DATE: February 12, 2001
PRESENT: Bob Davis, Alex Jerde, Curtis Shipley, Kevin Santos, John Maguire, and
Marilyn Johnson.
ABSENT: Joe Fennel, John Gilliam and Ching Mong
The regular meeting of the Advertising and Promotion Commission was called to order at
the Chamber of Commerce conference room at 2: 10 p.m. by Curtis Shipley.
MINUTES
Moved by,Jerde, second by Davis to approve the minutes of the January 8 meeting.
With no dissent or corrections, the minutes were approved.
FINANCIAL REPORT
John Maguire presented the financial report for January. Collections for the month were
down 1 .93% with total collections of $98,397. Commissioners were relieved that the
change was not more because of harsh weather conditions in December. January
expenses were $73 ,698, with largest expenditure to the Chamber of Commerce for
contract payment.
CONVENTION AND VISITOR DEVELOPMENT REPORT
Marilyn Johnson distributed activity report showing inquiries were up in January. She
and Lisa Lee attended the Northwest Arkansas Bridal Fair and had booked business as a
result of their attendance. Marilyn attended the Tulsa Boat, Sport and Travel Show for
three days distributing Fayetteville material. Fayetteville will host the Arkansas Parks
and Tourism Commission August 16- 17, 2001 . Marilyn and Joe Fennel presented the
draft HMR ordinance to the City Council. Marilyn presented it at a second meeting and
it was sent to the Ordinance Review Committee. The committee will meet again on
Tuesday, February 13 .
Marilyn announced the resignation of Lisa Lee, who is leaving because her husband has
taken a new job in San Antonio. Ads have been placed in newspapers and 27
applications have been received in response. Marilyn will interview candidates next
week. Finalists will meet with Commissioners the week of the 26h.
BLACKWOOD/MARTIN/CJRW REPORT
Marilyn reported for Susan Wallace who was on vacation. RFP' s (Requests for
Proposals) for updating the website are out and interviews will be the week of February
26. Booth has been sent to manufacturer for repair. Agency is working on
Running/Walking brochure and dining and lodging brochure. Both are in proofing and
• should be printed by the end of the month. Meeting Planner Guide reprint and bags are at
the printer.
. Old Business
TOWN CENTER
Richard Alderman told the Commission that work on the Town Center had fired up since
last month. Skin is on the outside. On the exterior all that is left is putting the top on the
tower and the sheathing should follow that. By the end of the month, brick and skin
should be on the tower and work should be inside.
Moved by Davis, second by Jerde to approve Change Order 45 that adds $21 ,979 to the
project. Motion carried.
DRAFT HMR ORDINANCE
The HMR is a competitive fairness issue that should level the playing field for types of
food served in Fayetteville. Marilyn will present again to the Ordinance Review
Committee before it will go back to the City Council,
New Business
CONTRACT WITH THE ADVERTISING AGENCY
The third of a three-year contract with Blackwood Martin/CJRW will expire in June.
Moved by Santos, second by Davis to send out RFP' s for advertising agencies. Motion
carried.
• Marilyn will present RFP for approval at March meeting.
LEGISLATIVE ISSUES
Marilyn reported that there is hope that Senator Hoof nan will add the Town Center to
turnback funding bill with the Alltel Arena.
HB 1250 is in committee to curb the health department authority to regulate smoking in
all restaurants.
TOUR
Commissioners will be scheduled for a tour of the Town Center at the end of the March
meeting.
There being no further business, the meeting was adjourned.

