Welcomed all and noted there were quite a few in attendance. MaryKatherine Floyd, Customer Service Manager for Million Air Fayetteville was introduced and said she was looking forward to working here. A. Comments from the Public on Items on the Agenda. None. ITEM #2 and #3 : Minutes of the March 8'h and March 27th Special Meetings. • A motion to approve both sets of minutes was made by Otto Loewer and seconded by David Holtman. The motion carried. ITEM #4: Receiving of Reports. A. Bob Nickle, Chairman. Stated he was glad to see a full house at the meeting. B. Ray Boudreaux, Director. Noted the Quarterly Report and his trip report from the FAA Conference were in the packet. The FAA had stressed the system/safety related priority items over nice-to-have items. Regarding the tower, the FAA agreed to the reduced Benefit Cost of 93%. The information we provided the FAA showed strong growth. Our new monthly fee will be about $ 1 ,800.00. Kinco Construction is remodeling the south lobby for SkyVenture Aviation and expects to be finished in 45 calendar days. The Forest Service moved some of their equipment here last month. Had a good meeting with people from Barnard Dunkleberg and Wayne at the FAA Conference. Proposed pictures for the terminal lobby displays were shown. Some of the pictures were from Sells Clark through the Fayetteville Advertising and Promotion Committee and the finished product would be high resolution. The Board agreed that they should have a Buffalo River shot, maybe War Eagle shot, although these were not the best they had seen, same with the Square and the Farmer's Market shots. The Lights of the Ozarks was okay. Maybe for the Old Main, V. DeCoster said the Alumi magazine had a good shot and would investigate using it. Plane at the Air Museum okay or a similar shot-shot of the end of the Air Museum with the Museum's doors • open showing planes. Court House and statue was a maybe. A picture of the U of A stadium with the band on the field in shape of an "A" was okay, and the picture of the Hog mascot was okay. Pictures of physical things, like buildings, were okay. It was decided to work more on the pictures at a Strategic Planning Meeting. Ray is to email a some different pictures to the Board. 1 B. James Nicholson, Financial Coordinator. Said the aircraft operations are ahead of last • year's accumulative totals. The fuel sales continue to grow. Million Air had a record monthly sales of over 50,000 gallons. They are ahead of same time last year by 27,000 gallons. Discussing area fuel prices, fuel is still lowest here. The breakout on fuel sales is 80% jet and 20% Avgas. Speaking of the Financial Report, the Lease revenues are ahead of what was budgeted. He estimated the reserve fund to be $300,000 at year end. The Capital projects will be almost all paid for by the FAA and the State Aeronautics. D. Louise Powers, T-Hangar Report. All T-Hangars and storage units are rented. There are about eighteen names on the waiting list for a hangar. There are more names on the single engine list. The Board discussed taking an inventory of the hangars. A motion was made by Vaughn DeCoster that hangars without a plane should pay twice the rent, and to give that tenant a ninety day notice of the increase. The motion was seconded. O. Loewer suggested more work before setting a policy, we don't want to be hardnosed, but be more agressive. What about hangars where tenant is building a plane, or the plane is in parts with no where else to storage an old plane? The Board asked Ray to give a report of who doesn't have a plane in their hangar at the next meeting. V. DeCoster said the hangars are fairly priced, and maybe under the market. There were suggestions to build sunscreens and more corporate hangars. The motion was withdrawn. E. Construction Report, Wayne Jones. The FAA has funded the second phase of the west • ramp, so we will move forward. The concrete for the new entrance is in, but we can't open the driveway until the new striping on the highway for the turn lane is complete and the old turn lane removed. We are waiting for approval from the Highway Department. Kelly of Barnard Dunkleberg plans to meet in May or June to go over projects, to decide ten, fifteen and twenty year projects, and then Ray will set a date for them to meet with the Board. F. Maintenance Report, Ray Boudreaux. The crew has been getting the new office ready for Arkansas Helicopters. They moved to another location to accommodate SkyVenture's request for rental space. The crew has started the summer mowing. V. DeCoster asked about tracking, recording significant maintenance tasks and omitting routine issues such