MINUTES OF THE AIRPORT BOARD MEETING
• December 8, 2005

ITEM #1 : Welcome and Agenda Review-Chairman Bob Nickle
A. Comments from the Public on Items on the Agenda. None.
B. Recognition of outgoing Board Member Frank Sperandeo. Chairman Nickle related that Frank had been a part of
the success of the airport and in recognition of his loyal service to the Board and the Airport he presented Frank a plaque.
F. Sperandeo expressed special thanks to the Doc Wallace, stating he had been his counselor and wished the Board well.
Chairman Nickle then announced. the next present was from the Board and the Airport Director, and presented him with a
flight jacket. F. Sperandeo expressed his thanks, saying he was touched, would wear it, and he needed a new coat.
ITEM #2 AND #3: Minutes of the November 101° meeting and the Special Called Meeting on November 21".
A motion to approve both sets of minutes was made by Dave Bowman and seconded by David Hallman. The motion
carried.
ITEM #4: Receiving of Reports.
A. Bob Nickle, Chairman. Thanked the Staff and the Board, saying a lot has been accomplished and there is a lot more to
accomplish, and wished everyone Happy Holidays.
B. Ray Boudreaux, Director. Reported the fuel sales were above this time last year. James has been working with the
• FAA so grant payments can be handled by electronic transfer. The Forest Service firefighting crews will stay here on
rotation when it is firefighting season. The Master Plan is coming along. The Arkansas Department of Aeronautics
representative met here yesterday with a twenty page survey working on their Economic Impact Study. News from the
FAA Conference: There are concerns there will reductions in the AIP funding. Plans are in the works for a runway
overrun at the south end of the runway. We will be able to apply after October 2006.
C. James Nicholson, Financial Coordinator. Fuel sales and aircraft operations look good for November. In November
there were 800 additional operations over November last year. We can contribute that to Million Air being here. The
information wasn't available from Million Air to update the fuel chart: We have been getting a lot of tenant use at the self
serve. Reviewed the Financial Charts and Board discussion followed with comments regarding the Airport's dwindling
Reserve Fund. Chairman Nickle explained the Board had made a conscious decision to do certain Capital Expenditures,
like the T-Hangar electrical upgrade. Director Boudreaux said they had been budgeting conservatively. O. Loewer said the
fund had been extended several years beyond when the City had predicted it would be all used up and we still have money.
Having a meeting dedicated to discussing Airport funds was suggested.
D. Louise Powers, T-Hangar Report. We still have a waiting list with twelve for the single engine and five on the twin.
E. Construction Report. F. Sperandeo wanted to make sure the tum radius on the new entrance would be extra wide to
accommodate trailer trucks and delivery trucks. Director Boudreaux said the Barnard Dunkleburg people would be here
after the fust of the year to work more on the Master Plan. Several contractors were here today to look at the terminal for
the terminal rehab project.
F. Maintenance Report. Director Boudreaux explained maintenance had been working on projects with the new
equipment purchased from the sale of the snowblower. We now have a front end loader, a backhoe, and an eight foot
sweeper. They have worked on the front parking lot removing dead grass. Chairman Nickle expressed appreciation to the
hangar tenants for relating any hangar door problems to staff. F. Sperandeo expressed his opinion on the care given the
eastside restrooms and pilots lounge, and would like to see the ramps, taxiways, and runways swept more often. He was
assured it would be done on a regular basis.
ITEM #4: Old Business.
• A. Update: Terminal Rehabilitation Project. Already discussed.
B. Update: New maintenance equipment for the airport. Already discussed.
C. Update: T-Hangar tenant directory. Twenty-one of the T-hangar tenants responded to the email about starting a T-
Hangar directory. Eighteen wanted on the list, several said they were not interested or they weren't sure yet.
D. New T-Hangar Lease. Director Boudreaux explained the City Attorney had looked at the lease and made few changes.
Once the lease is in place it will become a month to month lease. It is a more straight forward lease, and it does include a

