MINUTES OF THE AIRPORT BOARD MEETING
August 10, 2006

ITEM #1 : Welcome and Agenda Review-Chairman Bob Nickle. Welcomed everyone and commented
on the good attendance.
A. Comments from the public on items on the agenda. None
Chairman Nickle Presented Charles Wallace saying he would speak about AirFest. C. Wallace asked
everyone to think what the value of the air show is to the airport. The show in 2006 didn't raise as much
money as they would have liked, but it came out in the black. Think about when we want the next air show?
It brings together the airport community and it is a fund raiser for the air museum and charities. He stated
there would be a 2006 rap-up air show meeting on August 28'", and that he wouldn't be able to produce the
show this next year and someone else will need to produce the show. Something needs to happen in
September towards the air show or we'll be behind. It was decided that would be an item for the Strategic
Planning Meeting.
ITEM #2: Minutes of the July 6, 2006 meeting.
A motion to approve the minutes was made by Janice Stanesic and seconded by Dave Bowman. The
motion carried.
ITEM #3: Presentation of the Airport Master Plan, Kelly Maddox, Barnard Dunkelberg. W. Jones
explained the Master Plan has been on-going for eleven and one-half months and Kelly would be presenting
the Final Draft today. K. Maddox said a Master Plan for an airport is mandated by the FAA, and the Draft
Report is essentially complete except for comments from this meeting. He explained the various items that
were considered and developed are: The Planning Process, Environments, Noise Contours, Airport Plans,
and the Implementation Plan. The projects are broken down into the first five years, second five years, and
the next eleven to twenty years. After today's comments are incorporated, the next step will be the
submission of the Master Plan to the FAA. The FAA's time frame for the review is usually sixty days, but
has been as much as one year, but we will have complied with the FAA's requirements by submitting the
Plan. Bob Barnard said Ray has kept Don Hams (FAA Project Manager) informed all along the way. The
FAA has already seen the forecast and some of the drawings. It was suggested the Board return their
comments to Ray within ten days so the comments can be relayed to Barnard Dunkelberg Company.
Chairman Nickle acknowledged the Board's appreciation for the consultants' work..
ITEM #4: Receiving of Reports.
A. Bob Nickle, Chairman. Suggested the Board meet individually with restaurant personnel that have
excellent restaurants, get their ideas, what they see would work here, get their opinion, visit with people that
are successful in the business.
B. Ray Boudreaux, Director. Noted the Airport had received the grant from the State Aeronautics for the
second corporate hangar, and have issued the Notice to Proceed. Concrete work on the new ramp has begun.
He thanked Kelly and Bob of Barnard Dunkelberg for coming today. Stated he had given the Draft Report to

the State Aeronautics yesterday. Commented that the Airport's new turn lane is now completed. Announced
there would be an FAA Safety Seminar in the terminal on September 18 and notice was sent out in the tenant
letter. Million Air's Grand Opening is on Friday and said he hoped everybody shows up. Roger Woolsey
(owner/Million Air) will have a special guest, General Clark.
C. James Nicholson, Financial Coordinator. Director Boudreaux thanked SkyVentures for the increase in
the aircraft operations. J. Nicholson reported that Million Air is ahead 11 ,000 gallons over July last year.
Their goal is to hit 100,000 gallons more than last year. The fuel prices for the surrounding airports are
about the same as last month. Tahlequah and Siloam Springs doesn't sell as much fuel so their price lasts
longer. He commented that July is usually the slowest month for fuel sales. Referencing the Financial
Report, said the Airport is staying closely within the range of the budget. There has been a slight increase in
revenues; we are projecting a year end $ 120,000 operations deficit. Speaking of the 2007 projects, two
projects have been removed as the south end of the terminal has been renovated by SkyVentures Aviation.
The Air Museum had problems with the sprinkler system and we have been working with several venders to
re-evaluate and correct the problem.
D. Louise Powers, T-Hangar Report. All units are rented. There are eleven names on the single engine
unit list, six on the twin list and eleven on the storage list.
E. Construction Report. Wayne Jones, speaking of the new hangar ramp, explained they would be pouring
the cement in alternate rows and then the middle rows. It is scheduled to be completed by mid-September.
F. Maintenance Report. Director Boudreaux reported the biggest maintenance had been getting the airport
ready for the Open House. He asked the Board to report anything that looked ugly. J. Stanesic suggested
painting the pink park benches in front of the terminal a dark green, also, she said she had a request to have
the windsock replaced at the north end of the airport. M. Frankum mentioned replacing the worn out floor
mats at the front doors to the terminal.
ITEM #6: New Business.
A. FAA Disadvantage Business Enterprise (DBE)-2007 Goal Update. J. Nicholson stated that Airport's
receiving $200,000.00, or more in grant funding, must have a DBE program and a DBE goal. The FAA
prescribes the procedures and the program must be updated each year.
A motion to approve the DBE 2007 Goal Update was made by Dave Bowman and seconded by David
Hollman. The motion carried.
Answering Board questions, James said there are Hispanic owned businesses in this area, mostly in housing
construction, but none are into heavy construction.
B. Restaurant Proposal. None.
D. Budget Discussions. Chairman Nickle suggested meeting in a Strategic Planning Meeting to discuss the
budget. A tentative date of August 31 " , at 2:00 was set.
ITEM #7: Other Business.
A. Items from the public. M. Frankum announced SkyVentures Aviationn's Open House would be on
Wednesday, September 60' at noon. T. Collier mentioned that RDA had reported Drake Field as the second
busiest airport, for aircraft operations, for the month in Arkansas. Chairman Nickle said that is very
important as it helps us keep our tower.
B. Items from the Airport Board. The next Airport Board Meeting was scheduled for Wednesday,
September 13th, at 1 :30.