as minor plumbing repairs. He noted hangar repair, siting his own experience, and asked that maintenance leave a note that they had been there and when the job was completed. G. Mike Kratchmer, Director, Aviation Technology Center of NWACC. Said he didn't have anything specific to report. They are working out how to report the spending of the grant. They are working on way to connect the Tech Center to NWACC. That will allow the Tech students to access their information without having to drive up to Rogers. They will be able to enroll and take their assessment tests at the Tech Center. The flight training at NWACC has been discontinued for one year, but the program is still there for those working for a degree in aviation. ITEM #4 : Old Business. A. AirFest Update. Charles Wallace reported the event will be on Father's Day weekend and • there will be more family oriented events this year, Young Eagles in the mornings and a family carnival. Richard Greene, Ken Schossow, and Janice Stanesic are developing the funding and hope to have much of the show paid for before the event starts. R. Greene told of the banquet on 2 Friday night before the show. Two aviation pioneers will be speakers, Brian Binnie, the first • civilian to fly a commercial spacecraft into space, and Dick Rutan who was the first person to fly non-stop around the world and held the record until just recently. Chairman Nickle thanked all that are involved in the air show stated he hope the air show would be well advertised. B. Sells Clark — photos for lobby. This was previously discussed during the meeting. C. Discussion : Airport Board's presentation to the City Council on April 18`h. Director Boudreaux will email information to the Board members. He hoped all of the Board would be able to attend. It is first on the agenda and will have about five minutes, and Chairman Nickle can also tell of the FAA's Arkansas Airport of Year Award. There were 1 ,000 people at the award banquet. Chairman Nickle and the Mayor were unable to attend because of the weather, but had Don Hams our FAA representative and Wayne Jones stand up for the award, too. The award is for everybody' s efforts. C. Wallace stated it had only been six years since the City wanted to have a race track, a hockey rink, a flea market, or condominiums at the airport, a lot has happened in six years. ITEM #5 : New Business. A. Spitfire Aviation Services, LLC lease. Director Boudreaux explained Spitfire had wanted a land lease, but when Phoenix Rising gave notice of cancellation, Spitfire wanted their hangar. He will be paying full price for the rent for two years, Phoenix's rent was discounted for improvements. He has two planes and shopping for two more. We now have others on the waiting list for a larger hangar. A motion to approve the lease for the hangar and forward through the City's Contract • Review process was made by Otto Loewer and seconded by Rickard Greene. Discussion followed about the availability and the need for larger hangars at the Airport, and possibly increasing the rent for the existing hangar. Chairman Nickle said these are items to discuss at the next Strategic Planning Meeting. The motion carried with two voting against, Vaughn DeCoster and Janice Stanesic. B. Airfield Striping Project, Task Order # 13 with McClelland Engineers. W. Jones reported the cost will be about $70,000. Priority is placed on airfield striping as part of the Airport's Certification inspection process. The project should be ready to go out for bids in 30 days. A motion to approve Task Order #13 and forward through the City's Contract Review process was made by Otto Loewer and seconded by Vaughn DeCoster. The motion carried. C. Hangar buildings for the west side GA Apron, Task Order #14 with McClelland Engineers. Director Boudreaux explained that because of the interest in hangars, he had asked the Mayor about the availability of funds and a meeting has been scheduled for Friday. We will also apply for assistance from the State Aeronautics before their year end at their June meeting, and apply again in July at the beginning of their next fiscal year. We have three prospects and • need Letters of Intent from them, Million Air, Executive Aviation Services, and a company he could not disclose their name, from another town. 3 s A motion to approve Task Order # 14 and submit to the City Council was made by Otto Louver and seconded by Richard Greene. • Discussion followed regarding financing. R. Greene said the grant money needs to be included in the financing and said he felt everything on the Airport is too cheap, and said there will come a time that the Revenues and Expenditures