way for an increase in the rent from time to time. An increase is usually considered by the Board in November for a rental •
increase beginning the next year.
A motion to approve the new T-Hangar lease was made by Vaughn DeCoster and seconded by Frank Sperandeo.
The motion carried.
ITEM #5: New Business.
A. New terminal lease: Arkansas Helicopters, LLC. Director Boudreaux explained they would be leasing an office in
the south end of the terminal to give helicopter flying lessons. Rent will be $ 11 .00 per sq. per year. Monthly rental will be
$393.25 beginning with February's rent. For the partial month of December, the rent will be abated, and for January the
rent will be half-price. They have made arrangements with Million Ar for space in the FBO hangar. Arrangements have
been made for them to use the east side taxiway, recently renamed Taxiway Golf, to practice hovering. They will be
working on getting FAA certification in a Part 141 School.
A motion to approve the lease was made by Janice Stanesic and seconded y Dave Bowman. The motion carried.
B. Assignment of Lease: NW Arkansas Aviation Technology Center to the Community College. Director
Boudreaux said they will become a program of the Community College. We don't anticipate any change in the AATC's
operations. D. Bowman said the Community College was looking forward to a long relationship with the Airport.
A motion to approve and forward the assignment of the lease to the Mayor or City Council, as required, was made
by Frank Sperandeo and seconded by Vaughn DeCoster.
Discussion followed about the grant money from the Airport's funds being available to AATC towards their accreditation.
It was explained there was a specific list of items that qualify, and then certain criteria and documentation has to be met by
AATC each time they apply for any grant money. They have not applied for any this year.
The motion carried. •
C. Approve bid from Northwest Roofing Company, dba Arkansas American Roofing, for the replacement of the
Arkansas Air Museum roof for $30,977.89. Chairman Nickle said the project had been re-bid a second time and the bid
was within the budget.
A motion to approve and forward to the City Council was made by Dave Bowman and seconded by Janice Stanesic.
The motion carried.
D. Discussion: 2005 Annual Report to the City Council. Director Boudreaux said the Mayor will give his State of the
City Address at the second meeting in January, and he would check with the Mayor to see when he would like the Board's
report. Chairman Nickle recommended waiting until later in the year, like March.
E. Discussion: Strategic Planning. Director Boudreaux said he had told of the Airport's major success over the last four
years in the Holiday Greeting that went out in the invoices and to others. Now is the time to plan for the next four years,
where we are going, what is our vision on infrastructure and facilities. Some projects do not quality for grant funding.
Date and time it the meeting will be determined later.
ITEM #f: Other Business.

B. Items from the Airport Board. Discussion regarding the candidates for the Board position being vacated by F.
Sperendeo. F. Sperandeo expressed his desire the position be filled by someone that is a pilot. Three people applied for the
position. Chairman Nickle thanked everyone for their service to the Board.

AVIATION AND ECONOMIC DEVELOPMENT
For calendar year 2005

2005 exceeded our expectations as we continued to pursue the economic vitality of the
Fayetteville Municipal Airport, Drake Field and to rebuild the airport as a premiere
general aviation airport which serves the City of Fayetteville and our citizens as well as
the tenants and customers which use the facility for business, travel and recreation. More
and more each day, Fayetteville Drake is serving as the business aviation gateway into
Fayetteville and all of Northwest Arkansas. The increasing Air Taxi traffic count reveals
this fact.
Total Operations are up marginally at about 3.4% year over year. More revealing is the
fact that over the last four years, operations are up 35% using 2001 as the base year.
And, we have nearly 50% more based aircraft. Fayetteville Air Service closed in 2001
• and the City staff took over the fuel and line service. 2005 fuel sales were up 7%
compared with 2004. More importantly, fuel sales volume is up 90% over the last four
years. The increase in operations and fuel sales was the key factor in the airport being
able to land Woolsey Aviation, LLC, Million Air Fayetteville to take over the fuel and
line services for Fayetteville Drake.
Million Air was selected to serve the Citizens as the fuel and line service Fixed Base
Operator following entire City of Fayetteville selection process. Following
advertisements requesting proposals, the Airport Board was able to review the responses
and a committee composed of City Council Members, Airport Board Members, and City
staff reviewed the proposals and unanimously selected Million Air. Paul Milam and
Roger Woolsey started their aviation careers in Northwest Arkansas and agreed to take
on our fuel and line service Fixed Base Operation with little promise of short term
profitability, but with a firm belief that Drake Field will achieve renewed glory sooner
rather than later. They bring vast experience and a proven success model based on
excellent customer service and professional performance. They hired two of our
dedicated line personnel and trained them in the Million Air way, hired a line manager
and added a well trained customer service representative to take over the business
September 1 , 2005. While it is too early to measure their success, we are indeed
fortunate to have this aviation industry leader as a partner in our rebuilding effort.
With the contract with Woolsey Aviation, the Aviation and Economic Development
• Department was reduced by three positions. We eliminated the entire operations budget
and the costs associated with the three employees. Troy Bates took a position in the

