at the Chamber of Commerce office .
MONTHLY REPORTS :
MINUTES
It was moved by Kaylor , second by Waselues to approve the
minutes of the January 13 meeting . Motion carried .
FINANCIAL
Ben Mayes presented the financial report for January .
The HMR collections were $ 73 , 809 , a decrease of - 3 . 828 from
January 1996 collections . January expenditures were $ 99 , 322 .
• Moved by Shipley , second by Kaylor to approve the January
financial report . Motion carried .
ACTIVITY REPORT
Marilyn Johnson presented the January activities of
Convention Visitor Development .
Moved by Kaylor , second by Waselues to approve the Convention
Visitor Director report . Motion carried .
AGENCY REPORT
Susan Stirewalt reported that the agency is in the middle of
late spring placement . Press release focusing on historical
aspects of Fayetteville has been sent to media . They are
working with Southern Living Destinations , a group travel
planner for an article . Planning meeting Will be held this
week to start design of 1997 brochure .
Moved by Jerde , second by Shipley to approve the agency
report . Motion carried .
TROLLEY OPERATIONS REPORT
Report was presented as an informational item . Ridership was
• up in December . New trolley will be delivered in late
spring .
• OLD BUSINESS :
AAAA BASKETBALL TOURNAMENT
Moved by Shipley , second by Waselues to release funds for
AAAA Basketball tournament with paid invoices presented after
payment . Motion carried .
NEW BUSINESS :
JOE MARTIN MEMORIAL STAGE RACE
Moved by Shipley , second by Waselues to fund request in
amount of $ 3 , 620 to pay for advertising and mailings for Joe
Martin Memorial Stage ( Bicycle ) race . Motion carried .
EXHIBIT HALL/TOWN CENTER
Commissioners discussed when to hold a public hearing on the
Town Center . Marilyn was asked to have Richard Alderman at
the next A & P meeting for an in depth discussion of the
parameters of the project and to get the Commission through
the issues .
Shipley indicated that if the Downtown Parking Improvement
District or the City would fund the parking portion of the
project , then the A & P would be in a position to continue
funding groups that come to town . He asked if there are
other alternatives for funding ?
• Mayor indicated that he would visit with the Downtown Parking
Improvement District Board to see if they can fund the
parking portion .
Ben Mayes read a letter from Bond Counsel regarding the
questions raised regarding the Parking Improvement District
and funding .
MISCELLANEOUS :
1 . Information and registration packets regarding the
Governor ' s Conference on Tourism which were distributed
with agenda packets were discussed . Marilyn will make
reservations for those who wish to attend .
2 . Steve Ward announced that Fayetteville . will be a pitstop
for the Great American Race on June 28 ,' 1997 . Thirty
classic antique race cars will stop in Fayetteville .
More detail will be available later .
There being no further business , the meeting was adjourned .

Purpose of the Tournament
The purpose of this tournament is to promote youth athletics in the Northwest Arkansas
area and have a premiere tournament for youth ages 10 to 12. In addition to promoting
Fayetteville, Northwest Arkansas, The University of Arkansas and the State of Arkansas.
The youth that participate in this tournament is truly the future of America. They have drive
• initiative, ambition and are exceptional young men and women. We want to keep them
focused in the right direction and teach them the team concept and ideals.

Background & History:
!st Annual Tournament - Spearheaded by Mike Conley, Olympic Gold Medalist ( 1992)

10 and Under AAU/BCI
• Anticipating thirty teams from Arkansas, Oklahoma, Missouri, and Kansas
(approximately 1 , 140 people for three days)

• The area has a wonderful vacation setting , as well as the University of Arkansas and the
quality of living in Fayetteville and Northwest Arkansas is equally wonderful. Mike Conley,
Olympic Gold Medalist from the 1992 Olympics, sponsors this event giving the city of
Fayetteville a great role model for these young athletes.
Marketing Plan:
Mailed out over three-hundred flyers with packets of information on Fayetteville to
participating teams. Advertised in the Kansas City Star, Arkansas Democrat Gazette,
Tulsa World, Commerical Appeal out of Memphis, Tennessee, and St. Louis Post
Dispatch.
Exposure in all area newspapers ad well as local television stations. KARK TV out of Little
Rock, KidCam.

• AGENCY REPORT
A & P COMMISSION MEETING
3/24/97
I. Decrease in advertising responses.
After analyzing the placement vs . the Jan. and Feb. responses we see
the following as contributing factors :
a) Home & Away received 502 responses from last years
Jan./Feb . placement. In 1997 we will not be running
until May/June due to Arkansas editorial.
b) In 1996 we had 5 placements in the first two months vs.
this year we had only 2. This is due to budget cut and
one pub postponing their issue.
In summary, we anticipate the responses will pick up due to heavy
placement in March and April.
H. GOVERNORS CONFERENCE REPORT
• A. Tourism Statewide .
Attached are copies of some of the research data presented by Parks &
Tourism. Generally statewide , visitors from out-of-state were up slightly
but in-state visitors decreased.
Parks & Tourism is currently involved in a three part research project to
identify the tourism strengths of the state and its regions , propose strategies
to compete with the neighboring states and suggested projects to implement
the strategies . The first phase has recently been completed. As was no
surprise , the main strength is the scenic beauty . The negative is the lack of
" attractions " . As was stressed , Arkansas will never have a Disneyland due
to the lack of a large metro area to support it but possibilities exist to
expand or package features as well as on-target marketing .
One of the goals for 1997 is to expand the tourism season . By promoting
outside of the traditional Surnmer/Fall time period this can be
accomplished . Marketing is now focused on the holiday period through the
"Trail of Lights " . Also in an effort to increase Spring tourism , March has
been touted as " Antique Month"
The other critical objective for 1997 is to keep Arkansans in the state. This
• too will be addressed through in-state media.
B . Northwest Arkansas and Washington County
Our area continues to be strong with the County out-performing some
regions . Detailed data is attached.
C. Other General Information
1 ) Lights of the Ozarks. One of the presentations was from Marshall
Texas Light Festival (the one George Smith started). I am
pleased to report that, in my opinion and the opinion of many
other attendees, Fayetteville is as good if not better. We just
haven't reached the national notoriety Marshall has . Beginning
immediately I will start making those contacts and work to
secure editorial coverage.
2) Targeting. In one of the research sessions some very
good points were made concerning how to, best communicate
to the potential tourist.
• a. Geographic. People in the North are not likely to respond to
just scenic beauty because they have close access to that.
However, they are interested in culture and historic
sites. When marketing to the South, especially Texas ,
the mountains , lakes and general scenery is a big draw.
b. Demographics. Due to the baby boomers retiring, Arkansas
has a great opportunity. It is believed by some, that the
boomers will seek "back to nature" for retirement
locations . But it is important not to wait 10 - 20 years
to start marketing to this target The average retiree
visits a destination approximately 3 times before
deciding to relocate there.
Summary
The media reports concerning tourism in Arkansas had a ring of doom and
gloom. My observation was more that the problems were being confronted
and a plan and strategy is the first step. A major concern, especially in
central and eastern Arkansas , is the gambling pulling Arkansans and our
potential tourists to the neighboring states . Instead of the grumbling of
years past about how and when Arkansas can have gambling , I heard more
about other states , such as Tennessee, that are growing in spite of not
• having gambling but because of the diversity they offer the visitor. I heard
talk about cross-promotion, holiday lighting festivals, week-end getaways .
I am even more enthused about the direction we are taking for Fayetteville.
Our strategies seem to be right on target. We will adjust the creative to
reflect the Northern and Southern tourist's interest. And will increase our
PR focus on the Lights of the Ozarks.
