CALL TO ORDER :
The meeting was called to order by Commissioner Coy Kaylor at
2 : 00 p . m . at the Chamber of Commerce office .
Shipley moved that Joe Fennel be elected chairman for 1996 ,
second by Bassett . Motion carried .
MONTHLY REPORTS :
MINUTES
It was moved by Shipley , second by Bassett that the minutes
of the November 20 meeting be approved . Motion carried .
FINANCIAL
Ben Mayes presented the financial report . HMR collections
•. for 1995 were $ 932 , 916 an increase of 7 . 708 over 1994
collections . 1995 expenditures $ 692 , 989 .
1995 Budget Rollforwards in the amount of $ 280 , 000 for Girls
Softball Fields , $ 2 , 100 for City Entranceway Enhancements ,
and $ 7 , 364 in Public Notification were presented to the A & P
Commission .
Moved by Shipley , second by Bassett to approve the financial
report and budget rollforwards . Motion carried .
ACTIVITY REPORT
Marilyn Johnson reviewed end of the year activities of
Convention Visitor Development . Inquiry responses for 1995
totaled 37 , 364 . Advertising inquiries increased over 1994 ;
however , relocation inquiries were down especially for the
fourth quarter . Annual report will be out next week to
Commissioners .
Motion by Shipley , second by Bassett to approve the
Convention Visitor Report . Motion carried .
AGENCY REPORT
Susan Stirewalt presented agency report . Advertising
responses were up 218 . The agency is continuing the creative
• campaign . She showed Trip South cover which featured Lights
� - of the Ozarks shot of the Fayetteville square .
Because of concern with coverage in the Arkansas Tour Guide ,
the agency is working with Cranford Johnson Robinson Woods
and the Parks and Tourism staff .
They are investigating placement in the Worldwide Web .
Motion by Shipley , second by Hanna to approve the Agency
report . Motion carried .
OLD BUSINESS :
LAKE FAYETTEVILLE
Marilyn reviewed the report of the work at Lake Fayetteville
for 1995 and the remaining work to be done with the $ 25 , 000
grant from the A & P Commission .
FAYETTEVILLE PUBLIC LIBRARY
David Malone presented the summary of requests for enhancing
the genealogical collection at the library to bring more
visitors here and to keep them here longer . Breakdown of the
request is as follows :
Year 1 - $ 26 , 360 . 25
Year 2 - $ 24 , 348 . 00
Year 3 - $ 25 , 232 . 25
Year 4 - $ 20 , 389 . 50
Motion by Hanna to fund grant schedule 1 in the amount of
$ 26 , 360 . 25 , second by Shipley. with additional year funding to
be voted on by A & P Commission in future years . Motion
carried .
NEW BUSINESS :
RENEWAL OF CONTRACT WITH CHAMBER OF COMMERCE
Shipley , second by Bassett to renew 5th option of 5 year
contract with Chamber of Commerce for administration of A & P
Commission . Motion carried .
FUNDING REQUEST FOR AAAA STATE BASKETBALL TOURNAMENT
Dick Johnson requested $ 2 , 000 for rental of Barnhill Arena
for use in the state basketball tournament February 29 -March
2 . This is preliminary to bid on the Overall State
Basketball Tournament . Bids will be awarded on January 10
for the AAAA Tournament . If Fayetteville does not receive
the bid , the funds will not be needed .
Motion by Shipley to fund the $ 2000 if the bid is awarded to
Fayetteville , second Bassett . Motion carried .
MISCELLANEOUS
Marilyn requested a decision regarding the Joe Martin
Memorial Stage Race request which she received for $ 5 , 555
because this is above the $ 2 , 000 limit to be reviewed at
regular commission meetings . If they wait until April for
the request , they will not be able to place advertisements
for the May race . Commission members agreed to hear request
at their February meeting .
There being no further business , the meeting was adjourned .

