Air Museum; K.R. Schossow-Wings Avionics, Inc. WALLACE: ITEM #1: Call to Order. Welcomed the two new Airport Board members, Dave Bowman and Otto — Loewer. He suggested the meeting only last one hour as they had just finished the Airport Board Orientation. LITTLE: WALLACE. LITTLE: ITEM #2: Minutes of the March 1, 2001 meeting. ITEM #3: Minutes of the March 5, 2001 meeting. A motion to approve the minutes of the March 1 and March 5 meetings, with minor editing corrections, was made by Mr. McKinney and seconded by Mr. Bowman. The motion carried. ITEM #4: Old Business. a. T -hangars "F" and "G" drainage. McClelland Engineers have suggested about six altematives to solve the drainage problem. Suggested a committee of Frank Burggraf, Mike Andrews, and Frank Sperandeo to meet with staff and the engineers and to report back at the next meeting on a solution for the drainage problem. ITEM #5: New Business. a. Five Year Capital Improvement Projects. Stated she wanted to make the Board aware the City is beginning its Capital Improvement Projects (CIP) planning. It is a five year planning process for any project that is over $10,000. We have a plan that has been in place that we will be revising. The City does its Capital Improvement planning every two years. We will bring an item to you in May to approve but suggested the Board to be thinking of any projects they had to mind and give us a call with that information. In order to get the new taxiway on the eastside, we will -1- have to amend the Task Order, and that will be one of the things we will be • recommending in the future. • • NICHOLSON: Reviewed the list of the projects the Airport has in progress now, either under construction or in the engineering process. * Pavement extension and rehabilitation, includes the new taxiway. * Emest Lancaster Drive Phase Two will extend the drive to the east development area. Phase Three will bring the road into the development area. * Corporate hangar for Superior Industries. * Sunscreens. * The State of Arkansas Department of Aeronautics has a new grant program for hangar rehabilitation that will pay a 50/50 split on repairs. This project will cover rehab work on the old Tyson hangar and A & P school's north hangar. * High intensive lighting for the runway. LITTLE: POWERS: Everything that is on the Airport's Master Plan will be scheduled as CIP, but not all within the next five year window. We will pick and choose projects and all of this relates to the amount of capital that we have to pay for those projects, or projects that we feel we can acquire FAA funding on a 90/10 basis. Explained that while it is Airport's money, and we operate as a separate fund, it all goes through the City's budget process and they expect us to have it programed and to plan ahead for things. You plan for a corporate hangar and set aside the money for it. We are able to adjust the plan, it is flexible. We have a $200,000 expenditure listed for future hangars. We are hoping to use the sunscreens to feed the t -hangars and not build another set of t -hangars for two years. Answering Mr. Wallace, there are four t -hangars empty, and another unit is being rented for temporary use. Over the last three months we have had several t -hangars become available, but have filled them right away. There are 73 units. LITTLE: Answering Mr. Schossow, who asked if the 50/50 grant money was reserved for empty hangars, she responded it was for revenue generating hangars. SCHOSSOW: Said his business generates revenue and the water sheets under the doors with extension cords on the floor, the doors won't close in the wintertime and that drives the heating bill up, the roof has been consistently leaking, and the insulation is hanging down and needs replaced, regardless of whether they -2- • • • • WALLACE: LITTLE: NICHOLSON: LITTLE: WALLACE: NICHOLSON: WALLACE: ANDREWS: were still there, or someone else, it needs attention. Referred the problem to Airport staff. Stated the Airport would try to get it qualified under the grant program. Asked Mr. Schossow to put the items in a letter to the Airport. Answering Mr. Bowman, the high intensity lighting is not planned for this year, but believed it is planned for 2002. We do have FAA support and will receive funding assistance from the FAA. The benefit is a safety factor, better visibility. Asked about adding pilot control of the high intensity lights to the project Stated his does not require any Board action, so will expect to have it back on the agenda at the May meeting. b. Year -End Financial Report. Reviewed the information in the agenda, stating the City doesn't have the final figures as the auditors are finalizing their work. This is fairly accurate, if there are any changes it will be within $100. This report shows we are in the hole $84,586. Answering Mr. Wallace, the lost, year-to-date for non- operation income is $35,925, before depreciation and excluding Capital. Stated this is progress from the numbers projected a year ago, they ranged from $300,000 to half -a -million a year that the Airport was losing, as compared to $35,925. Responding to Mr. Sperandeo who had asked for an explanation of the $43,000, said it is the accrual of the receivables. There will