Information Item: Application has been made to the State of Arkansas Department of Aeronautics for a 5% grant on FAA AIP Grant #34 West General Aviation Apron in the amount of $48,844.00. The total project is $977,074.00 and funded 95% by FAA and 5% State. 5. New Business. A. Airport Terminal Renovation Project-State Grant. Action Requested: Request Airport Board approval, and to forward to the City Council, application to the State of Arkansas Department of Aeronautics for a 50% match, not to exceed $ 100,000.00. B. Adjourn. • Note: Strategic Planning Meeting: Next Airport Board Meeting: MINUTES OF THE AIRPORT BOARD MEETING August 11, 2005 MEMBERS PRESENT: Bob Nickle, Frank Sperandeo, Janice Stanesic, Dave Bowman, Vaughn DeCoster, and David Hollman attended later in the meeting, beginning with a vote on the third voting item. ITEM #1 : Welcome and Agenda Review — Chairman Bob Nickle. No comments from the public. Chairman Nickle announced the Board would take the voting items first as one of the board members had to leave early. (Items are listed in the minutes in the order they appeared on the agenda). ITEM #2: Minutes of the August 11. 2005 meeting. A motion to approve the minutes was made by Frank Sperandeo and seconded by Janice Stanesic. The motion carried. ITEM #3: Receiving of the Reports. A. Bob Nickle, Chairman. Commented on the tenant letter going out with the invoices and asked tenants to let • staff know of any hangar door problems. • B. Ray Boudreaux, Director. Reviewed report in agenda. Commented on fuel prices. Air Museum had their 2"a Aviation Camp. Thanked everyone attending the Strategic Planning Meetings and their work on the terminal rehab project. The snowblower has been sold to airport in Canada, and the money will go toward purchasing replacement equipment that can be used year round. The Forest Service people will be here next week for a visit. Commented on the passing of two of our airshow performers, Bobby Younkin and Jimmy Franklin. C. James Nicholson, Financial Coordinator. July is typically a slow month, but had 360 more operations than last July. Fuel sales are ahead of same time last year by 5%. He reviewed the report in the agenda noting the timing of the fuel deliveries caused a difference in the expenses. Two loads bought in June were not expensed until July and there were some additional expenses for the air show. Discussion followed on the fuel prices. D. Louise Powers, T-Hangar Report. All T-Hangars and storage units are rented except one in each and expect to have the T-hangar rented tomorrow. The FBO hangar has two part time and two full time tenants. E. Construction Report. W. Jones stated the APAC people had been on site surveying the layout for the new ramp, although the project hasn't gone before the City Council. F. Maintenance Report. Director Boudreaux reviewed the maintenance report in the agenda. ITEM #4: Old Business. A. Terminal Rehabilitation, Task Order #11, with McClelland Consulting Engineers and Wittenberg Delony and Davidson. A motion to Accept and Forward Task Order #11 to the City Council for Approval was made by Frank Sperandeo and seconded by Dave Bowman. The motion carried. B. Change Order #1 to the West Side General Aviation Apron. A motion to Accept and Forward Change Order #1 to the City Council for Approval was made by • Dave Bowman and seconded by Vaughn DeCoster. The motion carried. 1 C. Economic Impact Study. Chairman Nickle commented on all the work staff has done since the airlines left and the growth of Drake Field in the last seven years. He also wanted to publicly thank the Walton Business College in a cooperative effort between the U. of A: and the City. F. Sperandeo, as AOPA representative of • their Airport Support Network, will forward a copy of the report to AOPA. A motion to accept and forward to the City Council for approval was made by Janice Stanesic and seconded by Frank Sperandeo. The motion carried. D. Update on Arkansas Aviation Technology Center's Request for Assistance. Director Boudreaux said the City Council did support the $54,000 request, but voted to take it out of the Airport's reserve account, part this year and part next year. Mike and James have worked on the system for payment. As items are expensed they will be presented to the Airport and then Airport funding will be issued to cover the expense. It will not be paid as a lump sum to the Tech Center. M. Kratchmer gave a presentation on where their former students are now working, and the school's work with the Community College. Discussion followed. E. Update on the Master Plan, by McClelland Consulting Engineers and Bernard Dunkleberg. W. Jones reported they have had Master Plan meetings with Ray. He introduced Bob Barnard, Kelly Maddoux and Susan Spieth that are working on the Master Plan. B. Barnard spoke about their