MINUTES OF THE AIRPORT BOARD MEETING
December 11 , 2003

Welcomed all those attending in person and by television.
ITEM #2 : Minutes of the November 13, 2003 meeting.
A motion to approve the minutes was made by Bob Nickle and
seconded by Rick McKinney. The motion carried.
ITEM #3: Receiving of Reports.
• A. Charles Wallace, Chairman. He announced at the January meeting, the Board would
be thanking Rick McKinney for his work on the Board, this is his last meeting, and they
would also be thanking Mike Andrews who has resigned from the Board. He stated the
City's Nominating Committee completed their interviews yesterday and will make their
recommendations to the City Council. Although not official, the two persons nominated
were Dave Hollman of Flying Investments and Janice Stanesic of the business community.
January will be their first meeting, and we will also elect a Vice Chairman at the January
meeting.
B. Ray Boudreaux, Director. Briefed the Board on his Monthly Report in the agenda
packet. Announced we have two new Line Tech employees: Lance Laubach, who is a U.
of A. student, is a pilot and has his own aircraft; and Tom Marden, whose father is the
Airport Manager in Camden, has been around aviation all his life, is a pilot, and has won
several Young Pilot of the Year Awards.
C. James Nicholson, Financial Coordinator. Reported there had been ' a dramatic
increase in our air traffic, although our fuel sales were down in November. D. Bowman
stated the graphs were very nice. J. Nicholson commenting on the Finance Report said the
deficient is reduced from last year's amount. C. Wallace said if the trend continued, 2004
would be below the 2002 and 2003 amounts. R. Boudreaux answering B. Nickle, said yes,
we have to pay the City the Cost Allocations listed for us. J. Nicholson noted a correction
was needed on the report, the 60 x 60 hangar needs to be moved to 2004, and the design
portion needs to be moved to 2003.
D. Louise Powers, T-Hangar Report. All the T-Hangars are rented and all the storage
• units are rented. There are about twelve names total on the T-Hangar lists. There were six
overnights in the FBO Hangar and seven full time tenants. Part of the seven are on our T-
Hangar waiting lists.

E. Construction Report, Wayne Jones. A Stop Work Order was placed on the
Taxiway Alpha construction due to the weather, and hopefully work will start again in
• March. The Notice to Proceed has been issued for the U. of A. Hangar. They have
submitted plans to the City for the Building Permit. The comers of the hangar have been
staked. Record Drawings on the FBO hangar have been submitted to Ray. Stated he had
been working with Ray on getting funding from the FAA to connect Taxiway A to
Taxiway E. Asked if there were any changes needed to the Airport Layout Plan before
they submit it to the FAA?
F. Maintenance Report, Ray Boudreaux. Staff installed four tie-downs, put up the
Christmas tree, staffed the FBO two days until we hired new FBO personnel, helped train
the two new guys, worked on the tug, worked on the fuel farm, fixed the lights in the
parking lot, and various other buildings and grounds maintenance.
ITEM #4: Old Business. None.
ITEM #5: New Business.
A. Airport's Minimum Standards for Public Comment. C. Wallace stated that they
will now recess the Board Meeting and go into the Public Comment session of the
meeting.
INSERT: Minutes of the Public Hearing on the Airport's Minimum Standards
C. Wallace said he would hear comments on the Minimum Standards, but
the Board would not discuss the public comments during the Hearing. Then
• we will go back into the Airport Board Meeting and take action. He stated
he appreciated those who read and had already given comments on the
Minimum Standards. Most were wordsmith, not for context.
K. Schossow stated he would like Page 8 to be changed to allow people
who had businesses on the field to be able to contact the tower by means
other than the stated two-way radio communications when they needed to
cross the Runway. He also said Page 9 doesn't address how you must be in
contact with the tower. Referring back to Page 8, he thought there was a
need for vehicle parking for guests to be identified on the east side hangar
ramp. He stated tie-downs on the east side hangar ramp would be helpful.
Said there had been some discussion of the airport providing auto fuel and
there are some planes that are designed and rated SDC for auto fuel, and a
provision should be made for them.
P. Ross commented that the previous Minimum Standards spelled out the
requirements for anyone operating on the airport, now the new Standards
have changed and an office is not required to operate a flight school. He
asked about fees, what they would be, and how we would charge those
without an office? Said everyone should play on a level playing field. If
they are not buying fuel, not renting any space, and just using the airport for
their business, they need to pay to play.
J. Nicholson stated Page 14, Section 8, e. covered "pay a fee or shall lease
space" from the Airport.

