Welcomed Vaughn DeCoster back from Iraq, we appreciate your service for our country. Director Boudreaux invited everyone to stay after the meeting for cake for Vaughn. A. Please turn off all cell phones. B. Comments from the public on items on the agenda. None. ITEM #2: Minutes of the September 12, 2007 meeting. A motion to approve the minutes was made by Tim McCarley and seconded by David Hollman. The motion carried. ITEM #3: Receiving of Reports. A. Chairman Nickle. Complimented Warren Jones on the Snowbird Air Show. • B. Director Boudreaux Report on Airport Activity. Walker Properties canceled their ground lease, but will remain on the airport and use the FBO, they are satisfied with their service. We have someone interested in leasing that lot, and their lease is on the agenda. We have worked the close-out on the corporate hangars. The owner of Norco Door came today to look at the hangar door problem. He believes it is a power problem and will be sending a new sensor for each door. The Runway Survey is almost complete. Time Striping won the bid for the runway/taxiway markings and should have it completed by the end of the month. Painting the hangar floor has almost been completed and will have a five year warranty. We have met with the Mayor of Greenland twice and discussed the Airport's and Greenland's growth. He would like to see park area south of the airport. Discussed some untruths that had been published recently on the internet about the airport, and handed out a fact sheet about the airport. The Economic Impact Study on the Airport conducted by the State Aeronautics Department said the Airport's economic impact is $34,000,000.00 to the community. The City Council recently approved the Airport's new Mission Statement. The FAA conducted their Safety Seminar here last night. Mark Frankum of SkyVenture Aviation had a heart attack, had a stint installed, and is coming along. C. Financial Coordinator Nicholson report on budget and FBO. Stated we are facing a situation of less aircraft operations; showing a chart with a survey of the local airports. The commercial airports are doing well, but the smaller airports are all in about the same condition. Million Air has sustained their fuel sales month to month. Our fuel price is in the middle range of the other local airports. Million Air's 100 LL sales have been mostly to their itinerate customers. Reporting on the Financial Report, said Million Air is behind about $18,000 paying their flowage fees. Painting the FBO hangar floor was expensed from the maintenance line item; and $7,400 was spent on repairing the HVAC in the terminal. Revenues are still down because Tech School building is still empty. Director Boudreaux said he had let the Community College know the building was still available and we would like to have their Tech School back on the airport. The airfield striping project will be totally funded by the Arkansas Department of Aeronautics. The State Aeronautics people let us know there have been a lot more funding requests than they had anticipated. We are working on our next State Grant, the • security project, with cameras and gates. We should be able to finish that project before year-end. We had a recent report of a Missouri airport where twenty GPS's were stolen from planes; if they were locked they took a hammer to get in. 1 D. Senior Secretary Powers report on T-Hangar Leases. All T-Hangars and storage units are rented. There are ten names on the single engine waiting list, and six on the twin list. Some of the names are on both lists, • some are in the larger hangars wanting a smaller hangar. E. Engineer Wayne Jones' report on maintenance activity. We had the final meeting on the corporate hangars this morning, with minor issues to be finished. The Runway Obstruction Survey has been flown and the control plan will be submitted to Ray and the FAA. Locating some permanent survey monuments on the airfield will save some money on the project. F. Directory Boudreaux report on Maintenance activity. The catwalk around the fuel farm has been installed. The overflow protection has been rewired. Grass is still growing, they are still mowing. The bat-wing mower has broken down again, third time, due to fox and armadillo holes. Parking lot lights have been replaced. Had complaints about the self-serve pump, someone has been draining the hose and when the next person uses the pump it registers two gallons before fuel comes out the hose. They changed the grounding cable at the self-serve, the rubber coated one became unpopular; it kept getting kinks in it. V. DeCoster said he would look around at different airports and see what they have. G. Report on Snowbird Event. Warren Jones stated it was successful even though it happened mid-week. It was profitable, and thanked the Airport Board for their help. The Snowbirds would like to come back next year for a two day event and plans are being made towards that. The Snowbirds were unable to arrive a day early because Memphis Center was closed down due to severe weather. They missed the celebration for them that the Historical Society sponsored the night before the show. The Snowbirds' flight requirements set the time for their performance which happened about the same time everyone was getting off from work. ITEM # 4. Old Business. None. ITEM #5: New Business. A. Ground Lease with Bayyari Construction, Inc. to lease ground for a hangar. Discussed a few editing changes in the lease, also moving the hangar further east so a larger hangar could be built to the west. The ground rent of twenty cents per square foot was established by the Board last year. • A motion to approve the Ground