work. ITEM #5: New Business. A. Amend Temporary Use Agreement with Full Throttle, Inc. Director Boudreaux explained Mr. Crawford felt time had run out in getting all the permits and for advertising an event this year. He had talked with Million Air and they were in agreement with the event on the airfield. Mr. Crawford asked to amend the Agreement, by not have the event in 2005, and having it in 2006. Discussion followed about approving for just 2006 and not including 2007. A review following the 2006 event will determine whether Mr. Crawford will need to make an application for 2007, and if the terms would need to be changed. • A motion to approve the extension of the Agreement for having the event in 2006 was made by • Dave Bowman and seconded by Vaughn DeCoster. The motion carried. ITEM #6: Other Business. A. Items from the Public. None. B. Items from the Airport Board. V. DeCoster expressed concern regarding giving funds to the Tech Center. Said the school is very important, but appears to have financial difficulties and didn't hear any plans to increase their number of students. Chairman Nickle encouraged the Board members to call the City Council members to express the Board's view of their vote to support the Tech school with the Airport's fund, which was different from what the Airport submitted to the Council. Director Boudreaux said that James and Mike (Tech school) have come up with a comprehensive plan to account for the funding to the Tech school. Money spent towards certification items will be verified by James before we release the individual amounts to the school. Chairman Nickle stated the Board would work with the school and look at their budget at the Strategic Planning Meeting. Items to be covered at the Strategic Planning Meeting on August 25h at 2:00 p.m. are: Tech School, Master Plan/dream for the airport, and Airport Budget for 2006. Thanked C. Boudreaux for the cookies she provided for the meeting. A. Comments from the Public. None. ITEM #2: Minutes of the August 11, 2005 meeting. Delayed vote until later. ITEM #3 : Receiving of the Reports. A. Bob Nickle, Chairman. B. Ray Boudreaux, Director. Reviewed the Airport's Quarterly Report and noted two trip reports and a letter from Chairman Nickle to the Mayor and the City Council are part of the report. Answering DeCoster, he said the Tech School has not accessed any of the grant money from the Airport; it is scheduled for next year. The requirements are very strict for disbursement. They will get institutional support from the Community College if they merge. There was a good crowd for the Snowbirds, about • • 3,700 on the flight line. There were 2,000 tickets sold, with the Tech School sponsoring 800 students. C. James Nicholson. The Board said they would like to see the same type of reports in the future, fuel and tower. Even though the Airport is not in the fuel business, they would like to watch the trends and see how Million Air is doing. V. DeCoster asked for the wholesale fuel chart to be broken out monthly like the other charts, and asked that Springdale's self-serve fuel prices be included in the reports. J. Nicholson stated the operations had increased slightly the last two months, more than this time last year. Fuel sales in August and September were slightly below the same months last year, but within 100 gallons. The wholesale fuel price has doubled since the first of the year. Discussing the Financial Report, V. DeCoster noted there was a loss in revenue after we stopped operating the FBO. Commented the Airport should, in three years, look to see if it had been financially feasible to have someone else operate the FBO. He said there had been good reports on AirNav about our local Million Air. D. Louise Powers, T-Hangar Report. All T-Hangars are rented. There has been some tum over in the last two months, but we still have 10 names on the single engine unit list and 4 on the twin list. E. Construction Report. W. Jones reported the construction had started for the new ramp, the old car rental building has been torn down, and Monday they will start on the sewer line in front of the terminal. They will have 150 calendar days, but may have to stop work in December depending on the weather. E. Maintenance Report. Director Boudreaux reviewed the report in the agenda, stating there have been a lot of gate problems, and we had an electrical contractor working on lights in the terminal building. Bernard Dunkleberg is close to having the first working paper finished. W. Jones said he would put the PAPPI on the Airport Layout Plan and forward information to Bernard Dunkleberg for the Master Plan. ITEM #4: Old Business. A. Terminal lobby renovation plans. R. Alderman displayed the plans and discussion followed. Plans call for a rounded counter and a plasma screen TV along the back wall, renovations in the rooms back of • the lobby for line office, weather desk, media room. The blue (graphics) banner will come down, add paneling, and have murals to portray different images of Fayetteville. The old handicap stalls in the restrooms do not meet current regulations so the newer handicap stalls can't be removed to install showers. Showers could be added in the room west of the mop room for Million Air's customers. 