Chairman Wallace welcomed those in attendance and those watching on television.

ITEM #4: Receiving of Reports.
A. Charles Wallace. Commented the AirFest was the best ever, with 10,000
attending.
B. Ray Boudreaux. Thanked everyone who had put on AirFest and all the
volunteers that helped. Planning meetings for AirFest 2003 have begun and lots of new
ideas have been presented. He reviewed his report in the agenda, and thanked Jim Bell
for his donation of a simulator to the Air Museum.
C. James Nicholson. Went over the flight operations and fuel sales for the last
month, saying the Wal-Mart Shareholders meeting and AirFest helped to increase the fuel
sales and operations. Flying Investments has entered into a pre-purchase of fuel.
D. Louise Powers. Reported all T-hangar units are full except for one single engine
unit. Director Boudreaux said next month he will include a maintenance report for the
Board.
E. Wayne Jones. Reported Delta and Alpha Taxiways on the eastside were opened
• for the Wal-Mart Shareholders meeting and for AirFest. The closed time last week went
fairly well. The project should be completed in August and then have the final inspection.
Director Boudreaux stated the drainage project has been closed out and the airport has
received the state grant money.
• ITEM #5: Old Business.
A. Review of contract and bids for the Hangar Rehabilitation Project. Director
Boudreaux said the bid came in at $241 ,416.00, which was over the estimate, but within
the limit. The project involves re-siding two buildings with rotted siding, a new roof on
one hangar and insulating doors.. We will make a request for an additional $ 15,000 from
the State Aeronautics. Five companies requested spec information. The only bid
submitted was from Marinoni Construction.
A motion was made and carried to recommend the Marinoni's
contract to the City Council for their approval. The motion carried.
B. Survey status. M. Andrews said the survey is at the printers and there were some
minor changes to be made.
C. Discussion : New hangar project update and report of meeting with the
Arkansas State Aeronautics Commission. Director Boudreaux related that he, Wayne
Jones and Dave Hollman attended the State Aeronautics Meeting. The airport received
approval for a 50/50 grant up to $200,000.00 for the FBO hangar. The hangar will be
basic, no offices, a restroom, lights, sprinkler, insulated, with electric door. We have a lot
of calls for overnight storage of aircraft. W. Jones said there would be minor changes in
the road, and relocating some utilities. Director Boudreaux reported the US Forest
Service is in their design stage for their facility.
• D. Update: Bikes, Blues and Bar-B-Que. Director Boudreaux stated the airport
was asked to provide a location for a musical event. The Board gave approval for the
event and meetings continue with the concert group to hold the event inside the airport
grounds and to work out the details. It won't effect the airport in any way. The event
will bring a lot of funds into the City. The airport will receive a $7,500.00 fee and up to
$500.00 for expenses. The concert will be October 0, gates will open at 3 :00.
ITEM #6: Other Business.
A. Items from the Airport Board. The next Airport Board Meeting will be on
August I ". The next Strategic Planning Meeting has been suggested for Setember 4`s. F.
Sperandeo presented a "maintenance requested" report to the Board and staff. D.
Bowman reminded everyone of the Carol Lindsey Scholarship Ceremony tomorrow at
the A & P school at 2:00 p.m.
B. Items from the Public. J. Hammond thanked everyone who had helped with
AirFest. Director Boudreaux spoke briefly on possible dates for next year's AirFest and
they would be working up the requests for waivers once the date has been set.

MONTHLY REPORT

Wayne Jones and I made a presentation to the State Aeronautics Commission for a grant to put
towards our FBO hangar. It was unanimously approved by the commission to grant Fayetteville
Municipal Airport $200,000.00 toward the construction of an FBO hangar. We are putting
together the bid specifications and hope to have them ready by September 1 to put out for bids.
Project estimate is $679,215 .00 for 18,750 SF. The schedule is to open bids September 19, brief
the project at the September 24 council agenda session and request approval to award at the Oct
1 , 2002 City Council meeting. This schedule should allow the contractor to get the foundation in
the ground and be ready for steel by the end of November in time for the building to arrive. It
Typically takes between 6 and 8 weeks for the building to be constructed and delivered.
• The Corporate Ramp and Taxiway project will be ready to bid by August 20. We received a
grant for $ 166,600 from the State for this project, in February. Total project cost is $205,670.00.
The schedule is to receive the bids September 6, brief the Council on September 10 and request
approval to award at the September 17 City Council meeting. This will allow a contractor to get
the project completed by the middle of October. The design has been refined since February and
may require us to go to the State for additional funding to complete the project.
We had the first after action meeting with the Museum folks on the Airfest 2002. We started
talking about the next years event.
City Council approved the rehab project award to Marinoni Construction Company. Work
should begin NLT August 19'h.
We have received two proposals to move the awning outside the conference room to make it
parallel with the airside of the building. They are way apart. ($3500 and $ 10700). We are trying
to find another bidder.
We held initial meetings with the architect on the McClelland team. Richard Alderman from
Wittenberg, Delony & Davidson will give us a proposal to design a reuse for the terminal
building that more suits a general aviation facility.
• We interviewed four people for the two jobs open with the airport. Greg Robinson from the City
meter shop was hired for the maintenance job. Jim Hull was hired for the Line Service

