MONTHLY REPORTS : MINUTES It was moved by Shipley , second by Jerde to approve the minutes of the January 12 meeting . Motion carried . FINANCIAL Ben Mayes presented the financial report for January . The • HMR collections were $ 82 , 157 , an increase of 11 . 31 * over January 1997 collections . January expenditures were $ 89 , 199 . Moved by Shipley , second by Jerde to approve the January financial report . Motion carried . ACTIVITY REPORT Marilyn Snapp presented convention/visitor activity for January . A copy of her report will be mailed to Commissioners . AGENCY REPORT Susan Stirewalt reported on advertising activity . She informed Commissioners about Fayetteville promotional packaging concept being developed . Twelve hotels are participating and restaurants will be contacted next . OLD BUSINESS : TOWN CENTER/ EXHIBIT HALL Richard Alderman presented results of public presentation . The following steps should follow : 1 ) A & P approve design plans 2 ) WDD needs soil boring tests done by an engineer 3 ) take the project to city council Following discussion by Commissioners , Shipley moved , second • by Williams 1 ) that an independent third party be hired to do cost estimates , 2 ) that an engineering study be done on soil borings , and 3 ) that items in public presentation be costed so that Commissioners can make choices / tradeoffs . A & P wants to make final decision within a month to send to the city council . Motion carried . NEW BUSINESS FUNDING REQUEST - AAAA STATE BASEBALL TOURNAMENT Moved by Shipley , second by Jerde to approve funding request for $ 2 , 000 for AAAA State Baseball Tournament . Motion carried . FUNDING REQUEST - H . A . W . K . ' S AAU BASKETBALL TOURNAMENT Moved by Jerde , second by Shipley to approve AAU Basketball Tournament request for $ 2 , 000 . Motion carried . Meetings Dear Alderman Williams: I am very interested in the actions of the A & P Commission , which has a fairly sizable budget and is currently sort of "in control' of the direction of the Town Center. I believe having meetings prior to 5: 30 p.m. , or even 6:00 p. m. , eliminates participation by people who might otherwise be interested enough to attend . • Even as a private practitioner, I do not like to take out the middle of my day to deal with government issues. When meetings are scheduled during the day, I usually just get mad . Then , when I decide to get involved I have to expend a whole lot more energy and time fighting an issue. I would request, as an Alderman , you request the A & P Commission commence meetings preferably after 6:00 p. m . I do not think such a request is too much to ask of a part-time commission saddled with trying to spend millions of taxpayer dollars. I am interested in the Town Center, the cost involved with the Town Center, and suspect I will have additional input before the footing is dug . I would like to discuss some of these issues and give some input during the planning stages, but it is unreasonable that the commission ask me to attend meetings during the middle of the day or at locations other than public facilities. Your considerations of this request would be appreciated . If you would like to distribute the letter to other A & P Commission members, that is fine. I am sending a copy of the letter to the Mayor. I . , A. 501 . 442 - 9386 February 18, 1998 Re: Town Center Dear Marilyn, I'd like to thank the A & P Commission for taking the time to develop the Town Center project for the city of Fayetteville. I know that this type of endeavor takes a lot of energy and time So far the commission has done an excellent job moving the process along and I think the building is evolving handsomely. I voted "yes" for this project and look forward to enjoying the welcomed addition to the square. However , I do have a .few concerns about the design I believe should be discussed before presenting the center to the city council. • The following are unresolved issues raised by members of the community at the September workshop: 1 . Frame southern view from the plaza; maintain mountain view from Square ; Physically open the lobby ( to serve as a connector not separator- to be viewed through, not at ) 2. Better connection to adjacent streets- East and Block- a pedestrian connection 3. Make Rock Street architecturally inviting 4. Include some artistic elements such as a fountain or sculpture 5. Eliminate South/West outside deck- less glass 6. Utilize passive design features . 7. Hide ,parking garage 8. Not another ugly parking deck 9. Use materials common to the square- brick , stone 10. Green building- ie sustainable products or recycled ones like used brick Here are some observations and questions I have about the current model and plans: 1 . How will the decks be designed so that they will not be a hot spot in the summer? Are all these decks really necessary? 2. The curved roof - I doubt that this roof can be seen from street level. Wouldn't it be more economical to do something special to the ceiling of the lobby? 3. What is the space between the Town Center and the existing building on the West? Is it a • walkway? Is it an alley? 4. Why is there no entry to the Plaza from the West or East? e � . 5. Is the lobby large enough to accommodate all the needs of different types of exhibitions, ie registrations, promotions,etc. 6. What is the purpose of the tower? If it is suppose to serve as a landmark , I think it's too small. You won't be able to see it from East, Rock, and Block Streets. The only opportunity you will have to see it is from the plaza in front to the building. Perhaps this money would be better spent in a more modest entry with a sculpture in the Plaza. 7. Will the Plaza get any direct sunlight during the day? It does face North. 8. Is it really possible for the exhibition hall to function for exhibits and for gala dinners? I understand the physical needs for each are quite different. Is it time to talk to an acoustical engineer to find out how this could be accomplished and how much it would cost? 9. Rough- faced concrete block doesn't look like stone. 10. The parking garage looks like a parking garage. Unfortunately, parking garages do little to enhance the streets they border. It was a disappointment to find out retail and office space has been eliminated from these edges.This would have transformed East and Block into active streets. Perhaps the city has some uses for spaces along the garage like a tourist center. 11 . Check the numbers- I was delighted to see the commission is going to hire someone to do a cost estimate. 12. It seems like this would be a good time to review these plans with the Downtown / Dickson Enhancement Project. They have developed a streetscape plan for the area. Wouldn't it be to everyone's advantage to coordinate these two projects? • 1 know everyone is anxious to get this project on to the construction phase. It might be wiser at this point to slow down and analyze each element of the building, even if it pushes the construction date back.