1 Suggested bidding the base bid, and put in alternate deductions 1 and 2, meaning the 1 " deduction, the • • restroom changes, would come off fust from the bid, the restaurant 2"". He said that if the Airport has a maintenance budget, the rest of the lobby restroom renovations could be handled that way. V. DeCoster stated it is a public airport and we want to do what the public would get the most out of for the money. H. Mosley said they would be glad to have doors to the restaurant, but would like the doors moved back towards the lobby, so they won't lose 30 seats and the entrance won't be hidden. R. Alderman said after the City advertises, their company will send out bid information to their list of contractors. It was decided the project was already approved so no Board action would be required. B. Modified Fuel Formula for the Self-Serve Fueling Facility. Director Boudreaux handed out fuel pricing schedules for AvGas and MoGas. Adjustments were made due to the rising cost of fuel. The adjustment gives the Airport a six cent margin. Chairman Nickle stated the new formula is about as skinny as you can get, nothing is in it for repairs. Director Boudreaux said the price for a 10,000 gallon tank would be $28, 100 installed. If we put in the tank for AvGas, it could serve the whole airport, Million Air could buy from us and they could use all their tanks for jet fuel, their biggest seller. Siloam Springs Airport's fuel pricing was discussed; they do not buy branded fuel. If you have branded fuel, you get a truck and other services like insurance and marketing, and that company shops around for the best price. Not having branded fuel, you shop around for the best delivered price. Chairman Nickle suggested waiting a year to think about buying a tank, to give Million Air a year to see how it is working. Discussion followed as to whether the Airport was subsidizing the self-serve fueling. O. Loewer opposed to adjusting the formula down even lower, that if we do it indefinately, it will sink us. He thought the Board needed to be out of the fuel business. J. Stanesic said with 100 tenants on the east side we needed to keep the fuel price competitive. A motion to accept the pricing formula and to adjust the prices on occasion to adjust to the market, was made by Vaughn DeCoster and seconded by Janice Stanesic. Being put to vote, the motion • carried with three ayes, Vaughn DeCoster, Janice Stanesic, and Bob Nickle; and one abstaining, Otto Loewer. ITEM #5: New Business. A. 2006 DBE Goal Update. J. Nicholson explained the document is required by FAA regulations for the Airport to receive federal grant funds. A motion to approve and forward to the City Council was made by Janice Stanesic and seconded by Otto Loewer. The motion carried. ITEM #6: Other Business. A. Items from the Public. Answering C. Boudreaux, Director Boudreaux said the letter to the Mayor and City Council had already been sent to them and a copy sent out in the billings to the tenants. B. Items from the Airport Board. V. DeCoster proposed a volunteer work-day to clean up and refurbish the east side pilots' lounge, with paint, new carpet. He said a working computer is needed with an aviation scanner where pilots could check ADIAS, and install a keyless lock on the building. Chairman Nickle suggested maybe the tenants could find some sponsors to help acquire some of the supplies and furnishings for the renovations. Maybe they could designate a person to coordinate delivery of snacks and have people pay by the honor systems. Director Boudreaux said he would like to see a round table with chairs instead of the large conference table. The Airport could help out some. J. Nicholson said the WSI cost was $700 a quarter. V. DeCoster said you could dial in DUATS free and it counts as an official briefing. . Meeting adjourned at 3:35 p.m. Dave Bowman, Secretary Date 2 FAYETTEVILLE AIRPORT ADMINISTRATION OFFICE THE CITY OF FAYETTEVILLE, ARKANSAS November 4, 2005 MONTHLY REPORT Director, Aviation and Economic Development Fayetteville, Arkansas September, 2005 AVIATION: There have been some bumps in the road with the changeover to Million Air but as this writing, most have been smoothed over and happiness reigns. Sales are up, operations are up and the future looks bright. The U of A Auburn game was much better in terms of the staff and the customers. The Million Air staff hosted an "appreciation cook