Street Department. Tom Marden and Lance Laubach both hired on with Million Air and •
continue to provide line and fuel services to our customers.
During the annual meeting of the Arkansas Airport Operators Association, I was tapped
to be the Secretary and elected by the membership. We will have the opportunity to
serve all of the Arkansas Airports and the membership which represents the Arkansas
flying public. AAOA is a valuable organization that provides assistance to airports and
aviators as well as training opportunities for it members.
Two spectacular Air Show events were produced at our airport in 2005. Air Fest 2005 in
June featured the Masters of Disaster, truly the most amazing air show performance ever
witnessed in Northwest Arkansas. In October, the Canadian Forces Snow Birds
presented their precision aerial demonstration to an awestruck crowd. The Snow Birds
dedicated a special maneuver to honor the lives of Bobby Younkin and Jimmy Franklin,
two of the Master's Team and special friends of Drake Field who were lost performing
the Master's show in Canada. , We are saddened by their loss but their amazing aerial
skill and unequaled talent will live forever in our memories. We were privileged to have
known them and to have witnessed their performance.
In 2005 the five year capital improvement program continued to produce much needed
infrastructure improvements. A new T Hangar building was constructed and quickly
filled with aircraft owners. After almost a year planning and review we completed the T •
Hangar rewiring project on the oldest of our T Hangar buildings. We also tightened up
the roofs of each of those buildings. The USDA Forest Service completed the first phase
of their site development project. We should see Fire Bombers in Fayetteville in the
Spring of 2006. We started the new West Side General Aviation Ramp and Terminal
Entrance Project, Phase I. This project will provide additional aircraft parking ramp and
will have two additional hangar building sites. We awarded the Terminal Rehabilitation
Project which is the result of work done by Professor Betty Lower's Interior Design Class
which we forwarded to WDD & Associates, Architects. WDD finished out the project
for bid and are now supervising the construction. The FAA awarded the new PAPI
installation project for Runway 34 and will complete the construction in 2006. The .
Precision Approach Path Indicator (PAPI) is a much needed visual approach aid for
aircraft landing from the South. The United States Postal Service remodeled the former
rental car area of the Terminal Building and opened a postal service center for Greenland
and South Fayetteville.
We worked very closely with Mike Kratchmer, Director of the Arkansas Aviation
Technology Center, to facilitate the Center becoming part of the Northwest Arkansas
Community College (NWACC). The recent reorganization of the NWACC made the
transition even more possible than if the AATC were to have applied for a partnership
alone. The Regional Technology Center (RTC) is now a NWACC school. The
Washington County office in Springdale continues to grow. This additional educational
center will further grow the NWACC presence in Washington County. It is clearly the •
best plan for our school over the long term and the best for the students. It spreads the
hills and valleys of student load over a much larger institution thus leveling the