• Technician position.
We continue to meet with the organizers of the Bikes, Blues and Bar-B-Que event on hosting the
B. B. King concert at the Airport, October 4, 2002. They report that 2000 VIP tickets will be
sold and thus they will need parking for about 1200 cars near the stage.
In July, we began a series of meetings with the Chamber of Commerce Economic Development
Committee to develop a new five year economic development plan.
Showed two separate companies parcels for sale in the industrial park. One was looking in
Springdale and will probably stay in Fayetteville.
All T Hangars are rented. The last one was rented to Mrs. Younkin.
We have a good quote for new employee shirts. Polo shirts with collar. We will be "in uniform"
by the first ball game September 7, 2002.

SUBJECT: Flight Line Operations Supervisor
Background:
We will be asking the City Council for authority to add a position to the staff of the FBO. The
FBO is currently manned by two people. The maintenance staff is manned with three people.
The new FBO person will be the Flight Line Operations Supervisor and will be responsible for
• running the Fixed Base Operation.
Justification:
Currently the FBO is operated 7 days a week, 6 til 9 weekdays and 6 til 6 on the weekends. This
schedule requires one of the maintenance staff to work two days a week and 1 hour every other
week day in operations. This accounts for 19 hours every week of the 99 hours weekly that we
are open. For the first time since opening the FBO, one of the staff is on vacation this week. The
maintenance staff is taking up the slack but significant maintenance requirements are not getting
done.
Our overtime is averaging 45 hours each month. The overtime is used for call backs to take care
of aircraft landing or departing at times other than normal hours, to cover for those out sick or on
vacation, and for special scheduled times of increased activity. At time and one half this equals
67.5 hours a month.
Over a month it costs the operation 143.5 hours out of 160 hours if one person was doing the job.
Since this includes call backs, it is not as bad as it appears but last month we recorded only three
(3) call backs which represents 9 total hours. A call back is two hours overtime.

• This new position will be responsible for data entry into the City of Fayetteville's accounting
system and other administrative tasks. Currently James estimates that he spends 4 hours a week
doing data entry that the new person will do. At the end of the month, he estimates that he does
10 hours of work associated with reconciling the sales and inventory and recording the billing
information for the based aircraft. Louise spends 8 hours per month issuing the billing
statements. All together, that's 34 hours a month would be assigned to the new supervisor. James
will continue oversight but will be freed from many hours of data entry tasks, allowing his
greater attention to other airport financial and grant administration responsibilities.
We currently have only one person on duty at a time. When a bulk fuel delivery arrives, the line
is uncovered. We meet the driver and stay with the truck during each delivery. This week we
received two fuel load. James fueled aircrafl on the ramp and across the field while the tanker
was being unloaded. Yesterday, James was on the line fueling while the Line Service Tech was
on the east side taking care of our tenants.
Grant management, FAA reporting, State reporting, and reports to the City require significant
time and study and of late have been late due to the necessity of the day to day workload. James
has done an exceptional job with the FBO and getting us started but it is now time to flesh out
our customer service arm. We rely on our staff to be our first impression and to be responsive to
our customers.
We need a supervisor that can do the administration, work the line, and more closely supervise
• the other workers to insure compliance with directives. He will perform, and instruct his
subordinates, in the recordkeeping and data entry into the accounting system, and to create
schedules. The plan is to have some overlap Monday through Friday so that deliveries can be
arranged during the overlap. The new supervisor will cover for vacations. We will only use
overtime staff for special occasions like the football weekends.
Action:
Support the Airport staff request for a new position of Flight Line Operations Supervisor at a pay
grade equivalent to the Maintenance Crew Leader position. The Flight Line Operations
Supervisor will report to the Airport Director.

