Adjourn • GROUP : ADVERTISING & PROMOTION COMMISSION DATE : April 8 , 1996 PRESENT : Joe Fennel Susan Stirewalt Curtis Shipley Marilyn Johnson Woody Bassett Ben Mayes Fred Hanna Richard Alderman Alex Jerde Jim Waselues Coy Kaylor ABSENT : None CALL TO ORDER : The meeting was called to order by Chairman Joe Fennel at 2 : 00 p . m , at the Chamber of Commerce office . MONTHLY REPORTS : MINUTES Correction to minutes of March 11 , 1996 - acceptance of preliminary findings report on Exhibit Hall /Town Center was seconded by Jerde . It was moved by Kaylor , second by Shipley that the minutes of the March 11 meeting be approved as corrected . Motion carried . FINANCIAL Ben Mayes presented the financial report for March . The HMR collections were $ 72 , 521 , an increase of 6 . 25 % from March 1995 collections . Year- to-date totals are $ 217 , 765 , a 1 . 65 % increase over 1995 . March expenditures were $ 40 , 544 . Moved by Shipley , second by Hanna to approve the March financial report . Motion carried . ACTIVITY REPORT Marilyn Johnson reviewed March activities of Convention Visitor Development . Total inquiry responses for March were down slightly . Activity included working with state basketball tournament bidding , tour groups , on premise consumption election , exhibit hall feasibility study , and opening of Guesthouse International . Marilyn attended the Governor ' s Conference on Tourism in West Memphis . Moved by Kaylor , second by Shipley to approve the Convention Visitor Report . Motion carried . AGENCY REPORT Susan Stirewalt presented agency report . Decrease in • inquiries was the result of Southern Living not placing the Arkansas insert in the Texas regional issue . This will be placed in the April issue . New newspaper ad has been downsized to 2 x 7 " , but will continue with bold graphics and • emphasize special event's . Moved by Hanna , second by Kaylor to approve the agency report . Motion carried . TROLLEY REPORT was distributed as an informational item . OLD BUSINESS : EXHIBIT HALL /TOWN CENTER Richard Alderman reviewed the three phases of the feasibility study : 1 ) the market study , 2 ) the building study , and 3 ) the market feasibility analysis . Report was distributed and Richard explained decisions which would need to be made in order for them to complete the study . The Commissioners will have a working session in the next two weeks . Marilyn will try and set up a working lunch for April 22 from noon - 2 : 00 p . m . or from 11 : 00 a . m . - 1 : 00P . m . NEW BUSINESS : FUNDING REQUESTS • 1 ) Washington County Historical Society - Request $ 121500 . Subcommittee recommendation $ 1 , 500 for brochure only . 2 ) Arkansas Music Festival - Request $ 2 , 000 . Subcommittee recommendation - None 3 ) Holiday Hoops - Request $ 21 , 500 . Subcommittee recommendation $ 15 , 000 4 ) AirFest ' 96 - Request $ 2 , 000 . Subcommittee recommendation $ 1 , 000 Motion by Shipley , second by Bassett to take subcommittee recommendations under advisement and vote on at a special meeting at working lunch in 2 weeks . FUNDING REQUESTS : After discussion regarding funding requests and policy regarding funding . Moved by Bassett , second by Jerde to grant the following funds for special projects : Arkansas Music Festival $ 2 , 000 • Air Fest ' 96 $ 1 , 000 Holiday Hoops $ 21 , 500 Washington County Historical Society $ 10 , 000 Motion carried . EXHIBIT HALL/TOWN CENTER : Richard Alderman led discussion regarding administration and management of the Exhibit Hall /Town Center . Steve Ward presented a management scheme for the Exhibit Hall /Town Center . The plan involved the A & P Commission contracting through the Chamber of Commerce for the Convention and Visitor Development Director to oversee a facilities / sales manager & 2 part time personnel , a secretary , and a maintenance person . The Exhibit Hall / Town Center will contract cleaning services . A copy of the management flow chart is attached . Shipley moved , Hanna seconded that the A & P Commission adopt the Fayetteville Town Center management scheme as proposed by Steve Ward . For financial feasibility study , Wittenberg , Delony & • Davidson will look at an 18 , 000 square foot facility with parking on three levels . Shipley and Fennel will talk to the Downtown Parking Authority regarding use of the Authority property and potential for them participating in building the parking . Hanna