• difficulties experienced by the Center. It also eliminates the obligation for the Center to
receive accreditation since the College is already accredited. Final paperwork was
consummated by the Trustees of the NWACC and the Board of AATC late in 2005. The
City Council will consider approving the lease assignment at the January 3, 2006
meeting.
With the major revision of Federal Aviation Regulation Part 139, we developed a new
Airport Certification Manual (ACM) for our new status as a Class IV Part 139 airport.
This new Certification allows us to serve unscheduled passenger operations of large air
carrier aircraft. Our previous status was as a Limited Part 139 airport and required only
Certification Specifications. In order to maintain our operating certificate, we are now
required to publish and strictly adhere to the applicable provisions of Part 139 and our
ACM.
The FAA granted permission for the airport to sell the 1997 Oshkosh Snow Blower,
which the FAA purchased for the airport to ensure clear runways for the scheduled
commercial service operating out of Fayetteville. It is no longer necessary to have such a
piece of equipment resting in the garage when the value could be used to purchase more
flexible equipment. We received bids June 17, 2005. The high bidder was Abbotsford
International Airport, British Columbia for $ 172,000.00. The high bidder did in fact pay
for and take possession of the equipment. We in turn purchased a dump truck with a
plow, a front end loader/back hoe and a skid steer with a broom attachment. The hoe and
• the broom have arrived and are making a significant difference in maintenance and care
of the airport grounds. The new truck with plow is due in the Spring.
Dr. Jeffery T. Collins, Director of Sam M. Walton College of Business, Center for
Business and Economic Research and his assistant Kathryn Deck presented the Economic
Impact Study of the airport to the City of Fayetteville. 'The total annual impact of the
airport was $ 17,038,201 .00 in Washington County. The airport produced 170.3 jobs in
the County in 2004. The most interesting result of this study was the fact that the growth
though slow is steady and the economic impact continues to increase. The study
measured the jobs and the capital improvements but not the people that enter the City
through the Airport and conduct business or otherwise visit our City.
Bernard Dunkelberg Aviation Consultants were tasked by the Airport Board to update
our Airport Master Plan. The last plan was published in June of 1999 but was based on
1994 data. The FAA requires that the airport master plan be up to date when the airport
applies for grant funding through the AIP. The new plan will only address our GA future
and will use up to date information. We have had several meetings with the consultant
and the Airport Board has reviewed the initial data. We anticipate a very good product to
be completed in the Spring of 2006.
At the end of 2005 we had 115 people employed on the airport. They work for the
• Aviation and Economic Development Department of the City, Million Air, Aviation
Maintenance Professionals, Arkansas Aviation Technology Center, Phoenix Rising
Aviation Inc., Wings Aviation, Flying Investments, Plane Good Restaurant, Duncan and

Associates, The Airport Hair Salon, Executive Aviation Services, The University of
Arkansas, Ross Executive Aviation, The Fayetteville Fire Department, The Arkansas Air
Museum, The Ozark Military Museum, the FAA Facilities Maintenance Office, ARAB
Pest Control, the United States Postal Service, and the Air Traffic Control Tower.
ECONOMIC DEVELOPMENT
The first full year of the Fayetteville Economic Development Council Partnership
produced significant results. A new web site highlighting our community is up and
operating and receiving in excess of 4000 hits a day. New jobs were created and many
were created in new knowledge based industries that located in Fayetteville. BioBased
Technologies, the Arkansas Music Pavilion, and Sam's Club located in Fayetteville and
represent approximately 300 new jobs for Fayetteville. The Center for Business and
Economic Research reports expansion in the job market by more than 500 jobs each
month in the Fayetteville Metropolitan Statistical Area. Numerous new restaurants and
retail establishments located in Fayetteville to take advantage of the economic
environment which is booming. Fayetteville was represented by the FEDC Partnership at
the International Council of Shopping Centers annual convention for the first time in
2005. FEDC has applied for a booth in 2006.
We continue to be active with the FEDC and meet regularly with the Work-R-Bees to •
assist in any way we can. The redevelopment of Fayetteville Municipal Airport, Drake
Field continues to be our primary interest and represents a significant economic engine
for the City of Fayetteville. In a strategic planning session late in 2005, the Airport
Board developed a program for the coming year that will promote the airport and what it
has to offer. The airport PR campaign will be rolled into the FEDC and City program to
promote the City of Fayetteville. Our aviation entrance carries with it significant
importance to aviators and passengers who come to Fayetteville for business and
recreation.
I was elected for a second year as Chairman for the Fayetteville Chamber of Commerce
Transportation Committee. The committee continues to enthusiastically support road
improvements and will continue to encourage the development of improved access to the
retail area at the Northwest Arkansas Mall. As development continues around the Lowell
Arkansas Interchange we will need to provide the same easy on and off for those that
utilize the Mall area or they will be lost to the Lowell shopping area. The committee
forwarded a list of goals to the Chamber for consideration. The committee hopes to be a
positive influence. The committee still believes that rail service to the Industrial Park
would be useful and will continue to work to find ways to finance the project.

