MONTHLY REPORTS : MINUTES It was moved by Shipley , second : by Hanna to approve the minutes of the August 11 meeting . Motion carried . FINANCIAL Ben Mayes presented the financial report for August . The HMR collections were $ 84 , 099 , an increase of 6 . 938 from August 1996 collections . Total collections year to date are • $ 647 , 287 , a 4 . 31 % increase . August expenditures were $ 39 , 110 . Moved by Shipley , second by Fennel to approve the August financial report . Motion carried . ACTIVITY REPORT Marilyn Snapp reported on bids for U . S . Junior Swimming Championship and National State Teachers of the Year for 1999 conventions . Master Gardeners state meeting will be here in October . Good Sam Samboree will also return this October . Marilyn Snapp presented the August activities of Convention Visitor Development . Moved by Waselues , second by Shipley to approve the Convention Visitor , Director report . Motion carried . AGENCY REPORT Susan Stirewalt discussed the Arkansas Parks and Tourism marketing meeting in Fort Smith . State tourism inquiries are down 3 . 5 % . Mississippi and Missouri are down and Texas is down over 90 , 000 inquiries . Southern Living inquiries are down 48 . Total is down 15 % from 1995 . This can somewhat be • attributed to internet . We need to address internet inquiries which provide more immediacy of information to potential visitors . • Discussion on the feasibility of taking advantage of internet as a joint venture with restaurants . Moved by Shipley , second by Waselues to approve the agency report . Motion carried . OLD BUSINESS : TOWN CENTER/ EXHIBIT HALL ELECTION Richard Alderman discussed the public input design meeting on September 9 . Summary is attached . He also discussed a schedule of construction . Attached . Hanna moved the resolution to authorize WDD to proceed with survey of the land . NEW BUSINESS : TIME AND PLACE OF COMMISSION MEETINGS Moved by Williams to change meeting place to city administration building , second by Shipley . Motion carried . ARKANSAS STATE CROSS COUNTRY CHAMPIONSHIPS • Dick Johnson requested up to $ 2 , 000 to cover related expenses for hosting the Arkansas state high school Cross Country Championships in Fayetteville . Moved by Shipley , second by Hanna to approve funds . Motion carried . MISCELLANEOUS : The A & P Commission will meet as a committee of the whole to consider funding requests for 1998 . There being no further business , the meeting was adjourned . Ben Mayes explained City Advertising and Promotion Commission Fund and 1998 Schedule of Resources Available . Presentations were heard from ` the following : ARKANSAS . AIR MUSEUM - John Kalagias requested $ 40 , 000 . SQUARE GARDENS - Susan Ferrell requested $ 20 , 000 . • TROLLEY PROGRAM - Ben Mayes requested $ 40 , 000 . UA MUSEUM - Johnnie Gentry was unable to be present . Request is for $ 5 , 724 for brochures . FAYETTEVILLE PUBLIC LIBRARY - David Malone , Mary Jo Godfrey , Melanie Stockdell , and Lanear Hartsell requested $ 32 , 522 . 20 for 1910 U . S . Federal Census . Hanna recommended funding all requests , second by Williams . Motion carried . Commissioners requested that the proposed budget worksheet be redone for meeting . . It was suggested that a panel be designed as a general Fayetteville panel for brochure requests to cross promote things to do in Fayetteville . The facility is open seven days a week and is unique to this area. Since opening its doors it has gone from a part time to a full time museum. Attendance has grown to 20,000 people per year. We have been tracking visitors who are • seeking information only, and it shows we need to add 20% to the 20,000 figure. The Information Center is more visible and more tourists are stopping. When the A & P commission supports the Information Center it also gets the Air Museum as a tourist attraction. Because of your support we have brought to Fayetteville many touring aircraft such as a Boeing B-29, and B- 17 as well as the P-51 Mustang, B-24 and the C46. The New Standard Bi Plane has visited four years in a row and has drawn goods crowds each year. Air Fest has grown to a two day event. The Arkansas Air Museum has become a well know museum throughout the region. The possibility of a broader scope for the museum holds a bright future for this facility, airport and city. We are requesting that $40,000 continue to be budgeted to the Arkansas Air Museum and Tourist Information Center. This amount will enable us to continue to bring to Fayetteville special events as well as advertise this attraction for local and touring visitors. School, on Highway 71 South at Drake Field in Fayetteville, Arkansas. 