FBO Fuel Sales: As can be seen in the graph below, fuel sales volume for the month
of July is down 56% from last month's sales. The July sales level is approximately 79%
of the FBO's monthly average volume of 23,249. The low figures are likely related to
the several days of runway and taxiway closures caused by the airfield construction
work.
Happy Anniversaryl Today (8/1 /02) marks the one year anniversary of the
inauguration of the City-run fueling operation.

• TEMPORARY USE LEASE AGREEMENT
The LEASE is executed this day of by and between the City of
Fayetteville, 113 W. Mountain Street, Fayetteville, Arkansas 72701 and Bikes, Blues, and Bar-B-
ue Inc.
1 . Leased Premises. The City of Fayetteville leases to Bikes, Blues, and Bar-B-Que, Inc., and
Bikes, Blues and Bar-B-Que leases from the City of Fayetteville, the premises as reflected on Exhibit
"A" attached hereto and made a part hereof.
2. Permitted Use. Lease Premise shall be for Bikes, Blues and Bar-B-Que, Inc. use for a B. B. Kine
concert.
It shall be the responsibility of Bikes, Blues and Bar-B-Que to obtain the required permits for the
event. The City of Fayetteville will not preclude the organization from obtaining the said permits.
3 . Lease Term. This Agreement shall be for a period of three days, October 3, 4, 5, 2002, which
includes set-up the day before the event and the day following the event for clean-up.
City of Fayetteville or Bikes, Blues and Bar-B-Que may terminate this lease at any time by giving the
• other party thirty (30) day written notice of termination.
4. Rental fees. Bikes, Blues and Bar-B-Que agrees to pay the City of Fayetteville for the use of the
premises the sum of$ 7.500.00 plus up to $500.00 for expenses incurred by the Airport Department.
A deposit of$ 1 ,000.00 shall be placed on deposit with the Airport Department before Bikes, Blues,
and Bar-B-Que takes possession of the premises for the purpose of set-up. Rental fee shall be
submitted in full not later than 12:00 p.m., October 4, 2002.
5. Utilities, Maintenance and Janitorial Services.
A. By City of Fayetteville: The City shall not be responsible for, or pay for any expense
which might arise due to, the installation and/ or removal of equipment used in the Bikes, Blues and
Bar-B-Que's business operation or signs.
B. By Bikes, Blues and Bar-B-Que, Inc.: Bikes, Blues, and Bar-B-Que, Inc. shall be
responsible for the installation, relocation, modification and maintenance of all utility service for the
event. Bikes, Blues and Bar-B-Que shall maintain Leased Premises in a clean, orderly, and attractive
condition: not allow the accumulation of rubbish, trash, or other waste material on the Lease
Premises and provide for and supply all clean up for their exclusive use area. Bikes, Blues and Bar-
B-Que shall provide adequate trash receptacles and insure that all trash is placed in the receptacles.
Written approval from the Airport Director must be obtained prior to any improvements or additions
• to any part of the Leased Premises. Any signs installed shall meet all City of Fayetteville Sign