K. Schossow bought up another item from Page 11 , about businesses that
• accumulate boxes, in or about, hangars. Their business uses boxes to ship
items out, so they have boxes stored for that use.
C. Wallace went over the items that had been brought to their attention to
make sure the Board understood the requests, He then declared the Public
Comment session over.
C. Wallace declared the Airport Board was now back in session
C. Wallace spoke of the request to change the requirement for two-way radio contact with
the tower, to be changed to be in contact with the tower when crossing the Runway. R.
Boudreaux commented on a new FAA CertAlert and said he would need to make sure of
its requirements. C. Wallace said the Minimum Standards could be changed to say have
voice communications with the tower, unless the CertAlert specifies differently.
INSERTED NOTE 12-15-03: Ray Boudreaux, Director, left this requested change
out of the Minimum Standards after careful review of the recent FAA CertAlert #03-
07, dated 11-12-03, which states you must have two-way radio communications with
the tower.
R. Boudreaux said research on auto fuel for aircraft is being conducted, and for now we
• will remain silent on the restriction.
J. Nicholson suggested using the terminology for boxes, as "Refuse such as" and then go
back to the list in the Minimum Standards.
C. Wallace said the Board had worked hard on how to enforce fees for a business and
thought it had been addressed on Page 14 e., and had backed it up with Page 16 h. and j,
thinking if the person went that far, they would want to have a presence on the field. B.
Nickle suggested saying, "shall pay a fee, and or, lease space", adding the Board does want
to keep it a level playing field.
C. Wallace stated that on Page 7 it should be added, "No unrestrained pets, or animals, will
be permitted in the AOA".
A motion to include all the above mentioned changes be made to the
Airport's Minimum Standards and forward them on to the City
Council for approval was made by Rick McKinney and seconded by
Dave Bowman,
B. Nickle asked that a final document be made available to the tenants before being sent to
the City Council. R. Boudreaux said it should be ready by the end of the week and can be
picked up or e-mailed out.

B. Fuel Price Policy for Self Serve Fuel Station. C. Wallace stated the self serve fueling
• is at the request of tenants. He suggested a fixed price of $1 .95 until the April meeting,
and at the April meeting reconsider the fuel pricing policy for the self serve fuel station.
Checking then to see if there had been enough activity to keep the price fixed or to let the
price float as the other fueling (FBO) is handled. The self serve purchases will be a credit
card purchase.
A motion to put the self serve fueling price at $1.95 until the April
Airport Board Meeting, when a review of the activity and fuel pricing
policy will be conducted, was made by Dave Bowman and seconded by
Rick McKinney. The motion carried.
C. Survey of Interest in Auto Fuel on the Airfield. C. Wallace said there are a small
number of people on the field that have shown an interest in using auto fuel in their
aircraft. It may be possible to add an auto fuel tank to the self serve station, which would
eliminate buying fuel, bringing it on the field, which could involve possible dangerous
handling of fuel. He stated that Frank Sperandeo was going to organize a survey team to
determine how many planes have SDC to burn auto fuel. Staff is investigating the safety
issue. We will wait to hear from the survey team and staff.
ITEM #6: Other Business.
A. Items from the Public. T. Collier stated he would like to find a way to get the
attention of other tenant on the field to get them to come to meetings regarding the airport.
B. Items from the Airport Board. None.
• ITEM #7: EAA Demonstration by Scott Musgrave. C. Wallace introduced Scott
Musgrave and stated he owns a "Glassair Super IP', and is a member of the Experimental
Aircraft Association (EAA). S. Musgrave said it . took him six years to build his plane,
with 2,200 hours of work, and he is still not finished. The FAA has inspected the plane
and he must fly it 25 hours before the FAA will sign off on the plane. Said he enjoyed
building the plane. Most people don't realize how the time it will take. Answering J.
Nickolson, he got started by attending the local chapter of the EAA, someone took him up
in their Glassair and he.knew that was what he wanted and bought a kit. There are several
benefits, because you don't have to have an A & P to work on your plane, you do the
work, and you have technical advisors. He invited everyone to the ramp to look at his
plane.
D. Bowman stated next week on Dec. 17'h the Ozark Military Museum would be having a
celebration of the first flight at 9:30 a.m. Mayor Coody will read a Proclamation, and
invited everyone to attend.