August 2006
AVIATION:
For the first time, we now lead all airports in Northwest Arkansas in annual operations to date. We remain
the second busiest airport in the State. Fuel sales were up for the month over last year and last month.
Many of you probably noticed the first USDA Forest Service aircraft on the ramp in August. The
P-2 Neptune uses AVGAS and Jet A. The Tanker Base Manager, Mike Harrison, reports that he
has seen as many as 8 aircraft at one time, at one location, fighting fire.
The grand opening of the newly renovated lobby was a great success from all measures. The building was
packed and everyone had a good time. Million Air provided excellent food and atmosphere and Roger
Woolsey presented his vision of the future for Million Air Fayetteville. The future looks bright!
The West Side General Aviation Apron Project took a slight delay for weather but is back on track for
completion by September 26, 2006, just in time for the Ride-N-Boogie event September 28-30.
We completed our review of the Airport Master Plan Update and forwarded the questions and corrections to
Kelly Maddox to be included in the final report. Once complete we will present to the Airport Board, the
City Council, and the FAA. We have received initial agreement from our FAA project manager, Don
Harris, of the major provisions of the plan.
The project to seal the cracks and apply a rejuvenating compound to the Terminal Parking Lot
low bidder was Time Striping, Inc. The City Council will consider the project at the September
19, 2006 meeting. We will re- stripe the lot once the rejuvenating compound cures.
AATC is working hard to be out of the Hangar by the end of September. Progress is slow as the facility
they were moving into at the West Campus is not ready.
The Little Rock FAA/FSDO will hold a Safety Seminar at the Airport Terminal from 7:OOpm until 9:OOpm
September 18, 2006. For more information, stop by the administration office or log into
www.faasafety.eov. The meeting qualifies for the FAA Wings Program. Thanks to SkyVenture Aviation
for sponsorship. The plan is to use the Conference Room unless the group gets too big.
ECONOMIC DEVELOPMENT:
We continue to work with FEDC with a prospect for the Industrial Park. A third site visit is scheduled.
We are still working on the Economic Development Data project with the U of A and the FEDC. It has
been slow determining the type and criteria for the Data, how it will be collected, from what source, and
how we are t the quality.

