CALL TO ORDER :
The meeting was called to order by Chairman Joe Fennel at
11 : 00 a . m . at the Chamber of Commerce office .
MONTHLY REPORTS :
MINUTES
It was moved by Shipley , second by Hanna that the minutes of
the February 12 meeting be approved . Motion carried .
FINANCIAL
Ben Mayes presented the financial report for February . The
HMR collections were $ 68 , 507 , a decrease of 3 . 57 % from
February 1995 collections . Bad weather is a probably cause
of the decrease . February expenditures were $ 30 , 122 .
Moved by Shipley , second by Kaylor to approve the February
financial report . Motion carried .
ACTIVITY REPORT
Marilyn Johnson reviewed February activities of Convention
Visitor Development . Total inquiry responses for February
were up 200 % Activity included working with tour groups and
monitoring of on premise consumption petition drive and
exhibit hall feasibility study .
Moved by Kaylor , second by Shipley to approve the Convention
Visitor Report . Motion carried .
AGENCY REPORT
Susan Stirewalt presented agency report . Rise in inquiries
usually results in a rise in the HMR tax in subsequent
months . Agency is in the middle of placement for Spring/
Summer . Agency will be attending Governor ' s Conference on
Tourism to meet with magazine representatives .
• Moved by Kaylor , second by Shipley to approve the agency
report . Motion carried .
TROLLEY REPORT was distributed as an informational item .
NEW BUSINESS :
SELECTION OF COMMISSIONER
Moved by Bassett , second by Shipley that Jim Waselues be
reappointed to a second term . Motion carried .
EXHIBIT HALL /TOWN CENTER
Richard Alderman ( Wittenburg , Delony , & Davidson ) and Dave
Moulder ( Coopers and Lybrand ) presented preliminary findings
on the Exhibit Hall /Town Center .

FUNDING PROPOSAL TO FAYETTEVILLE ADVERTISING AND PROMOTION COMMISSION
1 . Name of Organization: Washington County Historical Society, Inc. Tax ID # 71-0400895
2. Contact: Ann Sugg, President; (501 ) 521-2020; 509 W. Spring Street; Fayetteville, AR 72701
3. Purpose: For support and maintenance of the three historic properties owned and kept
open to the public by the society. The mission of the society is to present a living history through
the showing and the interpretation of the properties representing the eras of (1 ) Early statehood
(2) Cherokee Removal (3) Civil War. Dozens of volunteers are in the process of obtaining period
costumes to wear when giving guided tours to school children, tourists, and local citizens
throughout the year.
4. Period of Operation: May 1 , 1996 to April 30, 1997
• 5. Location: 118 E. Dickson Street, Fayetteville
6. Background and History: The Washington County Historical Society is the oldest local
history society in the state, having been founded in 1951 largely due to the efforts of Walter
Lemke, Tom Feathers and other local residents. Since the early 1950s we have
published a quarterly, Flashback which through the years has won numerous awards for
excellence. Our new publication is a newsletter format called Flashforward.. We sponsor a study
group for genealogists, called Questorians which meets monthly.
Special events sponsored by the Society are as follows:
April: Reenactment of the Civil War Battle of Fayetteville which gave
the corner of College and Dickson its name of 'Bloody Corner".
July: 4 Corners Ancestor Fair
August: Ice Cream Social

A recent edition of the Northwest Arkansas Times quoted noted historian David McCullough as
saying, "The fabric of our way of life is in jeopardy because we are losing our national memory."

3 . Purpose of Event: The following is the mission statement of the Arkansas Music Festival:
The Arkansas Music Festival is a University of Arkansas outreach
program providing educational and professional musical experiences
and performances for the community of Northwest Arkansas.
Funds generated from events will go toward operation of the event.