• ADVERTISING AND PROMOTION SERVICES
The City of Fayetteville, Arkansas, Advertising and Promotion Commission will receive
statements of qualifications for advertising and promotion services from advertising
agencies relating to, but not limited to the following areas:
1 . Tourism and Convention Development
2. Relocation Development
3 . City-wide Promotional Activities
The scope of work includes, but is not limited to the areas, which will contribute to
promotion of the above listed elements of economic development.
It is requested that ten (10) copies of the following information be submitted from
respondents:
1 . Qualifications
2. Experience
3 . Proposed method of doing work
4. Rate Structure
5 . Name, address, phone number and contact person
6. Three references including addresses telephone numbers and contact person's
• name.
7. Any other information or comments deemed necessary for the proper
evaluation of your work.
Selection of services in excess of $ 10,000 shall be based on the City of Fayetteville's
Professional Selection Policy, as adopted June 27, 1990. A copy of the Professional
Selection Policy is available at the Fayetteville Chamber of Commerce.
The Selection Committee will be comprised of A & P Commissioners, City Purchasing
Agent (advisory non-voting), and Convention and Visitor Development Director
(advisory non-voting).
Selection will be based on the following:
Qualifications — 25%
Experience and competence — 10%
Past performance — 10%
Proposed method of doing work — 25%
Cost and pricing estimate — 15%

Denise Benbenek will join the staff of the Fayetteville Chamber of Commerce as Town Center
Sales Manager on March 26. She will be responsible for advertising and promoting Fayetteville
and the Town Center/Exhibit Hall to various groups for meetings and events. Her primary duties
will be selling space and booking meetings in the Fayetteville Town Center.
• Bembenek has most recently been with Staffmark as a Marketing Assistant. She was
previously with CUNA Mutual Group — Southwest Marketing Division in Dallas, Texas, for six
years working as a marketing support specialist, dealing in event planning and meeting
coordination, communications, public relations and relationship management.
She grew up in Carrolton, Texas graduating with Honors from Newman Smith High
School. Bembenek attended Texas Tech University where she was staff writer and copy editor
for "The University Daily", the campus newspaper. She earned a Bachelor of Arts and
humanities degree from the University of Texas at Dallas, with a major in literary studies.
Bembenek is a member of the Texas Credit Union Marketing Council and the American
Marketing Association. She and her husband live in Fayetteville and have one daughter and
three sons.

Benefit of ServSafe Essentials Program for the Local Community
ServSafe is a cooperative project through the Arkansas Department of Health,
County Cooperative Extension Services, and the Arkansas Hospitality Association.
The ServSafe program has become and industry standard in food safety training
and is accepted in United States jurisdictions. The Servsafe program provides
accurate, up to date information for all levels of employees on all aspects of food
handling.
Fayetteville is the cultural center of Northwest Arkansas. It has been a leader in
public health protection in food safety standards as well as other public health
issues. The Hepatitis A outbreak showed how Fayetteville restaurants were
concerned about public health by providing the Hepatitis A vaccine to their
employees. This is just one example of Fayetteville' s innovative spirit.
• The Health Department would like the local A& P Association to help in making
ServSafe available to all Fayetteville restaurants for the purpose of making the
Fayetteville community

RE: A&P Commissioners appointment for ratification by City Council
Arkansas law 16- 75-605 (1)(d) Vacancies on the commission, whether resulting from
expiration of a regular term or otherwise, in any of the four tourism industry positions
provided for in subdivision (a) (1) or in the at-large position provided for in subdivision
(a) (3) shall be filled by an appointment made by the remaining members of the
• commission, with the approval of the governing body of the city.
At a meeting on March 12, 2001 , the Advertising and Promotion Commissioners
considered vacancies on the Commission and recommend reappointing the following:
Curtis Shipley — Public at Large position for term expiring 4/1/05
Ching Mong — Manager of Quality Inn for term expiring 4/1/05
The Commission respectfully requests approval of the above appointments at the next
City Council meeting. Their applications are attached.
In addition, the Commission has an additional vacancy (a term expiring 4/1/01 for an
owner or manager of a hotel, motel or restaurant). This is due to the fact that Alex Jerde
is not longer the general manager of the Hilton Fayetteville. I am requesting that you
advertise the vacancy for this position.