Annual Report for 2003

2003 was a great year at Fayetteville Municipal Airport, Drake Field. Along with a continued effort
to change the mission of the airport from Commercial Aviation to General Aviation, sales reached
50,000 gallons in one month during October. While that level of sales did not remain at that peak for
November and December, it was a milestone that we hope to reach more often in the future. The use
of our airport has grown by 34.5% when comparing 2003 to 2002 and sales have increased 20.38%.
The new Executive Hangar Complex was completed this year. The additional aircraft parking area
will allow for based corporate aircraft to remain clear of the transient parking area and for new
hangars to be constructed for our growing number of corporate based aircraft. Conceptual plans
allow for six hangars to be constructed on the ramp with the first being the Fixed Base Operations
(FBO) hangar. The ramp development and construction project was $722,884. 13 with the State
providing $393, 136.06 toward the project.
• The first new corporate hangars to be constructed in Fayetteville in many years were completed this
year. The new 18,750 square foot FBO hangar opened in April. We have several permanent tenants
in the building including three Beechcraft King Air and five smaller aircraft. We routinely use the
hangar for overnight customers and expect more frequent use during the winter months. Total cost
of the project was $718,456. 15 with the State of Arkansas Department of Aeronautics providing
$200,000.00 toward the project.
Next door, Flying Investments Inc. of Arkansas completed construction of their first hangar about the
same time. Flying Investments is an aviation management company. They have signed another
ground lease to construct a second hangar between their first hangar and the highway and expect to
build the hangar with a connecting office and shop complex early in 2004. The company performs
FAA required modifications on Falcon jets.
The U. of A. signed an agreement to lease a hangar for their two new aircraft. We contracted for the
design and received bids for the construction. A notice to proceed was issued December 15, 2003
with an expected completion date of mid June 2004. The new hangar is 120' X 80' and will include
office and lounge space. It will easily accommodate their Beech Jet 400 and their King Air 200. The
new hangar will be the third new facility to be built on the new Executive Hangar Complex and will
be funded through a State Department of Aeronautics contribution of $243,820.00 toward a total
project cost of 591 ,270.00. The matching funds will be provided through the City's Economic
Development Fund.

• The Ozark Military Museum built anew hangar on the land leased from the airport for their museum.
The hangar along with the former FBO building will house military aircraft, equipment and historical
artifacts associated with the military. The museum paid for the new hangar in full and made
significant improvements to the old terminal building. They opened to the public in June. .
The ugly green hangars that were along School Street were re-skinned in a new high end "Khinnar"
finish with accent panels that greatly improved the face of the west side of the airport. The project
had many problems from start to finish but persistence paid off and the results are very nice. The
State of Arkansas Department of Aeronautics supported the project with a grant of $81 ,007.00.
A major pavement rehabilitation project, FAA funded AIP #29 was completed. The runway received
a rejuvenating compound and new striping. The taxiways were widened to 50 feet and re-stripped.
The grassy area north of the terminal building was paved over increasing the size of the transient
aircraft parking ramp. Additional ramp expansion was included at the North end of the airport and
east of the T hangar area in preparation for a mini corporate hangar area development. We are
awaiting an amendment from McClelland Engineering prior to close out. The total project cost was
$2,684,726. The City contribution to the project was $ 134,236.
Wayne Jones of McClelland Consulting Engineers and I attended the FAA Partnership Conference in
Fort Worth in February and while there scheduled meetings with our FAA project manager to discuss
the USDA Forest Service project to locate a fire base at the airport. We were able to get FAA
commitment for the Forest Service Fire Base project and immediately scheduled a meeting with the
• Forest Service engineer from Atlanta, the FAA Project Manager from Ft. Worth, McClelland
Consulting Engineers and airport staff to finalize the design and construction schedules. Following a
series of meetings, an agreement was consummated between all parties for McClelland Consulting
Engineers to design and provide construction oversight for the taxiway and ramp portions of the
project. Funding for the taxiway was provided by the FAA and funding for the parking and loading
ramps was provided by the USDA. We awarded contracts for construction in September to APAC of
Arkansas, McClinton Anchor, and broke ground for the project the next month. By mid 2004,
USDA should be operating C- 130, P-3 and Beechcraft Barron aircraft from Fayetteville Municipal
Airport, Drake Field. The FAA grant for 90% of the airport taxiway construction was awarded as
All? #31 in the amount of$ 1 ,232,723. The Forest Service Grant funded 100% of their ramp area and
turnouts for a total project cost of$2,348,036.20. We applied for State assistance and received the
full 10% match for the Taxiway construction. Only $5,836.60 in airport funds are required as 5%
match of the airport taxiway engineering and design.
Arkansas Aviation Technology Center moved out of their second hangar effective October 1 , 2003 .
More than a year ago, they had petitioned the airport to reduce their lease amount which was
approved. They determined that they no longer needed the building to comply with their licensing
agreement with the FAA. They have not needed the building for a long time. This will allow more
flexibility for the airport. We have potential clients for the building and will continue to lease to
Flying Investments for storage of their Falcon 20 aircraft until the new client makes a final decision
on occupancy. It is also available for aircraft cold storage.