5 . Events will be located at the Walton Arts Center and the University of Arkansas.
6. Background and history :
The Arkansas Music Festival is modeled on the Music Festival of Arkansas which
has been in operation for 14 years as a non-profit arts organization. The ten day event will
offer eight concerts featuring orchestra, chamber, solo, and jazz venues. Outstanding
musicians will come from major music making centers around the country for the event's
duration.
This event has been recognized nationally as a "World Class Music Making Event"
and featured frequently on "Performance Today" and "America in Concert" on National
Public Radio. The Festival has received numerous awards including the National
Federation of Music Club' s award for dedication to American Music.
The AMF, 1996, although under new sponsorship, will continue the fourteen years
of artistic quality and involve more musicians than ever before with participation of a large
orchestra and choruses for a performance of Carl Orff's Carmina Burana. Carmina Burwia
is one of the most popular works in modern times and has been featured in numerous
movies and other mass media events.
7. Expected visitor draw: In the past members of the audience have come from the NW
Arkansas region, Western Oklahoma, SW Missouri, Kansas and Texas. Data for exact
• numbers is not available. We expect the new AMF to draw equally from those regions.

However, we are implementing a much more aggressive advertising campaign which
should expand number and size of region. A total of 3,500 is estimated for the eight events
as well as a visiting musician base of 80 to 100.
8. Image: the model, MFA, is very identifiable with an attractive feature unique to this area:
It is the only music festival concentrating on classically oriented music within the region.
9. Marketing Plan: Over 3,000 brochures have been mailed to all of the University and
college music departments in the U.S . Advertising has already been placed in five of the
nation 's most prestigious trade magazines for musicians. Ticket brochures are presently
being designed to blanket the Arkansas, Missouri, Oklahoma, Texas, and Kansas areas.
Newspaper, radio and television advertising, both paid and public service, will cover the
same region.
10. Anticipated media exposure: Newspaper, radio, and television coverage is being carefully
planned to include all aspects of the event. National exposure will occur through the
support of National Public Radio.
11 . Marketing budgets: Enclosed please find a complete budget for the AMF 1996. Note that
marketing and brochures total $8,000.

volunteers touring with the Constellation , offer partial

lives in Harlingen , Texas . He was a leading a•^e in WWII

• The Holiday Hoops Basketball Tournament is designed to bring standout
high school teams together in competition, draw people to Fayetteville and
increase awareness of Fayetteville through extensive publicity of the
tournament. Profits generated from the event will be used for improvements to
Fayetteville's athletic programs.
The second Holiday Hoops Tournament will take place December 12, 13
and 14 at Walton Arena on the University of Arkansas Campus.
The inaugural tournament surpassed everyone's expectations. Quotes
from participating coaches, players, recruiting services and media labeled the
event highly successful, well run and equal to or better than many long standing
high school invitational tournaments. The estimated attendance was 100000.
Participating teams came from as far away as Selma, Alabama bringing fans
with them.
The 1995 Holiday Hoops Tournament further positioned Fayetteville as a
basketball mecca. It also drew attention to the "Lights of the Ozarks."
The marketing plan for 1996 will expand upon the standards set by last
year's tournament. Key promotional areas will be :

A. production of a color brochure with photos
B. to expand the area of press coverage
C. to advertise the tournament throughout the region (surrounding
states).
In 1995 we received an abundance of media coverage both locally and
regionally (Tulsa, Little Rock, Searcy, Mississippi and Alabama) . Recruiting
services such as Bob Gibbons contributed to the tournament awareness with
write ups in their newsletters. The opportunity is there to increase the coverage
to a national levgl with the goal of the finals being broadcast by a sports network
in the future.
Funding request: $21 ,500 (same as 1995)
Use of funds : to advertise the tournament, produce brochures and implement
the public relations aspects of promoting the tournament.
1996 budget and the revenue/expense report for 1995 are enclosed.
You will see that revenue was generated from the 1995 tournament, but we feel
cash reserves of $100,000 are needed to ensure the continuation of the
tournament.