and Bassett will talk to Bradbury regarding connection to and through the Southside property . Fennel and Kaylor will meet with Richard Alderman to discuss food service area . There being no further business , the meeting was adjourned . This is the largest girls youth tournament held in the state of Arkansas and it has achieved this in just three years. The city of Fayetteville will receive back in this one weekend all that they have invested. Youth sports activities are profitable to cities and cities are • starting to become aggressive in seeking these activities. Due to individuals personal endeavors on behalf of the city, Fayetteville has one of the premier youth sports activities in the state and in the region. Your support has helped us to continue to get this tournament in Fayetteville and with the completion of the new softball complex in Crystal Springs I think it is a real possibility that this area could host a World Tournament in the not to distant future. In addition to promoting Fayetteville, Northwest Arkansas, The University of Arkansas and the State of Arkansas. This will be the Fourth Annual Gary Hampton Memorial Tournament and interest in the tournament is even higher than we had last year at this time. The President of the Youth Division of the United States So-Pitch Softball Association visited our tournament this year, because the association is very excited about the "boom" of girls/youth softball in Arkansas and especially in the Northwest Arkansas area. It is prudent that we handle this tournament efficiently and that the girls come away with a positive experience. We are in line to get a World Tournament in the near future and how we handle ourselves in the NIT will have a definite impact on USSSA's decision making process. • Status: Non-Profit Period of Operation: June 1 and 2, 1996 Location of Event: Lake Fayetteville Softball Complex, Wilson Park and Asbell Softball Complex Team Participation: 18 and Under Majors & Recreational 16 and Under Majors & Recreational 14 and Under Majors & Recreational 12 and Under Majors & Recreational 10 and Under Majors & Recreational • 4 Expected Visitor Draw: Surveys have shown with our youth girls, the average number of people traveling with a team, is 20. Most teams travel with an average of 13 girls per team, therefore totaling 33 people per team. That would bring approximately 2, 310 (70 plus teams) people into the area for 2 to 3 days. Based on Chamber of Commerce figures (2310 x $ 129.00 x 2 = $5953980. 00) that would bring approximately $600, 000 of revenue into the Fayetteville area. In addition the city of Fayetteville receives the revenues from the concession stand at the Lake Fayetteville complex and it is not unreasonable to make $2, 500 plus on that weekend just at the park. We expect 75 plus teams to participate in the tournament. Seventy-two teams participated last year and we had entries for more but the facilities were inadequate to handle that many teams so several had to be turned away. Last year these teams were drawn from other parts of Arkansas, Texas, Oklahoma and Missouri. The general consensus was that the teams loved playing in the area and wanted to come back. Media Coverage: All local newspapers, radio stations and TV stations will be notified. The local papers had extensive coverage for this year's tournament with full page pictorials and followup articles. • Articles in the Sandbagger ( USSSA's regional newspaper that covers New Mexico, Louisiana, Oklahoma, Texas and Arkansas); articles in the So-Pitch Game (USSSA's national newspaper that covers all the U. S . and 6 foreign countries). Image: The area has a wonderful vacation setting, as well as the University of Arkansas and the quality of living in Fayetteville and Northwest Arkansas is equally wonderful . The girls that participate in these programs are truly the future of America. They have drive, initiative, ambition and are exceptional young women. NIT'S merely showcase these young people as well as the Northwest Arkansas and Fayetteville area. Marketing Plan: The tournament was promoted at the National USSSA Meeting in Milwaukee, Wisconsin. Information packets containing information about Fayetteville, the University of Arkansas and all tourist information about NW Arkansas will be sent out to all 50 states and 6 foreign countries. It will be sent out to all teams sanctioned in 1996 with USSSA.
