CALL TO ORDER :
The meeting was called to order by Chairman Coy Kaylor at
2 : 00 p . m , at the Chamber of Commerce .
MONTHLY REPORTS :
MINUTES
It was moved by McBride , second by Bassett that the minutes
of the September and October meeting be approved . Motion
carried .
FINANCIAL
Ben Mayes presented the financial report for October . HMR
collections were $ 76 , 400 in October an increase of 12 . 83 %
over 1993 collections . Total year to date collections are
$ 715 , 063 , an increase of 18 . 71 % . October expenditures were
$ 58 , 184 . Major expenditures were for 3 month operations of
trolley . Year to date expenditures $ 779 , 204 .
Moved by Fennel , second by Bassett to approve the financial
report . Motion carried .
ACTIVITY REPORT
Marilyn Johnson reviewed October activities of Convention
Visitor Development . 800 number calls received in October.
totaled 1135 calls . Year -to -date calls totaled 7474 an
increase over 1993 calls of 5811 year- to -date . Total inquiry
responses for October were 2401 . Year to date inquiries
received total 29 , 002 .
Convention activity has involved working primarily with the
NCAA Cross Country meet . Assistance has been provided for
Lights of the Ozarks and the Square Gardens Committee .
University students were supervised on Make a Difference Day .
Dining and Lodging Guide has been updated and printed .
Moved by Fennel , second by McBride to approve the Convention
• Visitor Report . Motion carried .
AGENCY REPORT
Susan Stirewalt and Brad Ruth presented an evaluation of
advertising placed by the agency in 1994 and geographic and
demographic marketing strategy for 1995 spring campaign .
Active males 18 - 44 will be a test marketing group for the
Fayetteville in addition to the 50 + traveler and the family
traveler .
Moved by McBride to approve the agency report , second by
Fennel . Motion carried .
OLD BUSINESS :
APPROVAL OF 1995 BUDGET
After review of budget items , it was moved by McBride , second
by Hanna to approve the 1995 budget . Motion carried . A copy
of the approved budget is attached .
NEW BUSINESS :
NCAA CROSS COUNTRY ADVERTISING
A proposal to purchase advertising on NCAA Cross Country on
PRIME Network was presented . The show with 7 spots will air
5 times , 43 million audience each time . Moved by Fennel ,
second by Bassett to spend $ 10 , 000 to purchase advertising on
• the program . Motion carried .
LITTLE O ' OPREY
Proposal to assist Little 01 Oprey in the printing of a
brochure for $ 1 , 995 died for lack of a motion .
SQUARE GARDENS
A proposal was received from the Square Gardens Advisory
Board for $ 27 , 464 for sprinkler system replacement /upgrade ,
repair of rock retaining wall , long range master plan , and
replacement of plants and materials .
Moved by Bassett , second by McBride to fund this $ 27 , 464
request for improvements and management of the Square
Gardens . Motion carried .
Commissioners were encouraged to review the materials from
IACVB on convention/ exhibit data . Joe Fennel said the
commissioners should seriously look at the Hatfield property
and the parking garage as a potential location for an exhibit
hall .
There being no further business , the meeting was adjourned .

Dear Mrs . McBride :
The following comments and observations are in regard to the
property north of the Hilton Hotel in Fayetteville . These
observations are based on my
- site visit of November 22 , 1994 and
• are assessments made without the benefit of any engineering data
or .technical test results :
Additionally , these comments are in regard to the suitability of
this property for renovation into a civic center or convention
type facility , and deal with constructability-related issues
only .
Comments :
1 . The original structure was erected in or around 1947 and
contains approximately 13 , 000 square feet . An addition of
approximately 2500 square feet was built in 1952 , or
.._ . ._ thereabouts .
2 . There are two and ~perhaps three different floor elevations
contained in the structures .
3 . The building is a -load-bearing masonry and steel frame
structure with a clearspan truss-joist roof structure .
4 . The roof is a built-up type roof over an insulated deck . (We
were advised that a new roof was installed in 1990 over the
1947 ' structure only . )
5 . The side wall height is approximately 181 - 011 .
6 . There is minimal heating in the existing. - building and no
cooling or fire protection system . -

Positive Factors
1 . The buildings appear to be very sound structurally .
2 . There is no apparent water damage from either roof leaks or
infiltration through walls or around windows and doors .
3 . Both the steel_ frame members and the steel roof deck - appear
to be in good shape . There appears to be some light rust on
small areas of_ the _underside , of_.the . steel deck_. _ However ,
this seems very minimal .
4 . I observed no apparent signs of structural damage in walls
or floors due to the , age of the . structures or building
settlement .
Negative Factors
1 . The southwest corner of the property contains gasoline pumps
( probably with underground storage tanks ) . To add a
building to this area would require removal of concrete
drives , the pumps and the storage tanks . Also EPA
requirements would have to be met in regard to any
potentially contaminated soil , etc .
2 . The 1952structure has some plaster which in all likelihood
will contain asbestos fibers . . This would need to be
_analyzed and a determination made if removal is required .
3 . The load-bearing structure is sound but would constitute a
major expense if the entire area would need to be opened up .
-- ---�- . _ ..:Thisrprocessxwould .. entail providing. new_ structural . supports
( beams and columns ) where load-bearing walls were to be
removed .
4 . Multiple floor elevations would have to be resolved to open
�J up the entire space . This would mean bring in fill and
replace concrete slabs to achieve the same elevation in all
areas .
5 . Complete new electrical service would have to be installed .
6 . A tremendous amount of concrete cutting and handwork would
be required to install new plumbing systems .
• 7 . It appears that access to the site for delivery and
unloading of materials and equipment would be a problem for
the users of the facility . Also surface parking on the site
will be limited if not non-existent .