out" of burgers and brats for airport tenants and staff one evening. There was a good turn out and those who attended enjoyed the hospitality. One of the bumps that most concerned us was the issue of self serve deliveries. Since we no longer control the fuel, it is difficult to get weekend deliveries. We have since developed a top . off procedure on the last day of the work week, before the weekend, to insure that the tank does not run dry when airport staff is not at work. The Terminal Building Remodeling project is out for bids and due back on November 17, 2005 at 3 :00. The designers were unable to get their work done to be able to have the bids back in time to have the airport board review and the City Council take action before the second meeting in November as planned. With good bids, we should be able to take the project to the City Council for their consideration, the first meeting in December. The West General Aviation Apron Project is well underway. The sewer has been redirected to the new lift station that was installed during the Executive Apron Project two years ago. We have eliminated an old lift station and installed a new one. The water and sewer boys are happy and we have eliminated a potential problem for the future. Completion of the project depends on the weather. They expect to be done in April 2006. We have two interested parties wishing to construct hangars on the new pavement. The USDA Forest Service project is nearing completion of the interim phase. Due to a shortage of money, they will not erect the buildings. They still expect to operate at Fayetteville Drake during the 2006 spring fire season. The State of Arkansas Department of Aeronautics has started the State Airport System Plan study. We will participate, as will all airports, to help make that plan a valuable document when • planning for future service. One of our important issues will be the future of the Northwest Arkansas airport community. It will be important to make careful input to insure that our airport is recognized in its rightful place among the airports of the region and the State. 4500 SOUTH SCHOOL AVENUE, SUITE F • AIRPORT TERMINAL BUILDING • FAYETTEVILLE, AR 72701 PHONE 501 -718-7640 Ext. 5 • FAX 501 -718-7646 • Arkansas Aviation Technology Center Board of Directors voted to become part of the Northwest Arkansas Community College and the Community College has indicated that they will sign the agreement. We foresee great things from the school in the future. The Canadian Forces Snow Birds performed flawlessly for Fayetteville citizens October 5 thWe were concerned that a Wednesday performance might not get a crowd, but our concerns were unfounded. Fayetteville turned out and enjoyed the performance. The Arkansas Air Museum, the Ozark Military Museum and the Arkansas Aviation Technology Center produced an excellent event and the attendees were well pleased. We entertained the National President of the Air Force Association, Bob Largent, and toured the airport with him and the local president Paul Bixby. Bob had flown into the airport when it served as the community's commercial airport. The AFA is a national association that supports the Air Force and its members. The local chapter is involved in the Veteran's Day celebration and other activities that support the military. There is a very large retired military community in the area that actively supports the Air Force, its people and its mission. The museum roof bid came in over budget. We have rewritten the spec and have it out for re-bid. • ECONOMIC DEVELOPMENT: The City Council approved the sale of the former Water and Sewer Operations Center to Biobased Systems to locate their headquarters, research labs and a small mixing plant in Fayetteville. We toured their facility in Rogers helping Mr. Rust escort the City Council Members on the tour. This FEDC project is hopefully the first of many biotechnology firms that will locate here to take advantage of the U of A research arm. Another biotechnology firm is looking at our industrial park and will hopefully take actions necessary to become part of the growing technology node in Fayetteville. I missed the FEDC "work-r-bees" meetings this month but will continue to meet with the group to coordinate economic development activities in the City. This group coordinated a small reception for the attendees of a Wal Mart Vendor conference at the Town Center. The idea was to highlight Fayetteville and it achieved its goal. Many attended and many enjoyed. The ADED project to locate a major aviation maintenance company to Northwest Arkansas is meeting with some success. At last count, more than 200 responses to the newspaper solicitation had been received by ADED. This project could positively affect the entire aviation community of Northwest Arkansas. e pe lly Submitted, • Ray M.