— ` "In 1996 the Olympics will again come to America, focusing more attention than
ever on sports such as cycling. For 1996, the Joe Martin Memorial Stage Race, will draw
more attention than ever, as it has been designated a National Point Series Race. Many of
--the same athletes with Olympic Trials ambitions will come to race in Fayetteville on the 4s'
and 5h of May, 1996.
- Tyson Racing and the Boston Mountain Cyclists have jointly arranged for a purse
of $ 12,000 for the 1996 Joe Martin Memorial. We would like to budget $5,000 for
promotion of the race this year and request that the A & P Commission consider our
enclosed application in this amount. Between 500 and 600 racers are anticipated. This
should result in approximately 1200 visitors to Fayetteville for the weekend of bicycle
racing.
As in the past proceeds from the race will benefit the American Cancer Society in
honor of Joe Martin. Joe was an avid cyclist and cancer victim.

PURPOSE : A benefit event for the Washington County
Chapter of the American Cancer Society. The
promotion of the sport of cycling in Northwest
Arkansas.
EVENT DATE: 4 and 5 May, 1996. Saturday and Sunday.
EXPECTED VISITORS: More than 500 racers with their families, friends,
coaches and supporters from all over the USA in
preparation for the Olympic Trials which occur
later in May. A total of over 1 ,000 out of town
guests are anticipated.
MEDIA EXPOSURE: .Public_service announcements are planned-on TV
and radio. Display ads will be taken out in three
national cycling publications. Direct mail flyers
will be sent to over 5000 licensed cyclists. Due
to its National Points Series status, the Race will
be featured in an article in USA Cycling.
IMAGE: The Joe Martin Memorial has become one of the
most respected regional races in the USA. The
City of Fayetteville has been a strong positive
• factor in this recognition.

MARKETING PLAN: We plan to have a more comprehensive ad
campaign than in the past. Our Velo News
ad will be larger than in the past.
Additionally, we would like to advertise in
two other cycling publications, USA Cycling
and Road Bike Action. We will be
conducting the most extensive mail campaign
yet and we plan to offer Fayetteville-oriented
tee shirts for the first time.
MARKETING BUDGET: As a non-profit organization, the team has
very. limited_f inding_and-cannot support the , _
ad campaign without the assistance of the A
& P Commission. Blackwood Martin and
Associates has been kind enough to develop
the ad for us to place in Velo News. The
Velo News ad space has been paid for out of
the team's general fund. This was necessary
to meet ad deadlines.

JOE MARTIN MEMORIAL STAGE RACE HISTORY
The Joe Martin Memorial Stage Race began in 1978 as the Fayetteville
Spring Classic. Joe Martin designed the courses that are still used today and
promoted the race as an early season focal point for the region . Along with
his wife Nancy, Joe held a first-class event. Due to the demanding nature of
the course, the Spring Classic quickly gained a reputation throughout the
country as one of the best races in the Central USA.
Starting in 1982 the race had grown in stature to the point that it was
chosen as a qualifier for the Junior National Team. Joe and Nancy worked
hard to insure that a quality, well run event was held.
In 1988 Joe became ill with cancer. He death from the disease in 1990
put the future of the race in immediate jeopardy. One of the local bike shops
tried to promote and direct the race along with the Boston Mountain Cyclists
club. In 1991 , Mark Bickford took over direction of the race under the
auspices of B.M.C. About 120 racers participated and expressed their
pleasure with the quality of the organization of the race.
Beginning in 1993 , Mark and the Fayetteville Wheelmen Cycling Team
inherited the promotion of the race from B .M.C. With a purse of $5,000, the
• race attracted 266 cyclists from 14 states. The American Cancer Society was
designated as beneficiary of the proceeds from the race and realized over
$2,000 in 1993 .
For the first time in this Olympic year of 1996, the Joe Martin
Memorial Stage Race will be a National Points Series Race. Taking place
three weeks prior to the Olympic Trials, the race is expected to attract in
excess of 500 racers and over 1 ,000 total visitors from a large portion of the
USA. As in recent years, the race is a Junior Olympic Qualifier Race and the
Masters Regional Road Race Championship.

Dear Marilyn:
Thanks so much for your letter regarding the use of the trolleys for the 4 Comers Ancestor Fair
in July. It is my understanding that there are no seat belts on the tourist trolleys, and we of the committee
just do not feel comfortable putting people on Highway 71 without benefit of seat belts. We really do
appreciate the offer, but I guess we will not be able to use them, as we feel the liability would be too great.