WEST SIDE GENERAL AVIATION APRON: Concrete is going down. Mid September is
still a good estimate for completion.
WEST SIDE GA HANGAR CONSTRUCTION PROJECT: The engineers are working the
designs and report that they will have the project on the street by mid October. Early Spring is
still good for ground breaking.
AIRPORT MASTER PLAN UPDATE: We completed our review of the Airport Master Plan
Update and forwarded the questions and corrections to Kelly Maddox to be included in the final
report. Onde complete we will present to the Airport Board, the City Council, and the FAA. We
have received initial agreement from our FAA project manager, Don Hams, of the major

PARKING LOT REJUVESEAL PROJECT: The project to seal the cracks and apply a

RIDE-N-BOOGIE: We have leased a portion of the West side apron for this event to be held

JAMES NICHOLSON
Airport Financial Coordinator
James serves the Airport and the City of Fayetteville as Financial Coordinator and in
the absence of the Director, the go to guy! James is a valuable member of the team
who lives and breathes airport. He is not a pilot but he has considered taking the
leap. He is attending school to get his business degree with an emphasis on finance
and accounting. He and his family live the Arkansas dream on 50 acres in the hills
above West Fork. To follow is his VITA in his own words:
Semi-interesting things about James —
James moved from Southern California to NW Arkansas in 1992. He is originally from
Massachusetts, thus, is a Yankee, and so is doubly handicapped. James has made Arkansas his
permanent home though, settling into the southern lifestyle with his wife of 25 years, Miss
Denice, and his teenaged son and daughter.
Folks will be fascinated to know that James spent several years as an apprentice cabinet and
furniture maker, working for some of the glitterati in Hollywood and Beverly Hills. A couple
of his more famous employers include: Arnold Schwarzenegger, Elizabeth Taylor, Velaria
Golino ("Rainman"), and Anthony Edwards ("Revenge of the Nerds," "ER"). Guess what?
Movie stars are just like regular people. Well. . . almost.
James is also an accomplished musician and songwriter who has made several albums. Most
recently, he was awarded a "clay" record for most albums sold at the Hogeye Mall. You can
view many replicas of the award down at the Hogeye mall where they are also sold for skeet
practice. Seriously though, James has played around the NWA area for a decade as " Jimmy
Joe Dam Billy," bass player for "Marshall Mitchell and the Rockville Rangers." "Jimmy Joe"
got his name from three uncles and a spilt mason jar of moonshine.
James began working at Drake Field in early 2001 . James says he has been fascinated with
aviation since he was a child, and considers it a privilege and a pleasure work at the airport
everyday. James looks after the airport's FAA and Arkansas Department of Aeronautics
grants, pays the bills, makes sure everyone gets a monthly hangar rent invoice, and generally
gets on all of our nerves. . .but that's a different story. Stop by and visit with James sometime,
he's quick with a joke (you've heard before), friendly (paid your hangar bill?), and helpful
(we're talkin' gov't employee helpful here folks), but he loves to talk about himself), so be
sure and come by to say hi ! jn

RECOMMENDATION: Approval of the ordinance to increase fuel flowage fee charged to any
person, business entity, or organization, other than the City of Fayetteville, supplying aviation or
automotive fuel at the Fayetteville Municipal Airport. Signature of the Mayor.
BACKGROUND: One of the customary ways for airport to receive revenue from the activity on the
airport is the Fuel Flowage Fee. The fee was first established by Ordinance June 30, 1980 and
subsequently modified several times. The most recent modification was in October of 2001 which
made clear who would pay the fee. The last time the fee itself was changed was March of 1985.
Currently, the fee is established at $.06 per gallon. The purpose of this item is to increase the fuel
flowage fee to $. 11 per gallon.
DISCUSSION: When the airport entered into a contract for FBO services with Million Air, they
agreed to a flowage fee of $. 10 per gallon and they have been paying that amount since they opened
in September 2005. This action will put into law the fee and will increase it to $. 11 a gallon, which is
an amount equal to the fuel flowage fee charged by other airports in the region and represents an
increase of $.05 per gallon (ASG-$.11; ROG-$. 10; FSM-$. 10). At the rate of 500,000 gallons a year,
the fee will generate $55,000.00 for the airport fund. The new rate will go into effect January 1,
2007.
BUDGET IMPACT: There will be no expense associated with this action. Revenue to the airport
fund from flowage fees should increase by approximately $6,000.00 for the year 2007 at the current
level of sales.

