PRESENT: Curtis Shipley, Joe Fennel, Fred Hanna, Carl Maguire, Jim Waselues, Kit Williams, and
Marilyn Snapp
ABSENT: Alex Jerde
A special meeting of the Advertising and Promotion Commission was called to order at the Fayetteville
Chamber of Commerce at 4:00 p.m. by Chairman Joe Fennel.
Fennel asked for reconsideration of Town Center contract with Wittenburg, Delony and Davidson
For final phase drawings on Town Center. He said, "Commission should be fiscally responsible with bond
money and that he had questions which made it uncomfortable about proceeding quicker. Those questions
included confusion about Bradberry's property so that Bradberry, the city and the Commission were
satisfied. The Commission has done a lot of work and it is a major project which will rejuvenate
downtown Fayetteville.
It will take the cooperation of the city, citizens, and the A & P Commission. The public is
confused about the Civic room which we can't legally build because of state law. Legal questions need
answering. The parking was promised with the project and alterations have been made.
This is a project for the future. The A & P has its dollars on the table. If the city jumps on board,
the citizens can get all that they have asked for. But all need to go together for dreams and hopes to
become reality. If they don't, we'll shortchange ourselves. All concerns must be met or we don't need to
• build the Town Center."
Williams said we need a formal motion to reconsider.
Richard Alderman told Commission they need to decide when they're comfortable. He needs for
them to tell him how to proceed. A & P can deliver everything they promised but the city can strengthen
the project and give citizens the enhancements they desire.
Shipley said he has the same concern since the meeting as Fennel. A & P has all their money on
the table. That bothers him since Commission may need more money to sell Fayetteville, because of
regional airport and to help local groups. If the city doesn't want to participate, the Commission should go
ahead without their participation. He is in favor of calling everything to a halt until we can do so.
MOVED by Shipley, second by Williams to reconsider the architectural contract to proceed.
Shipley said this is an opportunity to catch our breath, see if we can get the help of the city council
and get the Bradberry issue worked through by taking the prudent approach.
Hanna said things have painfully slow so far. He appreciated the time the A & P Commission has
put into the project. He feels like the city council is not working with them. Parking is as important to the
project as the Town Center is itself. Bradberry original discussion was for access from the Square. Mr.
Bradberry has been very cooperative. The project has evolved to plaza with parking below. We can build
what we promised and we shouldn't put it in the can. Downtown Parking Improvement District should be
on board and help us with this.
Shipley said all of those ideas need to be addressed. Good move in his opinion. If the city can't
help, we need to know that.
• Alderman offered the suggestion to have a joint meeting between the A & P Commission and the
city council to focus on issues, and have a dialogue to get it out on the table.
• Williams said this is a good civic project and he didn't get the feeling that the city wanted to put in any
money. They are reasonable people on the council.
Motion carried.
Shipley moved, Williams seconded to postpone proceeding with detailed design of
architectural contract for Town Center. Motion carried.
Williams presented a statement asking that the Commission consider looking at the site on Center
Street behind the Campbell Bell building for Town Center.
Shipley said he wouldn't mind looking at the site but that parking was essential and he did not
know what affect the loss of Center Street parking would be. The Southside lot was the least used so it was
the most attractive. He would have to be convinced of going to the Campbell Bell site.
Alderman asked what could be done next to keep the project going.
Shipley said he needed to evaluate where we are. Council needs to thoroughly understand that we
will be dead broke when this is put up.
Set a meeting for April 27d' to address issues. Fennel said part of the discussion should be what
we can do with the funds to clarify confusion on street.
Change meeting on 27" to Committee of Whole meeting. Notify fund requesters that no decision
will be made on requests until this issue is resolved.

• RESOLUTION
(proposed by Alderman Kit Williams)
WHEREAS, when the Fayetteville Advertising and Promotion
Commission chose the current proposed site for the Fayetteville Town Center,
the location on the South side of the Fayetteville Square was selected in part to
revitalize and enhance the South side of the Square, and
WHEREAS, the owner of the remaining property on the South side of the
Square now contends the proposed Plaza linking the Square to the Town Center
will severely damage the economic vitality and value of his buildings next to the
Plaza and Town Center, and
WHEREAS, during the years since selection of the South side of the
Square as the proposed location, the building once occupied by Campbell Bell
has stood vacant and suffered such extensive water damage from leaking pipes
and roof that it may be unsalvageable, and
WHEREAS, the vacant and deteriorating Campbell Bell building
continues to damage the economic and scenic quality of the Square, and
• WHEREAS, the West side of the Square would afford the same basic
dimensions as that available for the current proposed site with a beautiful view
of Old Main and better vehicular access; and
WHEREAS, the owner of property on the South side of the Square has
publicized his plans to build a seven story office tower in his parking lot on the
South side if the Plaza for the Town Center is not located there while the owners
of the Campbell Bell building have failed even to preserve or maintain their
building such that now the West side of the Square needs revitalization more
than the South side;
NOW THEREFORE, be it resolved that the Fayetteville Advertising and
Promotion Commission consider the changed conditions of the Fayetteville
Square and determine whether the best location of the Town Center would be on
the West side above the parking lot with the Plaza where the Campbell Bell
building now stands empty and decaying.