• Regulations, and furthermore, any sign erected on or attached to the Lease Premises must have the
prior written approval of the City of Fayetteville.
6. Hazardous Substances. Bikes, Blues and Bar-B-Que shall not cause or permit any Hazardous
Substance to be used, stored, generated or disposed of on or in the Lease Premises, or in any Airport
Drainage system. If the Airport property becomes contaminated in any manner due to Bikes, Blues
and Bar-B-Que's actions, Bikes, Blues and Bar-B-Que shall indemnify and Hold Harmless the
Airport from any and all claims, including a decrease in value of the Airport property.
7. Insurance. Bikes, Blues and Bar-B-Que shall provide the following:
A. "CertiOcate oflnsurance " shall be furnished to the City of Fayetteville, naming the City
of Fayetteville as additional insured. Bikes, Blues and Bar-B-Que shall indemnify, protect, defend
and hold completely harmless, the City of Fayetteville and their trustees from and against all liability,
losses, suits, claim judgements, fines or demands arising from injury or death of any person or
damage to any property, including all reasonable costs for investigation and defense thereof
(including attorney fees, court costs, and expert fees), of any nature whatsoever arising out of or
incident to this lease, Bikes, Blues and Bar-B-Que's use or occupancy of the Airport premises, the
rights, licenses, or privileges granted Bikes, Blues and Bar-B-Que herein, or the acts or omissions of
Bikes, Blues and Bar-B-Que's agents, employees, regardless of where the injury, death or damage
may occur. The City of Fayetteville shall give notice to Bikes, Blues and Bar-B-Que of any such
liability, loss, suit, claim or demand, and Bikes, Blues and Bar-B-Que shall defend same using
counsel reasonably acceptable to the City of Fayetteville. No work, sentence, paragraph or phrase
• shall be construed to waive that tort immunity set forth under Arkansas Law.
8. Rights of Ingress and Egress. Bikes, Blues and Bar-B-Que shall have full and free right of
ingress to and egress from the Leased Premises as agreed to by the Airport Director utilizing
procedures authorized in the Airport's Minimum Standards. Such rights shall also extend to persons
or organizations supplying materials or furnishing services to Bikes, Blues and Bar-B-Que. The City
of Fayetteville reserves the right to close any means of ingress and egress, so long as other
reasonable means of ingress and egress to the Leased Premises are available to Bikes, Blues and Bar-
B-Que. The City of Fayetteville may enter the Leased Premises at any reasonable time for any
purpose necessary or incidental to the performance of the City of Fayetteville's obligations
hereunder.
9. Events of Default. The following shall be events of default under the Lease, and include any one
or more of the following:
A. Non-payment of the rental amount or deposit.
B. If Bikes, Blues and Bar-B-Que transfers, subleases or assigns, either voluntarily or by
operation of law, any portion of its interest in the Leases.
C. Bikes, Blues and Bar-B-Que voluntarily abandons, deserts, or vacates the Leased
Premises.
D. Bikes, Blues and Bar-B-Que shall fail to comply with insurance requirements.

10. Mailing and Notice. Any notice or consent required by this lease shall be sufficient if sent by
Certified Mail, return receipt required, postage paid, to the following address:

10. Nondiscrimination. Bikes, Blues and Bar-B-Que agrees that it will not, on the grounds of race,
color, or national origin, discriminate or permit discrimination against any person or group of
persons. Bikes, Blues and Bar-B-Que will assure compliance with all regulations in regard to Non-
discrimination and Affirmative Action. The Lessee acknowledges that it is the policy of the
Fayetteville Municipal Airport that is shall not discriminate on the basis of race, color, national
origin, or sex in the award and performance of all Airport contracts.

SUBJECT: Grant Review — AIP 30, Taxiway "A" Extension Design & Engineering
Background: The Airport Improvement Program (AIP) provides federal grant funding
for Airport Improvements through DOT/FAA. The FAA will provide 95% funding for
authorized projects.
The grant application is for design and engineering services for the extension of
Taxiway "A" on the east side of the Runway. This project is in conjunction with the
planned USDA Forest Service firefighting base. The USDA facility portion of the aircraft
parking ramp and ai��cwc,s� sway design is underway by that agency, and will necessarily
be coordinatednthe'�rport portion of the project.
Funds for construction of the project are not available from the FAA at this time due to
funding constraints resulting from 9/11 /01 air security priorities. Future funding of the
project is dependent on FAA approval of discretionary funding in the 2003 fiscal year.
The total project cost is $116,730. 95% of the cost of the project will be reimbursed to
the City through this grant. An additional 5%D of the project cost is available through the
Arkansas Department of Aeronautics. The remaining 5% will be paid with Airport funds.
Budget Considerations: There is sufficient budget currently available in the budget
line item for "New Federal Grant."
Requested Action: Staff recommends review & approval of the application for
funding. In accordance with City policy, this is an informational item for the Fayetteville
City Council.

Greetings from the AAOA!
Now is the time to make plans to attend the annual AAOA conference which , this
year, will be held at the Radisson Hotel in downtown Fayetteville on September
15`" through the 17`".
The conference will be very special this year and we hope you can attend . We
are joining with the Arkansas Department of Aeronautics to present a two-day
educational seminar entitled , "How To Assure The Future Of Your Airport. " The
presenter is William H . Green of the NASAO Center for Aviation Research &
Education. The seminar was developed specifically for elected and appointed
officials whose responsibilities include the administration of local airports. The
• seminar should prove to be extremely valuable as you strive to make your airport
an even more important part of your community than it is today.
As you can see from the enclosed agenda , this will be a busy two days .
However, we still have included time for the State Department of Aeronautics to
hold their monthly meeting with us and for a FAA roundtable discussion and an
update on what's happening in Washington with David Olive . We hope to set a
record for number of participants and exhibitors this year. All indications are that
this year's conference will be the best ever.
If you are not yet a member of the AAOA, please join today. The cost is very
reasonable and the benefits can be tremendous.