6) The Arkansas Air Museum has operated for eleven years. We are open seven days a week. The hangar was built in 1944 for the War Training Service. Three training programs were in operation during World War II. Over 3,000 pilots trained here during the war years. The museum has documented the history of Aviation in Fayetteville. One of the first commuter airlines in the USA operated here at Drake Field. The Arkansas Air Museums' more modem type aircraft continues to bring new interest. The library is available for research. A fine collection of aviation books, periodicals, manuals as well as aviation videos is housed here. The Raymond J. Ellis collection is under our care. About one hundred boxes contain the story of aviation and transportation in Northwest Arkansas, including the impact aviation has had on business. . 7) Our attendance is holding steady. Approximately 5,000 people have used the Visitor Information Center, bringing the total to 25,000. Our visitors are from many areas of the country and more and more are from overseas. Tourism accounts for 65% of our visitors. The Information Center as been very beneficial to the visitors as they travel or come into the area. 8) The Air Museum enjoys an excellent reputation and is well known throughout the • area. Our Web page has 30 plus pages of information and is getting more attention every month. Touring aircraft are beginning to call us about visiting Fayetteville. A November visit from the B-17 is in the works. Many of the tourist related business community has had very good things to say about the Air Museum. 9) The Director has been active in area schools lecturing on aviation history and has been invited back to teach another Elder Hostel at the Continuing Education Center. Civic clubs have also been on the Director' s list. 10) The media has been very interested in the Air Museum and its impact to the area. Newspaper articles are present and visible. Television coverage has made the Air Museum visible and recognized. The fact that this unique museum is located here in Fayetteville is never overlooked. 11 ) Our budget for 1996 is enclosed. The Aviation Preservation Foundation has been incorporated. The Foundation will be tasked with funding the museum. The Museum Board of Directors has agreed in principle to expand the scope of the museum to include all the forms of transportation. A good deal of information will be in the news as this develops. A new color brochure is being designed. Targeted advertisements will continue to promote the Air Museum. Touring aircraft will continue to draw visitors. These projects must be funded. Ridership figures for the trolley have continued to grow throughout 1997 as compared to 1996. We anticipate its acceptance will continue to grow, especially as a tourist promotion. Currently the trolley operates from 9:30 a.m. to 4:30 p.m. Monday-Friday and 9:30 a.m . to 1 :30 p. m. on Saturdays. The average monthly cost for operating the trolley is projected to remain at $3,333. This equates to approximately $40,000 per year. We are expecting to be able to maintain • operations with the current level of funding due to decreased maintenance costs associated with the two trolley buses which were used to operate the program during the past few years. The purchase of the new trolley in 1997 should serve to further enhance the operations of this program and further enhance ridership totals. We hope you will continue to support this program. Background and history The University Museum is a general museum with collections and exhibits in natural history, anthropology, and history. The collections began around 1873 as the result of scientific investigations by university faculty and students in biology and geology. The collections have since grown to nearly seven mission specimens and artifacts. The museum serves as a state repository for the cultural and natural heritage of Arkansas and the region. Themes of the regular and natural history exhibits center around geology and zoology. Anthropology exhibits cover archeology, Indians of Arkansas, and examples of cultural materials from other peoples of the world. History exhibits focus on the history of the university, northwest Arkansas, and the region as a whole. Special temporary exhibits on a variety of themes supplement and diversify the regular exhibit program. The museum prepares one-case traveling exhibitions for rotation from the museum to several other well secured locations in northwest Arkansas. The museum supports the teaching and research activities of the university. Collections are used to enhance classroom teaching in the natural and social sciences, art, and classics. Exhibits support student assignments in a variety of classes. Researchers from the University of Arkansas and other universities use the museum's collections and their associated documentation to develop significant scientific projects.