won't match. The Board was reminded that in November the Board reviews all rents. A comment was made that the rent being charged Spitfire was a fair price for that hangar, it's not all that plush. The Board needs to target aviation businesses. Height restrictions were discussed, as well as locations for larger hangars. Chairman Nickle suggested taking these issues to the Strategic Planning Meeting, and reminded the Board that the hangars won't be built until the Board votes to build it, sizes can be changed later. W. Jones said part of what they were discussing would be in the Master Plan. The motion carried. D. Pavement Management System, Task Order #15 with McClelland Engineers. Director Boudreaux said the FAA says we must have this plan, it was last done in 1997. Since then we've had the taxiways overlayed, widened and strengthened. Core samples and testing will be done to determine when to do what type of repairs. The project will wait until funding from the FAA. A motion to approve Task Order #15 was made by Richard Greene and seconded by Vaughn DeCoster. The motion carried. E. Engineering crntract for the Airport. Director Boudreaux explained there had been a • delay in Purchasing in getting the RFQ advertised, so we are requesting a sixty day extension to McClelland's current contract. A motion to approve and submit the extension to the City Council for approval was made by Janice Stanesic and seconded by Richard Greene. The motion carried. F. Discussion: Twenty year anniversary of Fayetteville Municipal Airport Drake Field Tower. Director Boudreaux said the current tower was commissioned in April 1986. We will have a small reception in appreciation of the controllers on April 28`h in the Conference Room. R. Greene they are a great asset to this airport. G. Dave Bowman, Secretary Date • 4 FAYETTEVILLE AIRPORT ADMINISTRATION OFFICE THE CITY OF FAYETTEVILLE, ARKANSAS May 5, 2006 MONTHLY REPORT Aviation and Economic Development Department Fayetteville, Arkansas April 2006 AVIATION: Operations continue to trend up as do sales, although, the cost of fuel has slowed the rate of growth. We are looking forward to a dramatic increase in operations when SkyVenture begins operations in May. The grand opening for the terminal rehab project has slipped again. Bathroom dividers came in scratched so must be reordered, cabinet work is not ready, and the finish quality has received attention and finally has achieved the quality we are looking for. We are ready to clean this place up. Everyone is tired of the dust and dirt. We are now planning June 9, 2006 to have a grand opening. Since it is the week before the air show, there could be some marketing advantage to highlight AirFest 2006. • I traveled to Washington, DC to meet with the Arkansas Delegation. Bill Ramsey, President and CEO of the Chamber; Steve Rust, President and CEO of FEDC; Bobby New, Superintendent of Fayetteville Schools; and Richard Hudson, Vice Chancellor for Governmental Relations University of Arkansas traveled with me to salute the delegation for their work on behalf of Fayetteville. Our goal was to talk about regionalism in transportation systems. We talked about the I-540 improvements, Bella Vista Bypass, the Western Bypass and continued improvements to the economic corridor of College Ave. We also asked for support for the contract tower program and the contract tower cost share program. The budget process requires that these programs be added in. Our delegation is supportive as there are four contract towers in Northwest Arkansas. The City Council passed our Task Order #13 to re-stripe the airport and the Task Order #14 to design two hangars for the West Side General Aviation Apron. We are working to acquire the financing for the buildings and the grants from the State. We have pre-coordinated the grants and will be required to present signed lease documents to get the grants. The change order for the West Side General Aviation Apron is ready and will be forwarded to the Staff Contract Review process. The project remains below the original bid price. We received bids and the FAA ran out of money so a change order to reduce the overall amount was processed and approved. This change order will reinstate the entire project as the FAA has restored the funding. • We met with the NWACC Aviation Advisory Committee where the decision of the NWACC was to interrupt the flying portion of the aviation degree program for a year until a program can be developed to support the students and the College and to insure aid and grant program 4500 SOUTH SCHOOL AVENUE, SUITE F • AIRPORT TERMINAL BUILDING • FAYETTEVILLE. This new NWACC