Lease with Bayyari Construction with editing changes was made by Tim McCarley and seconded by Vaughn DeCoster. The motion carried. B. Letter from Senator Mark Pryor. Chairman Nickle read parts of the letter supporting improvements to the Runway 16 Safety Area, stating this was great news from Senator Pryor, key for any runway expansion in the future. He explained that several of the Board Members and the pilots that flew them visited with the FAA in Fort Worth and discussed the proposed north end safety area project. They FAA bought into it but not with the time frame we had wanted, but it is do-able. ITEM #6: Other Business. A. Items from the Public. None. B. Items from the Airport Board. Director Boudreaux handed out the Department of Aeronautics Newsletter and called attention the cover story of the recent US News magazine: "Ten Best Places to Retire". Fayetteville was listed as one of the ten places. MEETING ADJOURNED AT 2:30 pm. • David Holtman, Secretary Date 2 • Tayve ee A R K A N S A S AVIATION 8 ECONOMIC DEVELOPMENT FAYETTEVILLE MUNICIPAL AIRPORT • DRAKE FIELD November 9, 2007 MONTHLY REPORT Aviation and Economic Development Department Fayetteville, Arkansas October 2007 AVIATION: -- 1- Operations were more than any-other-month this year and -were more-than last-- October. ast_October. We still have a long way to go to make up the downturn. As the price of fuel continues to go up, operations will probably stay flat. Interestingly, Million Air sold more than 50,000 gallons for the second month in a row. Most of it was in jet fuel. 2 John Knight, Director Arkansas Department of Aeronautics flew into the airport to present the check to Mayor Dan Coody for the two corporate hangars. The buildings are complete but are still under warranty for defects. Jon Moran, Governor Beebe's Special Assistant for Agency and Legislative Affairs actually . presented the check. All but one of the Airport Board members attended. 3 The Airfield Marking project was awarded to Time Striping. We had to make a change order to the project as the specifications were incorrect. Type three beads are applied at 10 pounds per gallon. The specifications specified 7 pounds per gallon. The change order added $7,500.00 to the project as three pounds of beads for every gallon of paint at $2.60 per pound of beads adds up quickly. We have issued a Notice to Proceed and expect the contractor to begin work November 11 , 2007. 4 The Runway Approach Obstruction Survey project continues. The process had to be approved by the FAA' and is expected any time. The photos have been taken and most of the survey work completed. Wayne reports that the project should be complete by end of December. 5 Wilma Walker of Wilma's Restaurant has told us she will close after the holidays. We have talked with "A Fare To Remember," and the owner of "Los Reyes" in Greenland. Both are very interested. Los Rius had a fire and has been closed for a while. Dave Hollman has talked with Paul Milam who now lives in Fayetteville and has been in the restaurant business. Our location needs an established business. We will continue to work it hard. 6 The State held a Wings Safety meeting sponsored by SkyVenture Aviation in the Airport Conference Room. Due to extenuating circumstances it was late getting on the calendar but it was very well attended. The crowd was great and very appreciative. Worth and were able to • meet with our Program Manager, Don Harris and Ron Sanders the Instrument Approach Chief. Our project is still in the program and we will meet with Don early in November to flesh out the schedule and the money. Ron reported that our new approaches will be operational in the fall of 2008. 8 Don Harris met with Wayne Jones, James and me to discuss the phasing for the North end Safety Area Improvement Project. The FAA has put $2.2 Million in the budget for 2009 for the final plans, bidding and land acquisition, and earth work and realignment of Ernest Lancaster Rd. portion of the project. We included an estimate of approximately $250,000.00 for 2008 to do the preliminary design, Environmental Assessment and AHTD coordination and approval. Final work will occur in 2010 for an estimated $2.0 Million. The actual number is not _ ____i_n t_he budget for 2010 since it will_not_ be_known_until_early _2009. e_ It_ will_b _ added in at that time. Staff is working on the timeline for this multi year project. All of the work is scheduled to meet a May 1 , 2009 grant application date. The entire project must be designed, approved, bid and awarded by May 1 , 2009. ECONOMIC DEVELOPMENT: 1 . The Arkansas Economic Development Commission visited Fayetteville • for two days hosted by the Chamber of Commerce. Bill Ramsey and Steve Rust squired them around for briefings from several Chamber committees and the U of A. I met them for dinner and had a chance to visit with Maria Hailey and several friends on the commission and to talk about the needs of Fayetteville. 2. I was asked to serve on the Arkansas Air Museum Board of Directors and was approved by the Board. I was asked to serve as Vice President and have accepted that nomination. The nomination must be approved by the full Board. Hugh Brewer was nominated for President. 3. We attended the ribbon cutting of the newly finished Van Ache which is a new route into the Mall area from Greg Street. We worked on the project early to coordinate the partnership with the Steel Crossing owners and developers for half the construction cost. The road opens up their land for development and provides the new access for the citizens. A win-win situation. IT was great to see the project completed. Respectfully Submitted, Ray M.
