New Commissioner Alex Jerde , general manager of the Fayetteville Hilton was introduced . MONTHLY REPORTS : MINUTES It was moved by McBride , second by Hanna that the minutes of the February meeting be approved . Motion carried . FINANCIAL Ben Mayes presented the financial report for February . HMR collections were $ 71 , 046 in February an increase of 17 . 658 over 1994 collections . Total year to date collections are $ 145 , 973 , an increase of 11 . 048 . February expenditures were $ 82 , 341 . Year to date expenditures $ 142 , 063 . Moved by Fennel , second by Waselues to approve the financial report . Motion carried . ACTIVITY REPORT Marilyn Johnson reviewed February activities of Convention Visitor Development . 800 number calls received in February continued to increase over 1994 with 742 calls received year- to-date . Total inquiry responses for February were 935 . Year to date inquiries received total 2 , 258 . Convention activity has involved working with GIS Conference , First Night Ozarks , Sister City Conference and commemorative events for World War II , College Theatre Festival , McDonald ' s , and Elderhostel . The American Archery Activities Association is seeking a site for a 3 -D shoot . Moved by Fennel , second by McBride to approve the Convention Visitor Report . Motion carried . • AGENCY REPORT Susan Stirewalt reported on initial positive results from Outside magazine placement . Two hundred and fifty responses have been received in the first two weeks out . Moved by Hanna , second by Bassett to approve the agency report . Motion carried . OLD BUSINESS : HOT AIR BALLOON Blackwood Martin recommended that a Hot Air Balloon sponsorship was not an efficient or effective vehicle to generate tourism inquiries . The balloon does not enable us to communicate Fayetteville ' s attributes , location , and events as well as the traditional media currently being used to generate quality responses . No motion was received following the presentation . EXHIBIT HALL Letters received by the Commissioners concerning downtown parking were discussed . All agreed that they were concerned about parking as well and that there was a misconception in the public that present parking areas were being considered and would not be replaced . A meeting was set for Tuesday after spring break at 9 : 00 am at the Chamber of Commerce . • NEW BUSINESS : PARKS AND RECREATION PROPOSAL FOR HMR TAX ADDITIONAL CENT Susan Driver , chairman of the Parks and Recreation Advisory Committee presented their proposal for pursuit of an additional HMR cent to be used solely for parks and recreation needs . She asked the A & P Commission to support and assist Fayetteville in getting ready for future park needs . Following discussion , Hanna moved to forward to the City Council that a 1 cent HMR tax to be used only for Parks be placed on the ballot . Second McBride . Motion carried . ADVERTISING AGENCY SELECTION CRITERIA Moved by McBride , second by Bassett to approve the RFQ concept and points for Advertising agency selection . Motion carried . A copy is attached . OTHER BUSINESS : Mayor Hanna notified the Commissioners that the National Cemetery is out of land and needs additional funds to keep the Cemetary open . The Cemetary brings a number of dollars • to Fayetteville . The federal government will continue to operate the Cemetery if there is land available . However , • they will probably move the operation to Ft . Smith when land is no longer available . He indicated that they will probably ask the Commission for money . Joe Fennel announced that six teams had been signed for the Holiday Hoops tournament with two additional slots left . There being no further business , the meeting was adjourned . Attached is information regarding on-premise consumption special election petition which is now circulating in Fayetteville . On-premise consumption , also called " liquor by the drink , " will eliminate the need for the purchase of a membership when a person enters a restaurant which serves distilled spirits . This will not eliminate the need for restaurants who wish to serve alcohol from obtaining proper permits from the state Alcohol Beverage Commission . It will only affect restaurants with seating capacity of 50 or more which serve at least one meal six days per week and full service hotels . It will not affect liquor stores , bars , or clubs . • It will not affect present closing and opening times of establishments within Fayetteville - those will remain the same . It will not affect Sunday sale and service of alcohol . Private clubs only will be able to sell alcohol on Sunday . Present state ABC regulations for private clubs are confusing and complicated for the customer and for the owners /managers . Enforcement of those laws affects the ability of restaurants and hotels to do business and antagonizes the customers . Restaurant and hotel owners /managers are seeking to bring this issue to a vote of the people to allow on-premise consumption . ON- PREMISE CONSUMPTION IN FAYETTEVILLE , ARKANSAS The General Assembly determines : 1 ) That the tourism and convention industries contribute substantially to the revenues of business enterprises in this state and that incomes from the tourist trade , conventions , and allied industries is essential to the continued well -being and prosperity of this state ; 2 ) That there is extreme competition among states throughout the nation for the tourist and convention business ' and 3 ) That all reasonable steps should be taken to retain , foster , and encourage this business and to create favorable competitive conditions therefore in this state . In order to encourage tourists and conventions . to come to Arkansas , it is essential that visitors to the state be provided accommodations , services , and facilities of a nature to which they are accustomed and competitive with those offered in other states and areas and especially states adjacent to Arkansas . Authorize the qualified electors of cities and counties in which the sale of alcoholic beverages is not prohibited by law to approve , by referendum election , the legal sale of alcoholic beverages for consumption on the premises of _. restaurants , hotels , and motels as defined herein . " Private club " means a nonprofit corporation organized and existing under the laws of this state , no part of the net revenues of which shall inure directly or indirectly to the benefit of any of its members or any other individual , except for the payment of bona fide expenses of the club ' s operations , conducted for some common recreational , social , patriotic , political , national , benevolent , athletic , or other nonprofit object or purpose other than the consumption of alcoholic beverages . The nonprofit corporation shall have been in existence for a period of not less than one ( 1 ) year before application for a permit , as hereinafter prescribed . At the time of application for the permit , the nonprofit corporation must have not less than 100 members regularly paying dues of not less than five dollars per member , and at the time of application , must own or lease or have an option to lease a building , property , or space therein for the reasonable comfort and accommodation of its members and their families and guest , and restrict the use of club facilities to such persons ; " Referendum election " means an election held as provided in this subchapter , at which the electors of a city or county shall vote on the question of authorizing , as provided herein , the sale of alcoholic beverages has not been • prohibited by a local option election held pursuant to the Initiated Act ; 3 - 9 - 206 Applicability - Purpose and effect of referendum election . a ) The provisions of this subchapter authorizing on-premise consumption shall be effective only in cities and counties , or portions thereof , in which the manufacture or sale of intoxicating liquor is not prohibited as a result of a local option election held pursuant to the Initiated Act , and in which the sale of alcoholic beverages for on-premises consumption has been approved by a majority vote at a referendum election as herein provided . b ) A favorable vote at a referendum election shall authorize on- premises consumption in licenses premises , - as provided in this subchapter , in only those areas of the city or county which are not dry areas . c ) ( 1 ) A referendum election held in a city shall be for the purpose of determining whether the sale of alcoholic beverages for on- premises consumption shall be authorized in the portions of the city in which the sale of alcoholic beverages is not otherwise prohibited by law . A referendum election may be called in a city by resolution adopted by a majority vote of the governing body of the city • or by petition filed with the city clerk signed by qualified electors of the city numbering not less than fifteen ( 158 ) of the votes cast in the city for the Office of Governor in the last preceding general election . { 12 , 382 votes cast in 94 election - 1858 signatures needed } The County Board of election commissioners shall fix the date of the election not less than 30 days nor more than 60 days from the date the election was called . . . Background and History : The Washington County Historical Society is the oldest local history society in the state , as well as the largest . It has members in all 50 states , as well as Canada and Puerto Rico . It was founded in 1951 by Walter J . Lemke and other r county residents who wished to preserve our valuable heritage . The Society publishes a well-known and highly regarded quarterly magazine FLASHBACK and has published more than 60 other books having to do with Washington County history . We own and maintain three historical properties in Fayetteville , open to tourists and regularly visted by groups of school child- ren : Headquarters House , Ridge House , and the Archibald Yell office . One of America ' s fastest growing hobbies is the study of gen- ealogy and our Society has done its part and more in encuraging this study and assisting persons from all over the country in . finding their forebears . We are the sponsors of the Questorians which meet monthly to learn techniques and sources for study of genealogy . Another of our satellite groups is the Four Corners Ancestor Fair which last year hosted more than 1 , 000 amateur genealogists . It is expected to attract an even larger group this year . PRESERVING THE PAST FOR THE FUTURE Advertising & Promotion Commission Proposal (page 2) Among the social events sponsored by the Society is the annual Ice Cream Social held on Headquarters House grounds the third Saturday in August , the Christmas Lights tour to display old- fashioned Christmas decorations in Headquarters House and the lighted grounds , the annual reenactment of the Battle of Fay- etteville on the grounds in April , and our annual meeting held the first Sunday in October at which one (or more ) Distinguished Citizen of Washington County is recognized . 7 . Projects for Which Funding is Needed : Removal of worn and unsightly carpet from Headquarters House , to be replaced by refinished oak floors and area rugs . Sanding and repainting Archibald Yell office . Old exterior wood is in bad condition and needs extensive sanding prepar- atory to primer coating and painting . Replacement of sewer from Headquarters House to Dickson Street . Plumber says pipe has collapsed and he is uncertain of how ex- tensive the damage is until he has excavated . Resodding and / or seeding of lawn to repair damage necessitated by sewer repair . • Planting and care of grounds of Headquarters House which are open to the public the year around . Replacement of old , rusted and unsightly chairs used for Ice Cream Social and other events at Headquarters House . Spray- ing and refinishing these chairs would cost more than replac- ing them with new lightweight plastic stacking chairs at a cost expected to be. about $ 1 , 800 . It is anticipated that the total costs for these projects , although detailed estimates are not yet available , will run about $ 12 , 500 , and it is that sum we request of the Fayetteville Advertising and Promotion Commission .
