MONTHLY REPORTS : MINUTES It was moved by Shipley , second by Williams to approve the minutes of the March 24 meeting . Motion carried . FINANCIAL Ben Mayes presented the financial report for March . The HMR collections were $ 76 , 808 , an increase of 5 . 918 over March 1996 collections . Total collections year to date are • $ 223 , 716 , a 2 . 738 . March expenditures were $ 35 , 402 . Moved by Shipley , second by Williams to approve the March financial report . Motion carried . ACTIVITY REPORT Marilyn Snapp presented the March activities of Convention Visitor Development and the first quarter report . Moved by Williams , second by Shipley to approve the Convention Visitor Director report . Motion carried . AGENCY REPORT Susan Stirewalt reported that inquiries had increased . The agency is redesigning the Fayetteville brochures and working on fall placement of advertising . Moved by Shipley , second by Williams to approve the agency -report . Motion carried . TROLLEY OPERATIONS REPORT Report was presented as an informational item . An increase in ridership can be seen . New trolley should arrive by next meeting . The U of A students have again asked for the • entertainment trolley which ran on weekends . Ben has asked them to submit a written request . OLD BUSINESS : REPORT OF AAAA STATE BASKETBALL TOURNAMENT Larry Biddle reported that they hosted 32 teams . It was a good tournament . Many athletes toured the U of A and Fayetteville . FUNDING REQUEST - MARCH MADNESS BASKETBALL TOURNAMENT Tournament attracted 24 teams with 1080 attendees . They are requesting $ 2 , 000 . Moved by Williams , second by Shipley to approve the request . Motion carried . NEW BUSINESS : HOLIDAY HOOPS FUNDING REQUEST EXTENSION Larry Bittle requested that he be allowed to present a funding request for Holiday Hoops at the next A & P Commission meeting because they had been involved in the AAAA basketball tournament . Moved by Williams , second by Shipley to approve the request . Motion carried . EXHIBIT HALL/TOWN CENTER Two public hearing have been scheduled - April 16 at 5 : 00 • p . m . and April 22 at 7 : 00 p . m . Discussion followed on format of public hearing and method of taking public comments . Written comments as well as taped comments will be taken . MISCELLANEOUS : 1 . Alex Jerde invited Commissioners to come to Hilton to see 375 - 450 Wal -mart people in for 5 days . There being no further business , the meeting was adjourned . College-Suite A Fayetteville , AR 72703 Phone : 521 -6983 • May 6, 1997 I The Holiday Hoops Basketball Tournament is designed to bring standout high school teams together in competition , draw people to Fayetteville and increase awareness of Fayetteville through extensive publicity of the tournament. Profit generated from the event will be used for improvement to Fayetteville's athletic programs. The third Holiday Hoops tournament will take place December 11 , 12 and 13 at Walton Arena on the University of Arkansas campus. Last year's tournament again surpassed everyone's expectations. Quotes from participating coaches , players, recruiting services and media labeled the event highly successful , well run and equal to or better than many long standing high school invitational tournaments. The estimated attendance was 8- 10 ,000. Participating teams came from as far away as Houston , TX and Natchez, MS. The 1996 Holiday Hoops Tournament further positioned Fayetteville as a basketball mecca. It also drew attention to the " Lights of the Ozarks. " The teams, coaches and fans took home great memories of Fayetteville that will be shared with their friends and families. Key promotional areas will be : A. production of a brochure B. to expand the area of press coverage C. to advertise the tournament throughout the region (surrounding states). In 1996 we received an abundance of media coverage both locally and regionally (Tulsa, Little Rock, Missouri and Mississippi) . Recruiting services contributed to the tournament awareness with write ups in their newsletters. The opportunity is there to increase the coverage to a national level with the goal of the finals being broadcast by a sports network in the future. Funding request : $21 ,500 (same as 1995 and 1996) Use ' of funds : to advertise the tournament, produce brochures and implement the public relations aspects of promoting the tournament. 1997 budget and the revenue/expense report for 1996 are enclosed. You will see that revenue generated from the 1996 tournament, but we feel cash reserves of $ 100, 000 are needed to ensure the continuation of the tournament. NA MIke Huckabee GOVERNOR The responsibility for site selection and placement for the Arkansas Entertainers Hall of Fame was placed in the Department of Parks and Tourism Richard W. avies EXECUTIVE DIRECTOR by Act 255 of 1997 . The Hall of Fame project was first begun almost a decade ago. Inductees include Glen Campbell, Johnny Cash , Jimmy Driftwood , Al STATE PARKS, RECREATION Green , Randy Goodrum, Alan Ladd , Tracy Lawrence, Lum ' n' Abner (Chester •COMMISSION Lauck and Norris Goff) Patsy Montana, Art Porter, Sr. , Dick Powell, Charlie Rich , Danny Ford Mary Steenburgen , Harry Thomason and Billy Bob Thornton . There are many CHAIRMAN Jane Christenson others yet to be honored . The existing Hall of Fame Board will still be VICE-CHAIRMAN responsible for selecting inductees into the Hall of Fame and conducting an Bill Games Pollycre annual banquet, but selecting the actual site has now fallen to us. All fund Dan Dempsey balances have been transferred to Parks and Tourism for us to approve Jim Gaston expenditures. The present cash balance in the account is approximately Debra Hoak Billy Lindsey $278, 000. Donna Kay Matteson Montme McNulty I presented the situation to the State Parks, Recreation and Travel Billy St. James Ness Sechrest Commission at their April meeting . In general terms, the Commission decided to J.D. 