MINUTES OF THE SPECIAL CALLED AIRPORT BOARD MEETING

McKINNEY: Item #1, Meeting called to Order.
Item #2, Acceptance of low bid from Harrison Davis Construction for the
amount of $243,473.00 to extend Ernest Lancaster Drive.

Commented there had been a good response in the number of bids turned in.
Harrison Davis had the low bid. When all items in each bid had been totaled, Les
Rogers actually had a higher bid. All bids were in line with the engineer's estimate.
Project funding would be assisted by a 90% FAA grant, and the Airport will apply
for a 5% State grant, and the remaining 5% would be from Airport funds. With the
Airport Board's approval this will be on the September 5th City Council agenda.
The item is already in the Staff Review process, contingent upon Airport Board's
recommendation.
The project will extend Ernest Lancaster Drive further along the north side and
curve to the south. The apron will need to be extended. Staff has been working
with Don Harris, our FAA Project Manager, and he sees no problem there. Brenda
has been working with the contractor to make sure they met their DBE requirements
and Mr. Rankin from McClelland Engineer's checked other requirements with the
contractor.
Answering Mr. Lyall, she said the Tulsa consulting firm would be using this
information for their project. They are working with McClelland Engineers. She
said Dale had visited with Barnard and Dunkelberg yesterday in Tulsa.
A motion to accept the low bid from Harrison Davis for $243,473.00 to extend
Ernest Lancaster Drive was made by Mr. Wallace and seconded by Mr. Burggraf.
The motion carried.

Airport Board recommends
low bid for road extension

Vehicles may be accessing Drake Field's
undeve oped east side by the end of the year if
the Fayetteville City Council approves a low bid
for the extension of Earnest Lancaster Drive as
recommended by the Airport Board Thursday.
During a noon -hour special meeting, board
members reviewed a bid tabulation sheet
provided to them by Economic Development
Director Alett Little, who said the street
extension project elicited a good response from
area construction contractors.
"We were really worried we wouldn't get but
one or two (bids)." she said.
Harrison Davis Construction of Fayetteville
submitted a low bid of $243,473 with a 15 -
percent contingency. The project will entail
extending the street an additional 2,000 feet to
the airfield's east side, where the city hopes to
build private aircraft hangars and market the
available property for industrial development,
Little said.
"We re kind of working with a couple of
clients." she said.
Ninety percent of the extension project will be
funded with Federal Aviation Administration
grant money, and the remaining 10 percent will
be divided evenly between the state and the city.

The board unanimously recommended the bid
to the council, which will consider the
expenditure at its Sept. 5 meeting. If approved.
the project should be completed by year's end.