SUBJECT: Approve amendment to FAA lease agreeme for installation of new PAPI approach
aid for the south end of the runway at the yetteville Municipal Airport, Drake
Field.
RECOMMENDATION: Approve amendment to the FAA lease agreement for approach aid
equipment and the ATCT for the addition of a Precision Approach Path Indicator (PAPI) for the
approach to runway 34 at the airport. Signature of the Mayor.
BACKGROUND: The new PAPI is totally funded by the FAA and will be installed and maintained
by the FAA.
DISCUSSION: The Runway 16 PAPI was installed on the north end of the field in 2003 and
replaced a VASI (older version but similar equipment). Supplemental Lease Agreement No. 1 was
approved for the space occupied by the PAPI equipment and eliminated the site occupied by the.VASI
5 equipment which was included in the original 1993 agreement. This action leases the area to the
FAA for the new equipment on the south end of the field. The FAA enters into a lease agreement
with the airport on which to install their equipment. This is a no cost supplemental agreement to the
June 1993 basic lease which leases the footprints of FAA facilities on the airport and allows the FAA
unrestricted access to their equipment.
BUDGET IMPACT: This is a no cost agreement.

SUBJECT: Approve contract with Quadrex Associa , Inc. of Daytona Beach, FL. For services
associated with FAA Benefit Cost analys s for Air Traffic Control Tower (ATCT)cost
share submittal.
RECOMMENDATION: Approve contract with Dr. David Boyers of Emory Riddle for work to
submit justification to the FAA to prevent an increase in the cost share payments from the airport to
the FAA for the contract ATCT at Fayetteville Municipal Airport Drake Field in the amount of
$2,480.
BACKGROUND: The FAA recalculated the benefit cost analysis which is designed to compute the
value of the service provided to the airport by the ATCT. The result of the recalculation was a
dramatic increase in the amount to be paid by the airport. The recalculation resulted in the City
• share increasing from 9% to 31% or $2,334 to $8,039. The FAA allows communities to present
mitigating circumstances or additional information that may change their computations.
DISCUSSION: According to Bernard Dunkelburg the aviation planning consultant currently
engaged to do the airport master plan update, the Nation's expert in the B/C system that is used to
determine the cost share for ATCTs is David Boyers of Emory Riddle and the principle in Quadrex
Associates, Inc. He has agreed to present to the FAA a recalculation of the information that will
reduce our share of the tower cost.
BUDGET EWPACT: Our cost for the work is $2,480.

