Little, Director TO: Airport Board FROM : Alett Little, Airport Man/Econ Dev Dir DATE: January 30, 2001 SUBJECT: Easement for SW Bell An agent for SW Bell, Leslie Parkes, has contacted our office and conveyed a request that SW Bell be granted an easement to place an additional fiber optic equipment station on Airport property. The expanded site is an area approximately 20' by 20' located just north of the AR Technology Center auxiliary building (Old Skyways Hangar) and between that building and the Bell-Aire Maintenance facility (Old Tyson Hangar). SW Bell currently has an easement which is located just to the west of the site they currently desire to lease which they leased from the Airport in May, 1995 for the sum of $500.00. The current proposal is to lease a like amount of land adjacent to the existing easement for $ 1000.00. Ms. Parkes plans to attend the Airport Board meeting and will be available to answer any questions that you may have about this proposal. Action Requested: Resolution recommending that the City Council approve the easement for SW Bell fiber optic equipment station. Staff Recommendation: Approval of the resolution as stated above. Additional Information: Staff will request that this item be placed on the agenda for the February 20, 2001 City Council meeting. That meeting will be held at 6:30 pm on Tuesday, Feb 20 in rm 219 of City Hall. Little, Director TO: Airport Board FROM: Alett Little, Airport Man/Econ Dev Dir DATE: January 30, 2001 SUBJECT: T-Hangar Incentives For the past month, we have averaged 7-8 vacancies in our T-hangars. As we have promised, at the point where we feel that we have adequately advertised, and vacancies rema4 we would bring a proposal for incentives to be offered to entice full occupancy. Our advertising has consisted of the posting of banners at Ernest Lancaster Drive, four weeks of ads in the Star Shopper and a two time advertisement in the Ft. Smith newspaper. It has been suggested that we waive one month of rent in exchange for a year's lease. Action Requested : Resolution by the Airport Board approving incentive pricing of giving one month free rent to any new renter of a t-hangar unit in exchange for a one year irrevocable lease. Staff Recommendation: Approval of the resolution as stated above with the incentive to take effect February 2, 2001 . 0 Marketing Report Airport Board Meeting February 1 , 2001 Three out of town marketing trips were accomplished in January even with the bad weather. The first trip was to St. Louis, Washington, Columbia, and Kansas City, Missouri and to Olathe, Kansas and surrounding areas. A total of eight calls were made. Visits ),vere made to two airlines, an FBO, an airport manager, an aircraft paint distribution company and to a general contractor. The aircraft paint distribution company has plans to expand into Arkansas, New Jersey, Nebraska, and Oklahoma. The second trip %vas more of a local trip to do some follow-up calls, visiting in Fort Smith, and in Mountainburg to visit with Edwards Air to see how they were progressing withjoining forces with the Arkansas Aviation Technology Center (A & P training facility located at Drake Field). He said he was excited about the prospect of working with the A & P school for the demolition of aircraft and was waiting for the delivery of an aircraft. A follow-up visit was made with Dean Schanz, Marketing Director, at the A & P school. The third trip was to Kansas calling on numerous businesses in several towns. In Winfield, Kansas, a call was made to George McCune, Executive Director of the Cowley County Economic Development Agency at his office at the airport. Marketing strategies at his airport and at Drake Field were discussed, and many of the strategies were found to be parallel to ours. The next stop was in Derby, Kansas where a visit was made to Anderson Fine Scale Replicas Company, visiting with Gina L. Sanders, Sales Executive. The company is ten years old and based in Derby. They build, upon demand, replicas of all aircraft. They are interested in distribution and would like to work with an FBO at Drake Field to set up displays and for a distribution agreement. Staff will work the operators on the field to see if some mutual agreement may be reached. In Wichita, Kansas, a call was made to the Aircrafl Interior Products Company, visiting with Dorathy McIntosh, Sales Associate. They are a leading world-wide provider of carpets, fabric, leather, utility flooring and veneers. They sell a lot of their products in Arkansas. They will pass along information of our plans for Drake Field. Also in Wichita a visit was made to Midwest Corporate Aviation, which is an FBO, and was given a tour of their facilities. They are located on the Jabara Field Airport and they are a Phillips 66 Performance Center. Individual visits were achieved with: Jon Baxt, General