AN ORDINANCE TO AMEND §33 .018 PARKS AND RECREATION
ADVISORY BOARD OF THE CODE OF FAYETTEVILLE
WHEREAS, the Parks and Recreation Advisory Board makes long term plans and important
recommendations to the Fayetteville City Council concerning city-wide park development and use of the
over Two Million Dollars from the Parks HMR tax collected annually; and
WHEREAS, lengthening the terms from two years to three and increasing the membership from
8 members to 9 would be similar to the Planning Commission and allow three appointments to be made
annually by the City Council.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL BY THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1 : That the City Council of the City of Fayetteville, Arkansas hereby amends §33 .018
(A) Composition by repealing all of subsection ( 1 ) and enacting a replacement subsection ( 1 ) as shown
below:
"( 1 ) The Parks and Recreation Advisory Board shall be composed of
nine members

Subject: Ammendment to the Code of Fayetteville §33.018 Parks and
Recreation Advisory Board
RECOMMENDATION To ammend the Code of Fayetteville §33 .018 Parks and
Recreation Advisory Board by changing the Board from eight members to nine and
increasing the terms from two years to three.
BACKGROUND
Currently, the Parks and Recreation Advisory Board (PRAB) has eight board members
who serve two year terms with four positions being renewed each year. In reviewing the
terms and number of members of other City Council appointed commissions, boards and
committees, a combination of different terms and number of members depending on their
responsibilities was found. The Planning Commission, Environmental Concerns
Committee, and Arts Council all have nine members serving for three year terms. After
reviewing this issue, City Attorney Kit Williams recommended in addition to increasing
the terms to three years, the number of members should be increased to nine in the event
a tie needs to be broken by the PRAB Chair.
DISCUSSION
For the past several years, PRAB members have discussed it takes about two years to
fully understand the diverse responsibilities of the Parks and Recreation Division.
Changing the terms from two to three years would help provide them with the experience
needed to serve on this board. In addition, instead of possibly changing the composition
of half the board each year, there could potentially be only three members, or one third of
the members changed with having nine members. As the parks and recreation system
continues to grow, this would add more consistancy and also allow for more citizens to
be involved.
PRAB recommended changing the ordinance creating the Board to increase the board
members to nine and the terms to three years at their July 7, 2008 meeeting.
BUDGETIMPACT
There is no budget impact with this change.
