Background : Ordinance 4765 amended Chapter 50: Garbage and Trash of the Code of Fayetteville to allow annually an automatic adjustment to the monthly residential trash fee equal to the consumer price index (CPI) as published by the United States Department of Labor. Discussion: Effective cost control measures have allowed staff to recommend that the annual rate adjustment for 2009 be waived. The Solid Waste Fund has sufficient reserves and no program expansions or facility improvements are planned for 2009 which would deplete the reserve fund. Sufficient reserves are in place for programmed additional equipment necessary to accommodate new development. The CPI-U U.S. City Average, All Items September 2008 level was 4.9 percent higher than in September 2007 . For a resident with a 64-gallon cart the increase scheduled would have been $0.65 per month. No adjustment will be necessary for 2009. In 2010, the automatic adjustment will again be evaluated.
