover"
businesses for our airport.
B. Items from the Public. None.
C. Items from the Airport Board. Chairman Nickle commented on the nice newspaper article on the
Runway Safety Area Project. If we can do this project it will open up all kinds of possibilities for the
economic development of the east side of the airport. "Thanks" was expressed to Adam of the Northwest
Arkansas Times.