• Aircraft Maintenance Professionals (AMP), a partnership of Bob Dean and Mike Sergeant,
purchased the .airplane maintenance business from Jim Bell of Bell Air Aviation. AMP signed a
lease for the building and took over the business. They are well known in the aviation business in
Arkansas and generated more business for the airport from the start. They have applied for a first
right of refusal to lease the larger hangar once used by the Arkansas Aviation Technical Center.
Jim Bell agreed to do hangar door preventative maintenance for the airport. Hangar doors are
complicated and can be dangerous if not properly maintained. We are very happy to have him do
this very specialized work for the airport.
The FAA Airways Facilities maintenance folks replaced the VASI with a new PAPI for our airport.
Both are visual approach glide path aids that assist the pilot in achieving the best approach slope to
the runway. The VASI was old and becoming more difficult to maintain. The PAPI is a new system
installed at no cost to the airport.
On the night of March 20"i an aircraft en route to Fayetteville from Wichita, Kansas, went down 5 . 1
miles south of the airfield on the instrument approach. Airport Maintenance Supervisor Leon
Kichline and I responded and attempted to locate the aircraft along with Fire Departments, Police
Departments, FAA personnel, and Rescue Units from several communities in the area, as well as the
Washington County Sheriff's Deputies. Using our direction finding equipment, Leon successfully
located the downed aircraft in a deep ravine and called in rescue personnel. The site was in the
county and due to the remoteness of the site and the existing weather conditions, it was verydifficult
to find. Washington County Sheriff', Steve Whitmill held a series of meetings involving all
• emergency response organizations in the County to discuss the events surrounding the search and
eventual rescue. It was a very good meeting with all parties actively pursuing improvements in the
system. The outcome of the meeting involved communications among the organizations and the
teams. A working committee was formed to develop solutions.
We spent a lot of time recruiting a Charter Service provider for Fayetteville. We have had several
prospects and finally were able to reach an agreement with Executive Aviation Services, Inc. (EAS).
EAS operates a Beechcraft Super King Air 200 which is a cabin class turboprop aircraft capable of
up to nine passengers and a Piper Navajo capable of up to 5 passengers. The company is fully
licensed and offers an economical travel option to the business community of Northwest Arkansas.
EAS also provides contract pilots to the University of Arkansas and has established an office in the
Airport Terminal to service its customers and the University.
I rewrote the Airport Minimum Standards for Operations and Commercial Activities. Following the
rewrite, the Airport Board met in two strategic planning sessions to discuss the changes. The goal
was to make the document easier to understand and more user friendly. The Airport Board approved
the new Standards at their December meeting following a public hearing to take comment from the
public. The new revised Fayetteville Municipal Airport, Drake Field Minimum Standards will be
forwarded to the City Council for approval at their January 6, 2004 meeting.

We awarded a project for a self service fuel tank and dispensing system to be installed on the east
• side of the airport. The system will have a 1000 gallon tank with dispensing system and credit card
reader so that customers can pull up and pump their own fuel. The Arkansas Department of
Aeronautics awarded a 50150 Grant for the purchase and installation of the system.
Air Fest 2003 was a huge success. The A- 10 Demonstration Team came again this year. We had fly
over demos from the F- 117 and the B-2. We also featured a Mig- 17 and the Swift Magic demo
team. The Museum made a good return on the project and the Airport received a significant public
relations benefit. We have applied for support from all military services for the 2004 show and have
started to schedule acts. Judy attended the ACAS convention and made several contacts for our
show.
The first week of October I flew to Orlando Florida for the National Business Aviation Association
convention. Flying Investments, LLC, coordinated by David Hollman provided Transportation at no
cost to the City. We flew down on their Falcon 20 on Sunday the 5`s to get ready for the convention
to start on Monday since we were an exhibitor. We used the Advertising and Promotions display
booth, printed tri-fold fliers, purchased marketing pens, manned the booth for four days and talked to
thousands of people from all over the world in the business aviation community. We returned on
Thursday October 9`". It provided a great opportunity to talk to many folks and to compare our efforts
with those of other airports. We will partner with the State of Arkansas for the convention next year.
During the year we attended the Arkansas Airport Operators Association Conference in Eureka
Springs and the Arkansas Economic Developers Association Conference here in Fayetteville.
• Two of our line personnel left for better paying jobs. Jimmy is working as a BMW Mechanic. Eric
took a job in the Wal-Mart return warehouse. The new members of our staff are:
Lance Laubach: Lance attended Greenland High School and is currently a student at
the U of A pursuing a degree in Finance. He will graduate next year. He will be
working the evening shift and going to school in the morning. He left Lowe's to take
this position. He is a pilot and owns his own aircraft. He also attended the Arkansas
Aviation Tech Center. In his interview he described himself as able to multitask,
hard to fluster and an overachiever.
Tom Marden: Tom is from Camden where his father is the Airport Manager. He has
been around airplanes all of his life. He graduated from the Arkansas School for
Science and Mathematics in Hot Springs and will enroll in January as a student at the
U of A in Mechanical Engineering. He won honors as the FAA Junior Aviator of the
Year in 1999 and received his pilot license in 2002. He recently won the Arkansas
Cat III Junior Aviator of the Year Award and received $ 1000 Grant to continue his
flight training. He is in the Marine Corps Reserves at Camp Pike. He will work the
morning shift and go to school in the evenings.