always be a figure there. It is not payments that are behind. On December 31st there were receivables due that might have been paid by January 5'. If you ran it on the 20th of the month, that figure would be considerably lower. Let the reeord show the Airport Board received the year-end financial report dated April 2nd . c. Discussion: Government Channel Broadcast of Airport Board Meetings. Commented on a Letter to the Editor that he had seen, that said something about "we have already lost our airport". He suggested that Open Channel film the Airport Board Meetings. This would make the Airport more visible -3- • • • • LITTLE: WALLACE: BURGGRAF: SPERANDEO: WALLACE. LITTLE: WALLACE: to the public letting them know we aren't dead, even if it is a boring meeting. Made reference to when filming the meeting was first brought to the Planning Commission and they had decided there was a lot of value putting the meetings before the public, in that it creates more public awareness. It did help with the education part of the process. It also generated those who came because they knew a camera would be there. There is one side effect that if you do generate more public involvement, you lengthen the meetings. A decision needs to be made today as they are making up their filming schedules now. Do expect to become better known it the City. If the meetings are filmed, her advice to the Board was to not chew gum, don't fiddle with your papers, and keep your head up. A motion to have the government channel film the meetings was made by Mr. Andrews and seconded by Mr. Sperandeo. Commented this may answer Mr. Wallace's question about changing the time of the meeting because people couldn't attend. Suggested the Board limit the time a person speaks. The motion carried. Responding to Mr. Collier's question, CAT is Channel 8 and Government Channel is Channel 3. The Government Channel has shown the Airport video many times. d. Airport Board Policies and Procedures. When we took the Resolution to the City Council to reconfigure the Airport Board one of the things that was decided was that we needed to separate the actual By -Laws, or the Airport Board's Policies and Procedures, from the authorizing Resolution. A draft is in your agenda. It specifies the officers of the Board, and noted there needed to be a space added between D and E It talks about your meeting times and calling special meetings. This was drafted byLaGayle McCarty. It needs to be adopted by Resolution. These are the things that regulate how you conduct your meetings. Suggested that unless there was some objection that it be placed on the agenda for the next meeting. If there are any comments they should be directed to him or Alett. e. Addendum to the Lease with AR Aviation Technologies Center to address the location of a DC -9 on the ramp. -4- • • • A donor has offered a DC -9 to the Technology School to be used as a lab airplane. Said he had been concemed about it and had attended a meeting that involved the Mayor. Things that he (Wallace) had said at the meeting was that he was very proud of the school, and felt he spoke for the Board, that it is a major asset on the field, and that we want the school to be the best it can be and if this is helpful to their program then we need to give it serious consideration. He commented that at other airports you find a lot of aircraft sitting around in various states of disassembly, then it is hard to get it moved. It was decided at the meeting that an Addendum to the school's lease would be required, establishing the aircraft's ownership and what is to happen if the aircraft should become a problem. The school hopes to get grants to paint it in the school's colors and logo. The school would like to receive it as a gift. LITTLE: Stated she had not contacted the City Attomey to prepare the Addendum. KRATCHMER: The aircraft was taken out of service because the cost of the next maintenance was greater than its value. The engine, all rotating components that are serviceable, and all instruments will be removed. There will be no control systems left on the plane. Even with all those items removed, he said he could think of a lot of labs that could be conducted. McKINNEY• Answering Mr. Burggraf, said the Superior Industries aircraft will be able to get by the aircraft, but Superior could also use the other taxiway. SPERANDEO: Offered his opinion that the aircraft should be tied down. He also mentioned chocking the aircraft, and asked if the FAA would have any problem with the location of the aircraft. BURGGRAF: Said the aircraft had enough weight to sit on the ramp except in extreme wind and suggested sandbagging the wings. LITTLE: Said she would check with the FAA is see if they had any problem with the location of the aircraft, and suggested that if the Airport paid for the tiedowns something could be worked out so the school could pay it back. BOWMAN: Answering Mr. McKinney, he didn't think there would be a weight problem on the ramp, and spreaders were mentioned as a solution. LITTLE: Confirming the items discussed, a Lease Addendum needs to be prepared, stipulating where the aircraft will be parked, can it be moved, how it will be maintained, and who moves it at