position will be over the aviation program, both pilot and maintenance programs, as well as the programs currently housed in the Regional Technology Center (former west campus). We interviewed five candidates and selected three to come to campus for additional interviews. Air Fest 2006 is coming along great. Plans for the event are taking shape and sponsors are being signed up to support the expenses. New this year is the Chalet area south of the Terminal Building. The area will use the Executive Ramp for the VIP parking and the tents will be on the grass south of the executive ramp taxiway. It should be a great seat for our major sponsors and a quiet area for them to entertain their employees and clients. We celebrated the 201h anniversary of the Air Traffic Control Tower with cake and coffee. Lou did a great job setting up the conference room. It was a drop in event so we had visitors all dayto see the history of the tower we were able to display. ECONOMIC DEVELOPMENT: We sold another parcel in the South Industrial Park to Eclipse Displays of Fayetteville. They operate a Trade Show Display business. One of their major clients is Arkansas Department of Economic Development. • We received the letter from the Arkansas Department of Environmental Quality granting permission for us to cover the former Fayetteville Incinerator and post the land, the minimum requirement for this type of environmental issue. McClelland Consulting Engineers will provide a grading plan which we will provide to Engineering and the Water and Wastewater Department. The fix to the problem includes construction soil from Water and Wastewater and reseeding the area. Signs are needed to prevent digging into the site. fully Submitted, Ray M. There were seven hangars that after calls to the tenants do not have aircraft stored in the hangar all the time. • 1 . The OMM has one that has many parts of a Beech 18 stored. It is very stuffed. 2. Horst Brinker has a hangar that he uses for his aircraft. It was empty the day I inspected. He has several aircraft that he shuttles between FYV and Wedington Woods. 3 . Chris Ferguson has a hangar that he uses for his aircraft and aircraft that he is working on. The day I inspected it was empty. He has several aircraft. 4. Bill Kennedy does not have an aircraft now. He sold it 2 yeas ago. But, he is purchasing a Cessna 182 and will have it in the building by the end of the month. 5. The FAA uses one of the hangars for equipment storage. 6. James Scanlon has an aircraft under construction. Since I have been here there has not been any progress. 7. Jay Foxx, a tower controller, stores his fifth wheel in a T Hangar. It was gone first part of the week, here today, and will be gone tomorrow. T-IIANGAR B : B-4: FAA : No aircraft. The FAA leases an office building on the airport and also leases a T-Hangar for storage of their equipment (with Airport Administration' s approval). The FAA owns and services landing aid equipment located on this airport and other area airports. B-8 : Johnson Mechanical : Contacted week of May 1 They do have a plane. It is out on a business trip today, for several days. B- 10: Lance Ashmore: Contacted week of May I " . Has a plane. Flys in and out of this airport sometime two or three times a week. Keeps a truck in hangar for transportation when he gets here. Sometimes he has two planes here. T-HANGAR C: C-S Storage: EAA Chapter 732: Ray reported storage unit has lock different than Airport's. It is a storage unit, not large enough, nor intended for aircraft storage. C- 1 : Kirk Elsass: Ray previously spoke with Kirk Elsass. Kirk owned plane in C- 1 , was selling to Chris Adams. Plane reverted back to Kirk and hangar is now padlocked with Ray's permission. C-4: Bill Kennedy: Contacted week May 1 S1 . Doesn't have a plane, but is definitely in the process of buying a Cessna 182 in partnership with Jim Harder (ph. 601 - 5649). Mr. Harder does a lot of flying for a business here in town. They have located three to look at, starting week of May 8th, and will notify us of make, "N" number, etc. when they purchase a plane. C-7: Ross Executive Aviation: Contacted week of May 1 " . Business has an aircraft. Ray was unable to check hangar, has lock different than airport' s. D-4: C & H Aircraft Restoration (Chris Ferguson) : Contacted week of May I " . They use hangar for wife' s Swift sometimes, sometimes for Chris' Pitts, sometimes used for their business overflow. Leonard McCandless, Director, said they had about six to eight years of • work on the plane before it will be flyable or sellable. T-HANGAR E: E-2: Reed Moody: Contacted his father week of May 81h in Little Rock. Reed