'Bud' Shamburger set an amount of money aside to provide funding for the annual banquet, and Ovid SvAher Wode Williams induction ceremony and to use the rest to negotiate with a site in the state to provide a permanent home for the Hall of Fame. The idea would be for us to use DIVISION DIRECTORS: our funds to equip and decorate a room or building for the Hall, and for a local Larry Cafgilo ADMINISTRATION entity to assume maintenance and operational control of the facility as an Greg Butts attraction for the community open to the public on a regular basis. In return for STATE PARKS Joe David Rice the operation of the site, the Hall of Fame exhibit would then "belong" to the TOURISM community, not to the Department of Parks and Tourism. The decision on a NanClark GREAT RIVER ROD location would be based on the quality of the offer from the community along John L. Ferguson with the likelihood of success for the location to be a viable attraction for the Hall HISTORY COMMISSION vita Middleton of Fame. In my opinion , a substantial base of visitors in an area would be P ARKANSASBEAUTIFUL necessary. I doubt that a stand alone location would make it. If you have a location you think would be appropriate, and would be willing to assume the operation and maintenance of such a facility or room if we helped fund setting it up , please contact me by Wednesday, May 14, 1997. A full proposal is not necessary at this time, but I do need an idea of what area or building you would be considering . I will present the replies to the State Parks, Recreation and Travel Commission , and we'll go from there. Thank you for your time and interest. This is the largest girls youth tournament held in the state of Arkansas. The city of Fayetteville will receive back in this one weekend all that they have invested . Youth sports activities are profitable to cities and cities are becoming more aggressive in seeking these activities. Due to individuals' • personal endeavors on behalf of the city, Fayetteville has one of the premier youth sports activities in the state and in the region . Your support has helped us to continue to get this tournament in Fayetteville and with the completion of the new softball complex in Crystal Springs I think it is a real possibility that this area could host a World Tournament in the not to distant future. In addition to promoting Fayetteville, Northwest Arkansas, The University of Arkansas and the State of Arkansas. This will be the Fifth Annual Gary Hampton Memorial Tournament and interest in the tournament is as high as ever. The President of the Youth Division of the United States So-Pitch Softball Association visited our tournament this year, because the association is very excited about the "boom " of girls/youth softball in Arkansas and especially in the Northwest Arkansas area. It is prudent that we handle this tournament efficiently and that the girls come away with a positive experience. We are in line to get a World Tournament in the near future and how we handle ourselves in the NIT will have a definite impact on USSSA's decision making process. • Status: Non-Profit Period of Operation: May 30 to June 1 , 1997 Location of Event: Lake Fayetteville Softball Complex, Wilson Park and Asbell Softball Complex Team Participation: 18 and Under Majors & Recreational 16 and Under Majors & Recreational 14 and Under Majors & Recreational 12 and Under Majors & Recreational 10 and Under Majors & Recreational Expected Visitor Draw: • Surveys have shown with our youth girls, the average number of people traveling with a team, is 20. Most teams travel with an average of 15 girls per team, therefore totaling 35 people per team. That would bring approximately 2 , 100 (60 plus teams) people into the area for 2 to 3 days. Based on Chamber of Commerce figures (2100 x $ 129.00 x 2 = $541 , 800.00) that would bring approximately $550,000 of revenue into the Fayetteville area. In addition the city of Fayetteville receives the revenues from the concession stand at the Lake Fayetteville complex and it is not unreasonable to make $2,500 plus on that weekend just at the park. Fifty-five teams participated last year and we had severe rain delays and some teams dropped out. Last year these teams were drawn from other parts of Arkansas, Texas, Oklahoma and Missouri. And even after all the delays and the rain , the general consensus was that the teams loved playing in the area and wanted to come back. Media Coverage: All local newspapers, radio stations and TV stations will be notified. The local papers had extensive coverage for this year's tournament with full page pictorials and followup articles. Articles in the Sandbagger (USSSA's regional newspaper that covers New Mexico, Louisiana, Oklahoma, Texas and Arkansas); articles in the Slo-Pitch Game (USSSA's national newspaper that covers all the U .S. and 6 foreign countries) . Image: The area has a wonderful vacation setting , as well as the University of Arkansas and the quality of living in Fayetteville and Northwest Arkansas is equally wonderful. The girls that participate in these programs are truly the future of America. They have drive, initiative, ambition and are exceptional young women. NIT's merely showcase these young people as well as the Northwest Arkansas and Fayetteville area. Marketing Plan: The tournament was promoted at the National USSSA Meeting in Albuquerque, New Mexico. Information packets containing information about Fayetteville, the University of Arkansas and all tourist information about NW Arkansas will be sent out to all 50 states and 6 foreign countries. It will be sent out to all teams sanctioned in 1997 with USSSA. It is publicized in the Official USSSA Rule Book for 1997, as well as, the Slo-Pitch Game newspaper and the Sandbagger newspaper.