Manager; Patrick A. Ayers, President and Chief Operations Officer; and Milissa Knott, Vice President of Marketing and Customer Service. Their Cessna Pilot Traming Center/Flight School and their Cessna single engine dealership particularly the success of the pilot school was discussed with Mr. Ayers. The overall impression of Midwest Corporate Aviation is that it is a very successfully run FBO. Their facilities are located in the end of a large hangar, nothing extraordinary, but nice, They had a conference room, a pilots' waiting room/lounge, and a pilots' ready room. Through our conversation it was learned that this facility fully meets the requirements for the Phillips Performance Center. They did furnish the name of Phillip's regional manager and a follow-up call Nvill be made to him to discuss the requirements that would be needed at Drake Field to establish a Phillips Performance Center. A visit was made to the Augusta Kansas Airport, Augusta, Kansas, and James Davis of HGL AERO, LLC. Their company does aircraft sales and is the distributor of a two-seat single engine aircraft that is FAA certified. The aircraft is built in Australia, disassembled, shipped by boat to the United States and then transported to Augusta, Kansas and re-assembled and sold to the public. It is a new aircraft called Eagle 150, with a 125 hp continental engine, and a cruise speed of 150 mph. They are currently marketing the aircraft as a trainer. Presently they are negotiating a contract with the Air Force in Colorado Springs and also with a company in Phoenix. They are interested in a dealership at Drake Field. Ourjob is to find someone interested in having their dealership here. Any leads on persons interested in this type of dealership would be appreciated. At the same airport in Augusta, Kanasas a call was made with Ernil W. (Chuck) Schreib, President, of the Kansas Copters Shreib-Air company. This is a factory authorized Robinson Helicopter Dealer and Service Center, selling about eight helicopters a year (two and four seat helicopters), as well as having several contracts to fly utility lines and with the law enforcement agencies. Mr. Schreib was very familiar with northwest Arkansas and Drake Field and would be interested in setting up a dealership at Drake Field, if we could guarantee him enough contracts, Staff will be working towards that goal. All companies visited on the Kansas trip are very good leads and we look forward to working with these companies to meet their needs and to help them locate at Drake Field. We feel confident good results will be seen from those visits if not directly, by the promotion of the field that will occur as a spin-off from outreach. Work continues to find a restaurant operator for Drake Field. Staff has worked with the owner of the Paddock Grill who promises to have a proposal to the Airport in the very near future as well as another family, the Bob Aldridge family, who has also expressed interest in locating a restaurant in theterminal. Staff will continue to work these two leads and plans to bring a proposal to the Airport as soon as either of the entities makes a formal offer. Staff feels Eke at least one good offer will come out of this work and plans to call a special meeting of the Airport Board if a proposal develops which would require action prior to our meeting of March 1 , 2001 . P Advertising work is continuing with three ads to run in the Ft. Smith's Southwest Times Record. The decommissioning of the MLS has resulted in a decrease in military traffic at Drake Field. Airport Management has contacted the FAA Washington office and spoken with Gary Rixmann as well as Richard Macha, Manager of Red River System Management Office about what steps would be necessary to place the units back into service. From the FAA regional/national standpoint, they have asked us to locate sponsors who would be willing to take over the maintenance of the system. Contacts with local FAA officials have yielded information that replacement of batteries and extensive repair of the maintenance building are the main items necessary to physically place the system back into service. It was also suggested that after sponsors are located that a letter to Ruth Leverenz, FAA Regional Administrator, detailing the need for the system and disclosing a plan for maintenance of the system would be required. Staff is attending the FAA Partnership Conference in Ft. Worth February 6-7, 2001 and we will continue to gather information on our options to recommission the MLS. Staff has been approached by a local radio station with a request that Drake Field be considered as a possible venue for an outdoor concert. A meeting with the promoter, Charles Wallace, Mayor Coody and staff resulted in Mayor Coody agreeing to help the promoters work with the University to possibly use Walton Arena as a concert venue.