its endlife, and that the FAA has no problem with where it is parked. -5- • • • • WALLACE: LITTLE: BLOUNT: SCHOSSOW: MCKINNEY: FREDERICK: LITTLE: NICHOLSON: WALLACE: A motion was made to approve an Addendum to the Lease. The Addendum will establish the ownership of the DC -9, what is to happen if the aircraft should become a problem, and would be contingent upon the items Ms. Little had just listed being reviewed and added to the addendum (where the aircraft will be parked, can it be moved, how it will be maintained, and who moves it at its endlife, and that the FAA has no problem with where it is parked). The motion was made by Mr. McKinney and seconded by Mr. Sperandeo. The motion carried. ITEM #6: Other Business a. U.S Department of Agriculture Forest Service Drake Field was selected as the location for their tanker base. A lease has not yet been negotiated. They plan to have their construction completed by 2002. They will truck the fire retardant to the field. A fuel flowage fee of six cents ($.06) will be collected on the aircraft fuel delivered to the field. Stated Fayetteville Air was working on getting a government fueling contract. Said their company, Wings, is also working through British Petroleum on getting a government fueling contract at Drake Field Stated he would like to congratulate Alett on getting the Forest Service here. b. Marketing. Referred to the Marketing Report in the agenda and said due to the time, he wouldn't go over it, but would answer any questions if there were any. c. Grant Application to the State of Arkansas Department of Aeronautics. Explained the grant application for hangar renovation had been submitted to the Department of Aeronautics and was on their agenda for their next meeting on Wednesday, April 11s . Handed out copies of the Grant Application and gave a summary of what had been requested. The spreadsheet lists the cost per hangar. ARKANSAS March 29, 2001 Mr. John Knight, Director Arkansas Department of Aeronautics One Airport Drive, 3rd Floor Little Rock, Arkansas 72202 RE: GRANT APPLICATION, Commercial Hangar rehabilitation Dear Mr. Knight; Enclosed please find two (2) copies of a proposal for Arkansas Department of Aeronautics grant funding under the TERMINAL BUILDINGS, T -HANGARS, AND HANGARS grant classification. Fayetteville Municipal Airport proposes work on three hangers. We plan to refurbish the exteriors of two large old hangars which are currently in deteriorated condition. Also, we propose to bring lighting in the Arkansas Aviation Technology Center up to standard. Exterior parking area lighting on each of the three buildings, is also included in the project. The interior lighting work is concentrated in the Arkansas Aviation Technology Center school for aircraft repair and maintenance. A recent FAA FAR 147 inspection cited the lighting problem as an area of concern. A letter from the AATC concerning the matter is included for your interest. AATC currently leases the two buildings at 4248 S School Ave and 4240 S School Ave. (A map is attached for your information). Renovation of the two aging hangers North of 4248 S School, will coincide with the construction of a new hangar adjacent to the North, which is being developed for a corporate tenant. The exteriors of the old hangars are in poor condition. The siding has rusted through along the bottom edges, and some structural members have begun'to be affected by corrosion. The siding has been patched in a number of areas, which is both unsightly and prone to leaking. The roofs on both hangars leak. Hangar doors are un -insulated, and tenants have complained of exceptionally high heating and cooling costs, $1,000/month and higher in some cases. The proposed renovation work on the existing hangars will extend their usable life for at least 25 years, increase energy efficiency, and provide a uniform and pleasing appearance for all the hangars situated in the area. The hangar buildings, due to`their large sizes, dominate the corridor's streetside aesthetic. The area fronts a main throughway, US 71B, and presents a face of Drake Field to the community. Preserving and upgrading this area of the airport is vital to -the airport's efforts to re -position itself economically, a result of the loss of commercial airline business to the new regional airport. Thus, we are striving to develop functional, attractive facilities which will benefit the airport and community by making this area of Drake Field and surrounding commercial properties, more desirable to commercial tenants, business, and/or manufacturing firms. 4500 SOUTH SCHOOL AVENUE. Kratchmer, Technical Director Arkansas Aviation Technologies Center 4248 South School Avenue Fayetteville, Arkansas 72701 Dear Alett: We have been working together to get the lighting problem in our spaces corrected and we are pleased with the progress thus far. However, on 15 and 16 March the FAA visited our school for our 2nd annual FAR 147 inspection and noted the deficient hghting in the facihty. In the out -briefing after the inspection the FAA inspector cited the lighting problem as an "area of concern". This means that a formal "Letter of Findings" will include facility lighting as something that must be corrected.
