Adjourn • GROUP : ADVERTISING 6 PROMOTION COMMISSION DATE : April 10 , 1995 PRESENT : Coy Kaylor Ben Mayes Jim Waselues Susan Stirewalt Joe Fennel Marilyn Johnson Woody Bassett Alex Jerde Linda McBride Fred Hanna ABSENT : None CALL TO ORDER : The meeting was called to order by Commissioner Coy Kaylor at 2 : 00 p . m . at the Chamber of Commerce . SELECTION OF COMMISSIONER : Moved by McBride , second by Waselues to reappoint Joe Fennel to fill a four year term expiring April 1 , 1999 . Motion carried . MONTHLY REPORTS : MINUTES • It was moved by McBride , second by Hanna that the minutes of the March meeting be approved . Motion carried . FINANCIAL Ben Mayes presented the financial report for March . HMR collections were $ 68 , 254 in March an increase of 6 . 148 over 1994 collections . Total year to date collections are $ 214 , 227 , an increase of 9 . 438 . March expenditures were $ 54 , 158 . Year to date expenditures $ 196 , 463 . Moved by Hanna , second by Fennel to approve the financial report . Motion carried . Moved by Fennel , second by Hanna to give check to Holiday Hoops in order for them to use that as seed money . Motion carried . ACTIVITY REPORT Marilyn Johnson reviewed March activities of Convention Visitor Development . 800 number calls received in March decreased with 564 calls received . Total inquiry responses • for March were 6 , 202 . Year to date inquiries received total 8 , 460 . Convention activity has involved working with Wal -Mart , Sons of Confederate Veterans , World War II Commemorative meeting , Sister City conference , and Vietnam Veterans of America . Fox Cable broadcast a local production nationwide from Fayetteville ( FX Cable Breakfasttime ) . A training seminar for those working at the new Northern Tourist Information Center was conducted . Tour groups from Diamond Tours were scheduled . A FAM tour from State Parks and Tourism was conducted . Motion by Fennel , second by Waselues to approve the Convention Visitor Report . Motion carried . AGENCY REPORT Susan Stirewalt reported on newspaper advertising which has been placed and will run 2 times . She presented information on the Northwest Arkansas Tourism Association publication which the A & P has subsidized for the last three years . No action was taken on the NATA proposal . Moved by McBride , second by Fennel to approve the agency report . Motion carried . OLD BUSINESS : ADVERTISING AGENCY SELECTION Moved by Fennel , second by Jerde to set a meeting at 1 : 00 p . m . on Monday , April 17 to choose an advertising agency based on the qualifications submitted . EXHIBIT HALL The Exhibit Hall subcommittee will meet following the A & P Agency selection on Monday . NEW BUSINESS : POSITION REGARDING ON-PREMISE CONSUMPTION PETITION DRIVE Commission will table until petitions are presented and election is set . SPECIAL PROJECT FUNDING 1 , Washington County Historical Society - $ 12 , 500 Moved by Hanna , second by Fennel to approve request . Motion carried . 2 . OZARTS - $ 12 , 800 No motion was made regarding the • • request . 3 . Square Gardens - $ 9 , 100 for water feature and commitment of rest of original funding ( $ 40 , 000 ) Moved by Hanna to grant $ 9 , 100 request and commitment of remaining funds , second by Bassett . Amendment by Fennel , second by McBride to match $ 1 for $ 1 up to $ 9 , 100 for water feature . Amendment failed ( for 3 , against 4 ) . Motion carried . ANNOUNCEMENTS : 1 . May 15 - Kickoff for the Danny Ford Tour on the Square at 8 : 00 a . m . 2 . May 13 - Tourism Day at the Air Museum , 3 . April 23 - 24 - Arkansas Hospitality Trade Show at the Holiday Inn in Springdale . Marilyn Johnson is the trade show chairman . There being no further business , the meeting was adjourned . Joe Fennel Ron Woods Woody Bassett Rusty Garrett Alex Jerde Linda McBride Fred Hanna ABSENT : None CALL TO ORDER : The meeting was called to order by Chairman Coy Kaylor AT 1 : 00 p . m . at the Chamber of Commerce . SELECTION OF ADVERTISING AGENCY : Selection procedures were reviewed by Peggy Best . Members of the selection committee voted on agencies per selection policy . Peggy Best tallied the ballots and announced that Blackwood/ Martin & Associates had received the most votes . Marilyn Johnson will negotiate contract with Blackwood/Martin & Associates . If it is not possible to reach an agreement , she will then negotiate with Kirkpatrick Williams Gurley and Associates . i EXHIBIT HALL : Evaluation of three sites previously selected by the sub- committee were reviewed . Those sites were 1 ) Meadow- Spring/ Block Street site 2 ) Parking Deck 3 ) Block- East / Rock Street site Bassett said he was convinced that we need an exhibit hall and that the location on the Southside will make it look better . However , he wanted to make sure that they do it without a tax increase and include in the plans plenty of parking . Members of the business community have told him that there is no place in Fayetteville to have dinners for ® 1 , 000 for reunions , etc . He favors the Rock Street site . Fennel asked how the Rock Street location affects the exhibit hall . Jerde said transportation will be involved but that the catering is o . k . and can be done . He said Wal -Mart , U A Reunions give us lots of business .. The expandability of the site is good . Hanna mentioned that the bank might sell us airspace on Rock Street . McBride favors the Spring & Block site . The Commissioners then reviewed the thumbnail sketches of advantages and disadvantages of all three sites . Mayor Hanna called Ed Bradberry and Mr . Bradberry indicated that he would work with the Commission in any way he can to tie the Exhibit Hall in with the Southside through connecting walkways , open space and doing anything to upgrade and help in the revitalization of the Square . The Mayor will take the plan to the Mayor ' s Institute on City Design in May at Georgia Tech to get some more detailed ideas . The Mayor will talk to the Council in agenda session to inform them and get permission to use the site for further study of an exhibit hall . There being no further business , the meeting was adjourned .