TENANT LETTER JANUARY 2006
GREETINGS TO ALL:
I hope that all had a great holiday season and brought in the new year with good health and happiness for
success in 2006. We in the administration office believe that 2006 is a pivotal year for our great airport with
many opportunities for continued growth in activity for our wonderful aviation community.
THE YEAR IN REVIEW: All information is in and the results have been tabulated. Year over year, all
growth indicators are up. Operations are up, sales are up, based aircraft are up, in fact everything is looking
up for a great 2006.
SELF SERVE PRICING:' For the first time in a long time, our self serve price for avgas is significantly
less than Siloam Springs and all of the other airports in the area. We are $2.88 and the next lowest is Siloam
at 2.99
WEST SIDE GENERAL AVIATION APRON PROJECT: The contractor is at stop work for the winter.
The temperature must be a 40 degrees and increasing to install concrete.
TERMINAL BUILDING REMODELING PROJECT: The first progress meeting was very good. We
tentatively selected colors for presentation to the airport board at their meet January 19, 2006. Roger
Woolsey, Million Air President, attended the meeting along with staff, contractor, architect, and other tenants
of the building. They believe that the work can be completed by mid April.
AIRPORT MASTER PLAN UPDATE: Work is continuing. We hope to have a draft for the, Board to
review in February. Barnard Dunkelberg recently prepared Master Plans for XNA and ROG, so we are
confident that they are able to accurately define our position in the NWA aviation infrastructure and to
forecast our future as a contributing member of the NWA aviation community.
FAA AIR TRAFFIC CONTROL TOWER COST SHARE AGREEMENT BENEFIT , COST
ANALYSIS: Last month we were notified by the FAA that the B/C was recomputed and our share of the
cost for the ATCT was going to more than triple beginning in February 2006. They had previously notified
the airport that they were considering the action and we had responded that we had only been paying our
share since March 2005 so the re-computation was a year too early. They gave us two extra months to
submit our information. We are fighting the increase as we speak. Things that count: ATCf aircraft
operations, commercial and air taxi aircraft passengers, based aircraft, hull value of based aircraft, businesses
on the field, people working on the field and the estimated value of all activities together. It is very
complicated, but the gentleman who wrote the formula, Dr. David Meyers of Emory Riddle, is helping with
our computations.
NEW TENANT: Arkansas Helicopters is open for business. Over the holidays, Cameron and the crew
accepted delivery of their first helicopter, an R-22. They plan to have a total of four based at the airport.
• NEW AIRPORT BOARD MEMBER: Richard Green was selected by the City's Selection Committee to
replace Frank Sperandeo on the Airport Board. Mr. Sperandeo's membership term had ended. Mr. Green has
an aircraft in T Hangar H-8. If you see him out and about, thank him for volunteering to serve our airport
and congratulate him on his selection. There were three very good candidates. _

MEET YOUR AIRPORT BOARD: At a recent Strategic Planning session, the Board suggested that we •
include information on your airport Board Members so that the airport community would know the people
making decisions on their behalf. Today we meet Bob Nickle, Chairman:
Robert A Nickle, Principal Broker and President, Nickle-Hill Group, Inc.
Bob Nickle graduated from Hendrix College in Conway in 1966. He completed graduate studies at
U of A and at Trinity University in San Antonio, TX. In 1997, he founded Nickle-Hill Group one
of the few exclusively commercial real estate firms in Northwest Arkansas, offering brokerage,
leasing, consulting and developing services. Prior to starting the Nickle-Hill Group, Bob was Vice
President, Commercial Department Manager, Coldwell Banker Faucette Real Estate in Fayetteville,
from 1989-until 1996. He was their top agent from 1992 through 1996.
Bob obtained his real estate license in 1973 after returning to Fayetteville following post graduate
studies and service in the Navy where he served aboard the aircraft carrier USS Forrestal in the
Combat Information Center as an Air and Surface Watch Officer. He received an Honorable
Discharge in the rank of Lieutenant, USNR. He worked in the real estate industry as an Agent and
Managing Broker with several real estate firms in Fayetteville in the 70's and 80's. Some of his
more impressive clients include: Southwestern Bell, Ralston Purina, Nationwide Insurance, Tyson
Foods, Dial Corporation, Staffmark, Wal-Mart, General Services Administration (GSA), Alltel,

Bob serves the community by volunteering in several civic posts including: Rogers, Springdale and
Fayetteville Chambers of Commerce (past Vice Chairman of Fayetteville Chamber); Metro Area

Adjustments; Chairman, Fayetteville Municipal Airport Drake Field Advisory Board; Board
member and Past President Big Brothers Big Sisters of NWA; Director, First State Bank of
Northwest Arkansas; Board of Directors, Fayetteville Economic Development Council. As a
member of the Chamber of Commerce Transportation Committee he became. interested in the
airport and aviation and volunteered to serve on the Airport Board.