is a student of the U. of A. in Fayetteville. This semester (starting Jan. 18`h) Reed has been an international student in Russia. They still have a plane and Reed will be back in Fayetteville mid-May with the plane to attend summer school at the U of A. E-5 : Scott Musgrave: Contacted week of May 8`h. Has a plane, it is in an interior shop for maintenance and will be there about three more weeks, then it will be back here. T-HANGAR F: F-S Storage: Forest Service: Ray said when inspected unable to unlock, different lock that Airport's. This is a storage unit, not large enough to store an aircraft. F-3 : Bobbie Winn: Ray said when inspected there was an aircraft under construction. I was unable to contact Bobbie, but did talk to Mike Kratchmere at the Tech School. Bobbie is in the Bahamas. Bobbie has a Mooney with the tail removed for painting at his home, and has a Flutterbug (a home built) in the hangar with the wings and tail off for recovering. • 2 • F-6: Washington County Sheriffs Office: Contacted week of May 81h . They have an aircraft. Ray said unable to unlock hangar, different lock than Airport's. Due to the nature of their business, they have a different lock and "they only" have the key. F-7 : James Scanlon: Contacted week of May 8`h . Ray reported the hangar had aircraft parts and motorcycles. Mr. Scanlon said there is a complete plane there, it registered and he pays taxes on it. Mr. Scanlon said he has it torn down to recover the plane, but sometimes projects like that take years. Regarding the motorcycles, he will be moving them out shortly to make room to work on plane. T-HANGAR G: G-3 : Jay Foxx : Ray said there is a motor home stored in the hangar. Contacted Mr. Foxx the week of May 8'h . He said he doesn't have an aircraft. When he rented the hangar he had planned to buy a plane and that fell through. Mr. Foxx said he plans to buy, or start building an aircraft, in the next month or two (he doesn't know when for sure, no fixed plans). G-4: David Devol: Contacted week of May 81h. Has an aircraft. Lived here, now lives in Florida, flys between both places, has hangar at both places. Ray said he was unable to enter the hangar and thought it had a different lock than Airport's. Mr. Lyons said it is the same lock and key issued to him from the Airport. RECOMMENDATION: Approve and accept three year contract for Airport Engineering Services with McClelland Consulting Engineers. Signature of the Mayor. BACKGROUND: The FAA requires that airports have an assigned engineering consultant that has been selected through the City selection process and that has experience imdesign, planning, bidding, construction management and thorough knowledge of the Federal Aviation Regulations that pertain to design criteria and grant programs administered by the FAA. McClelland Consulting Engineers of Fayetteville has been the consulting engineering company for Fayetteville Municipal Airport for more than 20 years with only one period of three years where another company was the consultant. Engineers • with McClelland, mostly Mr. Wayne Jones, have designed most of the improvements made to the airport since it was originally constructed. Their abundance of knowledge, vast experience, and willingness to respond to the airport makes MCE the best choice. A City committee formed through the Purchasing Department selected MCE to continue the 71e. ^drport Board will consider the selection at their meeting May 10, 2006. Attend preliminary conferences alone or with CITY OF FAYETTEVILLE representative, local officials', State and Federal agencies; utility companies and others regarding the proposed project, its general design, functions and impact. Provide surveying , mapping , and related services as required to prepare I Right-of-Way/Easement documents for the "CITY OF FAYETTEVILLE'S" use f : in acquisition activities . D. Provide all field survey data from field work for designing the project and this shall be tied to the "CITY OF FAYETTEVILLE'S" GPS control network. i E. Obtain , interpret and evaluate geotechnical data for pavement design and embankment stability. F. Conduct preliminary design and prepare preliminary construction limits, required right of way, ownership map, perform all needed stability analyses, design of detours where needed , and preparation of maintenance of traffic plans detailing needed signing and striping during construction, as well as for • permanent application after the completion of street construction. . G. Conduct final designs to prepare construction plans and specifications I including final construction details and quantities, special provisions, cost estimates , make final field inspection with CITY OF FAYETTEVILLE, make any needed plan changes as a result of the final field inspection and all other work required to advertise and receive bids. H . Furnish plans to all utility companies affected by the project and shall conduct a coordination meeting among all affected utility companies to enable them to develop utility agreements regarding any necessary utility relocations. I . Prepare Contract Documents (Plans, Specifications, and Estimates). These documents shall be in accordance with sound engineering principles . The MCE shall coordinate closely with the FAA's Airports Development Office to W:\URAKE lgl'[.0\CONTRACTS\2006-3008'\2006-[:N(;A(;R.doc 4 provide copies of the Plans and Specifications and cost estimates for review as required by the FAA. When projects are FAA-funded , detailed Specifications shall be developed using FAA "Standards for Specifying Construction for Airports" AC 150/5370-10, or other appropriate standards approved for use by the FAA. The MCE will obtain a specimen copy of the General Provisions and applicable I prevailing wage rates from the FAA and the Arkansas Department of Labor for incorporation into the Specifications for the proposed project. J . Assist the CITY OF FAYETTEVILLE in advertising , answering bid questions, receiving of bids on the various phases of work, evaluating bids received , recommending award of bids, and award of construction contracts. • K. Establish benchmarks for elevation control and tie layout work to I Fayetteville's GPS and provide construction reference points for alignment of the project components. L. Provide construction administration during the construction process including j attending pre-construction conferences, visiting the site at least once per month , reviewing Shop Drawings and samples, assisting with Change Orders, preparing monthly Contractor Pay Estimates , and preparing final "Record Drawings". M . Provide construction inspection on either a full time or an as-needed basis during construction as required by each Task Order. The street and parking projects will be designed and constructed to meet local standards in • accordance with the CITY OF FAYETTEVILLE'S adopted criteria . The MCE shall hold conferences throughout the design of the project with representatives of the CITY OF FAYETTEVILLE to the end that the design , as perfected , shall have full benefit of the CITY OF FAYETTEVILLE'S knowledge and be consistent with the current policies and construction practices of the CITY OF • FAYETTEVILLE. The CITY OF FAYETTEVILLE reserves the right to acceptor reject any or all plans, but this stipulation will not relieve the MCE of responsibility for the design of jthe project. I Ii I SECTION VI - OFFICE LOCATION FOR REVIEW OF WORK Review of the work as it progresses under this Agreement shall be made at the CITY OF FAYETTEVILLE'S office. i I SECTION VII - PRELIMINARY SUBMISSION The MCE shall submit three (3) sets of preliminary plans for each submittal at 35% , 65%, and 95%, and meet with the CITY OF FAYETTEVILLE'S staff following each submittal. The estimated cost of construction and a detailed estimate of time in calendar days ' required for completion of the contract. i D. The MCE shall review the Contractor's progress payment requests based on the actual quantities of contract items completed and accepted , and shall make a recommendation to the CITY OF FAYETTEVILLE regarding payment. The CITY OF FAYETTEVILLE reserves the right to reject without prejudice at his discretion the MCE'S selection of firms for any subcontracted tasks. f SECTION XI - TIME OF BEGINNING AND COMPLETION The MCE shall begin work under each separate Task Order within ten ( 10) days of notice to proceed . and shall complete the plans for the construction contract within the time i stipulated in each respective Task Order. I The stipulated completion time in each Task Order shall be predicated upon the fact that • j the CITY OF FAYETTEVILLE will promptly provide all pertinent requested information in its i possession , and will conduct reviewslapprovals of interim work in an expeditious manner (5 i iworking days per submittal). I SECTION XII - FEES AND PAYMENTS A. Engineering Planning and Design Services Preceding Construction : The MCE shall provide, as enumerated individually in each respective Task Order, application for funding , engineering study, surveying , geotechnical investigation , design , bidding , and easement preparation services for a specifically stated fee amounts. The basis of this fee and justification for the fee shall be contained in an Appendix attached to t each Task Order.
