CALL TO ORDER :
The meeting was called to order by Joe Fennel at 2 : 00 p . m .
at the Chamber of Commerce office .
Kit Williams was appointed by the Mayor to replace Woody
Bassett as commissioner . Williams ' nomination will be
subject to approval by the City Council at their next
meeting .
MONTHLY REPORTS :
MINUTES
It was moved by Shipley , second by Hanna to approve the
• minutes of the December 9 meeting . Motion carried .
FINANCIAL
Ben Mayes presented the financial report for December .
The HMR collections were $ 80 , 107 , an increase of 6 . 128 over
December 1995 collections . Year- to- date total is $ 956 , 093 , a
2 . 488 increase over 1995 . December expenditures were
$ 45 , 722 . Schedule of collections from 1977 indicated an
average increase from 1978 to 1996 of 9 . 658 .

ACTIVITY REPORT
Marilyn Johnson presented the Annual Report for Convention
Visitor Development .
Moved by Waselues , second by Hanna to approve the Convention
Visitor Report . Motion carried .
AGENCY REPORT
Susan Stirewalt reported that the agency has been
implementing placements approved last month by the A & P
Commission . She presented ads placed for first quarter .
They will continue to use map to show location of
• Fayetteville in relation to Branson and Eureka Springs ; new
themeline will be Fayetteville - any way you want it ; spring
ads will highlight historical tourism ;

TROLLEY OPERATIONS REPORT
Report was presented as an informational item . Ridership was
up 24 1 / 2 % over 1995 . New trolley will be delivered in late
spring .
OLD BUSINESS :
BUDGET ROLLFORWARDS
Moved by Hanna , second by Shipley to approve the following
budget rollforwards : public notification ( $ 2 , 458 ) , new
brochures ( $ 10 , 156 ) and landscape materials ( $ 8 , 588 ) . Motion
carried .
NEW BUSINESS :
UNDERWRITER SELECTION
Moved by Shipley , second by Hanna to request City Council to
approve a letter of engagement of services for bond
underwriting for Llama Co . to be lead underwriter with
Stephens to serve as co -underwriter . Motion carried .
• MISCELLANEOUS :
Shipley requested information regarding attendance at Lights
of the Ozarks . No figures are available ; however the Mayor ' s
Office and Chamber of Commerce received a lot of favorable
feedback . Suggestion was made to do counter early in fall of
traffic compared with December traffic on square to have an
idea of amount of traffic the Lights generate .
There being no further business , the meeting was adjourned .

The Fayetteville Whcelmen Cycling Team is very pleased to report that the 1996 Joe Martin
Memorial Stage Race was an unqualified success! The Advertising and Promotion Commission has been
a consistent source of support for the premier cycling event in Arkansas. Our past success is due in no
small part to the funds provided by the A&P Commission.
In 1996, the Race attracted participants from 26 States, three Canadian provinces and two
foreign countries. Total entrants numbered 282, a record! For 1997, we would again like to secure the
support and sponsorship of the Chamber. Our funding request for 1996 was $5,555.00.
We recognize that funds are facing ever higher requests and have become somewhat more
•, restricted. Accordingly, our plan of promotion for 1997 has been scaled back. Our total request is
$3,620.00.

JOE MARTIN MEMORIAL STAGE PUKE MSTORY
The 1997 edition of the Race will mark its twentieth
anniversary. The first race, held in 1978, was known as the
Fayetteville Spring Classic. Joe and Nancy Martin designed the
courses and directed the Races until Joe fell ill with cancer in
1988.
Due to the demanding nature of the courses, the Race
gained a well-earned reputation as one of the best cycling events
in the Central USA. By 1982 the Race had grown in stature to the
point that it was chosen as a qualifier for the Junior National
Team. Joe and Nancy worked hard to insure that a quality event
• was held.
I Joe's death in 1990 put the future of the Race in doubt. One
of the local bike shops tried to promote and direct the race in
conjunction with the Boston Mountain Cyclists (founded by Joe
Martin). In 1991 , Mark Bickford assumed direction of the Race
under the auspices of B. M.C. About 120 racers participated that
year and the improved quality of the organization event was
noticeable.
Beginning in 1993, Mark and the Fayetteville Wheelmen
Cycling Team inherited the promotion of the event from B.M.C.
With' a purse of $5,000.00 the Race attracted 266 cyclists from 14
states. The American Cancer Society was designated as
beneficiary of the proceeds from the Race and realized over
$2,000.00 in 1993.
The Olympic year of 1996 brought a new honor to the Joe
Martin Memorial Stage Race. For the first time, it became a part
of the National Points Series. 282 racers attended from 26
states, three Canadian provinces and two foreign countries (other
• than Canada). The total prize list was $13,000.001

In 1997 the plan is for the Race to be scaled back to the
former $6,000.00 prize list. This will not allow the event to be a
part of the National Points Series, but it will qualify as a Junior
Olympic Qualifier and the Regional Masters Championship.