• Economic Development:
• We were very active with the Chamber of Commerce Transportation Committee and facilitated
several recommendations. One was a suggestion to locate a railroad spur just north of the airport.
The State of Arkansas Highway and Transportation Department conducted a study and published a
minute order including the suggested route to the South Industrial Park. We hope to get started on
the project in 2004. I was voted Vice Chairman of the Transportation Committee for 2004.
As part of the Economic Development Committee of the Fayetteville Chamber of Commerce we
visited Foreign Trade Zones (FTZ) at the Part of Catossa in Oklahoma and at the Port of Little Rock.
Having an FTZ would allow foreign goods to enter the zone without paying duty until it left the
zone. It could save industry as much as 7% and be a revenue source for the zone manager. We are
interested in being ready for a customer should there be a need in Fayetteville. With the rail siding
and the airport, the natural addition would be a Foreign Trade Zone. It turns out that becoming a sub
zone of the Arkansas zone is relatively easy and can be accomplished quickly. We are ready when
and if a client demonstrates a need.
I attended several meetings with the primary Economic Development organizations in
Fayetteville, the U of A and the Chamber of Commerce. After several meetings we
determined that economic development is not very well defined in Fayetteville. Following
those meetings, we met several times with the Mayor and several business leaders on the
future of our Economic Development Program. The first meeting centered on the need for
transportation improvements and getting those improvements done without delay throughout
. the City of Fayetteville. Subsequent meetings concentrated on the need for a private not for
profit economic development organization as an arm of the chamber with a separate board of
directors. We traveled to Little Rock with the Mayor and members of the Chamber of
Commerce to meet with Jim Pickens, Director of ADED, to discuss the future of our.
program. Following recommendation of our community leaders core group, we arranged for
Tom Tickner, an Economic Development consultant to help with the organization and the
vision for the future. He will visit in January of 2004.
We met for the first time in 2003 with the University of Arkansas Economic Development Institute.
Discussions involved partnerships for the good of all in Northwest Arkansas. We had an opportunity
to visit CAST, a satellite mapping and research operation at the U of A. The partnership will evolve
for the benefit of the entire community. The U of A is fast becoming a nationally ranked technology
based research institution that will produce the kind of talent on the Knowledge based industries that
we would want to retain in our community. With the renewed interest from developers in building
the types of structures that this type of business requires, the potential is great for the future. We are
working to be ready.

We met several times with a company considering a new sports related development in the City and
• have shown several sites that might be right for such a development.
We responded to several requests from ADED for ground and for existing buildings.
We assisted Standard Register with application and receipt of State and City incentives associated
with their major expansion.

Tower Operations Graph: Below is a graph which depicts monthly aircraft operations as
counted by the Fayetteville Municipal Airport ATC Tower. This graph compares monthly totals
of aircraft operations since January 2002. The 2003 cumulative total shows a growth in
operations of 34.5% over 2002.

FBO Fuel Sales: As can be seen in the graph below, fuel sales volume continues a trend of
growth over 2002, surpassing the 350, 000 gallon mark. The December sales level is
approximately 86% of the FBO's monthly average volume for the past 12 months of 30,551
gallons. Volume sales have increased 20.4% over the same 12 month period, (Jan-Dec
'02/03) in the year previous.