SUBJECT: Self Serve Fuel Formula change
BACKGROUND: The self serve system was installed as a service to our customers and a
formula was devised to set the price. Due to the rapid increase in the wholesale cost of fuel, the
differential between full service price and the self serve price has tended to grow thus causing the
self service price to lag behind the retail price. This large differential paints an unfairly negative
picture of our first class FBO and thus reflects negatively on the airport. Further the very large
• differential creates a "hard to resist" incentive for transient aviators to fill up with self serve and
then request FBO services without contributing to the FBO's business while taking advantage of
their amenities. Over the last year, the difference has exceeded $.70 a gallon. Below is the current
price in the current formula for 100LL. Today there is $.64 difference self serve to retail.
We want to protect our young and first class FBO operation and foster their growth as a partner
in the future success of Fayetteville Drake. Additionally, we want to provide the very best value
to our customers. I believe that the following is a workable solution that achieves both goals.
Staff recommends that we keep the formula but change two categories. Rather than rebating the
flowage fee, include the flowage fee as a cost of doing business, which it is. Secondly, increase
the margin by $.09 to $. 15. The result will allow the difference to be closer to that found in the
rest of the airports locally. Currently, Springdale is $.28 difference, Bentonville is $.20
difference, Fort Smith is $.54 and Siloam Springs is $.47. This will allow the difference to float
between $.40 and $.50 difference.
Using the change the new price today would be $4.05 which is right in the middle of the local
market and $.44 below the Million Air retail price.

SUBJECT: T Hangar monthly rent increase
In 2002 the Airport Board voted to consider rent increases at the September meeting every other
year. This year the Airport staff will be recommending several ways to increase the revenue to
the airport fund in order to offset the increasing airport operating costs. The first
recommendation deals with T Hangar rent.
Personnel expense has increased 9%, 2006 over 2005. The 2007 budget includes an additional
9% increase in personnel costs. The electric bill has increased 25%, 04/05 compared to the same
period in 05/06. This trend is expected to continue. Those two line items alone account for an
approximately $40,000 annual increase to the airport operations expense.
T Hangar rent was last increased in January 2005. The following is the
recommended increase to be implemented in January 2007:

T Hangars B — D ( 1050 SF): $ 127.00 $ 150.00
Comparables:
Rogers: No T Hangars. Sunscreens rent for $70.00 per month
Springdale: All hangars rent for $ 1.35/SF some are electric doors, others are rolling
doors, some are T Hangars some are square.
Ft Smith: Large T Hangar $330.00 per month same size as our large T Hangar with

DISCUSSION: Every two years we consider raising the rent on the T Hangars and
on other revenue streams that support the airport operations and maintenance
budget. Over the last two years the cost of business in the NWA region has
significantly exceeded the "all city average index" which is what we have used in
the past to recommend changes. Over the last two years:
1. Buildings A-D were improved with new lighting & wiring
2. Buildings A-D were improved with major roof rehab project
3 . Self Serve fuel improved the service available
4. New carpet in the East side Pilot Lounge
5. T Hangar H opened early 2005
6. Energy prices have increased
7. Maintenance costs on the older hangars will continue to
increase
We continue to keep the hangars in top shape even though the cost of maintenance
has increased. The recommended increase along with other items will help reduce
the deficit and will not overburden anyone.

SUBJECT: Approval of lease agreement for Thea Daniel dba Rose of Sharon for Airport
Terminal Space.
RECOMMENDATION: Approve lease of Terminal space to Thea Daniel for professional offices
display and retail space in conjunction with the Event Florist business, Rose of Sharon.
BACKGROUND: During the facility remodeling project, we split off several retail spaces. This
space consists of approximately 423 square feet of space. The preferred use of the space was for a
florist shop as it seemed to fit the new feel of the building lobby. I pursued several florists who were
not interested as the space has very little walk thru traffic. Ms. Daniel was the florist that prepared
the flowers for the Million Air Grand Opening. When we approached her there was immediate
interest in the space but not as a pure retail space. Attached is her proposal to utilize the space.
DISCUSSION: Rose of Sharon is an event florist business. Thea Daniel, the owner operator, has
proposed a lower than normal rent amount which represents a decrease over the year to the airport of
$1,057.50 or $88.13 per month. She has asked for credit for the remodeling of the space and new
lighting. We need to determine how much to give credit. The monthly rent at $8.50/sf per year
would be $300.00 per month. I would recommend that we give a remodeling credit of one month's
rent and allow two months rent free to get the space ready. We will install the water and the
electrical outlets in house, with the rest to be borne by the tenant. I base this on the fact that the
tenant has reduced our per square foot rent.
BUDGET IMPACT: At $8.50 per square foot per year, the airport fund will receive $3,600.00 a
year.
