4. Old Business:
a. Updat : Repairs to the equipment on the fuel farm leased by Fayetteville Air Service.
b. Update: Wings Air, Inc. leases.
5 . New Business:
a. Acceptance of Amendment No. I to Task Order No. I for the engineering contract
with McClelland Engineers. This will be for a Land Use Plan which will be included
as part of the formulation costs to extend Ernest Lancaster Drive.
b. Acceptance of a bid from Crash Rescue Equipment Service, Dallas, Texas for the
disposal of excess equipment - a 1985 Oshkosh Crash Rescue Vehicle.
Bids, with a minimum bid of$30,000 required, were opened on June 14'. Only one
bid was received in the amount of $38,500.

Dear Mr. Frederick
We have reviewed your correspondence of May 24 , 2000. concerning the subject matter . The
proposed scope of work will aid in determining factors and alternatives affecting future
development of Fayetteville Municipal Airport's east side We concur in the preliminary Program
of Services and Fee Estimate. Information to be developed in the plan is critical to the pending
access road extension project on the east side of the airport It will be considered as a
formulation cost associated with the Ernest Lancaster Drive access road extension project.
Please instruct your consultant to conclude a contract will) Barnard Dunkelberg & Company and
proceed at the earliest opportunity . Forward a copy of the signed contract and intended schedule
for completion of this plan to the undersigned .

EXTENSION OF LANCASTER DRIVE
STATE OF ARKANSAS
COUNTY OF WASHINGTON
Task Order No. 1 to the basic agreement entitled CITY OF FAYETTEVILLE ,
AGREEMENT FOR ENGINEERING SERVICES , is hereby amended. The referenced
basic agreement pertains to proposed improvements to brake Field, Fayetteville' s
Municipal Airport . This Amendment entered into and executed this day of
2000 , by and between the City of Fayetteville ( OWNER) and McClelland
Consulting Engineers ( ENGINEER ) amends the project description to include
formulation of Land Use Plan for the East Side of Drake Field. It is clearly understood
that the ENGINEER will subcontract with Barnard-Dukelberg & Co- to prepare the Land
Use Plan .
SECTION I - PROJECT DESCRIPTION
In order to efficiently utilize undeveloped land on the eastern side of the municipal
airport property a Land Use Plan is needed . In general , the plan will recommend a
layout of needed infrastructure ( utilities, aviation access , and ground access) and
propose the limits of reasonably-developable real estate. The deliverable product of
this study will be a bound document, with a map( s) depicting the recommendations
resulting from the Land Use Planning effort .

SECTION III — SCOPE OF SERVICES
Attachment A to this Amendment sets forth the specific tasks included in the scope of
work .
SECTION IV — FEES AND PAYMENTS
Attachment B to this Amendment establishes the lump sum fees for the contracted
services .
SECTION IV — BASIC AGREEMENT IN EFFECT:
Except as amended specifically herein , the basic AGREEMENT FOR ENGINEERING
SERVICES and Task Order No . 1 shall remain in full force as originally approved and
executed .
IN WITNESS WHEREOF , the parties hereto have caused this AGREEMENT to be duly
executed as of the date and year first herein written .

Program of Services
Drake Field East Side Land Use Plan
Element 1 . Project Start Up
Task 1 . 1 . Meet with city staff, airport staff, and Fayetteville Municipal Airport
Advisory Board .
The Consultant will meet with members of the City Staff, Airport Staff as well as
members of the Fayetteville Municipal Airport Advisory Board to assist in
identifying key development issues, conducting background research, and gaining a
sense of direction in terms of past efforts and future desires . Strategic goals being
formulated by others as a part of corollary efforts will be incorporated into this
study effort . Additional meetings are programmed during tire COUrse of the study
Up to three meetings are anticipated
'Task 1 - 2. Collect and Review Previous Studies.
Previous airport and economic development studies and available information and
drawings will be collected and reviewed in terms of their relationship with this
study effort , the desires of the Board, and the potential for the site(s) under
consideration in meeting the goals and objectives of the City, and the Airport
Task 1 -3. Land Reconnaissance.
The Subject land will be identified and defined as to the areas that will be included
in the study Information- on the area (i . e . , location, acreage, topography, utilities
availability, soils, wetlands, existing or planned adjacent uses, etc. ) will be
compiled . Agreement will be gained on the exact boundaries of the study area, but
is likely include all existing airport property on the east side of the runway

Element 2. Preliminary Land Use Plan
Task 2. 1 . Land Use Influences Determination.
Using City of Fayetteville resources, factors which will influence the proposed land
use will be determined. Factors will include such considerations as floodino
potential, soil types, wetlands, utilities availability, adjoining land uses, roadway
access potential, taxiway access potential , height restrictions related to aeronautical
obstruction criteria, and off-airport access points, among others. These factors will
be inventoried and described in a written and graphic format,
Task 2. 2. Establish Recommendations for Land Use.
Potential and possible land uses will be examined and recommendations established
for the area within the study area which are commensurate with the goals and
objectives of the City and the Airport. Various alternatives will be explored , with
the Findings arid recommendations being presented in both narrative arid graphic
lbrin . Consideration will include actual uses of the immediately available land as
well as those properties that may be reasonably available in the future.
Task 2 .3. Formulate CORICeptUal Land Use Plan.
A Conceptual Land Use Plan will be developed in consonance with the findim7s of
the foregoing tasks, specifying categories oldevelopment zones, tenant types, arid
generalized lot confi orations. A program will be established which allows

flexibility in the development process while achievina the inherent coals of tile
overall development itself.
,rask 2.4. Develop Roadway/Taxiway Plan.
A taxiway and roadway plan will be developed , including existing and proposed
alignments and proposed widths.
'rask 2.5. Environmental Review.
An illustration of the Conceptual Development Plan will be sent to various state
and federal agencies. Accompanying the illustration will be a request for input
regarding potential environmental affects related to the proposed development.
Agency responses will be included in the appendix of the final report and the input
received from the a.uencies will be considered in the formulation of tile finalized
land Use plan .

Element 3. Infrastructure Assessment and Finalized Land Use Plan
Task 3. 1 . Evaluation of Utility Network
The existing utility network will be evaluated in terms of the condition of the
various systems which comprise the utility network and the capacities of those
systems to accommodate future development. Recommendations will be made
relating to improvements required to the utility network to accommodate the
ultimate plan for the development area as well as the short- and intermediate-range
needs ofthe overall facility.
'rask 3. 2. Prepare Finalized Land Use Plan
A finalized land use plan will be prepared which takes into consideration the utility
network evaluation and the responses from the state and federal agencies
Element 4. Development Strategies
Task 4. 1 . Development Strategies Recommendations.
Recommendations for the incremental development of the area under consideration
in this study effort, including the initial development area and subsequent
development areas based on estimated absorption levels will be prepared . Such
recommendations will focus on utilities, taxiways, roadways, and potential tract
delineations to serve as an impetus for development and to accommodate differing
development activities. Revenue generation for the airport will also be all
important consideration.

Task 4 .2 Implementation Process Definition
The process that will be necessary to enable the implementation of Plan
recommendation will be defined . This would include such items as additional
planning studies, environmental impact analysis requirements, FAA/airspace
considerations, engineering documentation, etc. In addition, the development
criteria which will be significant in the implementation process will be defined (e.g.
subdivision regulations, building codes, airport minimum standards/rules and
regulations, other City, State, or Federal requirements).
Task 4.3. Prepare Final Report.
A final report will be prepared presenting the findings and recommendations of the
study in narrative and graphic form . Twenty (20) copies of the report will be
prepared in comb-bound report format .
