Background: Ordinance 4765 amended Chapter 50: Garbage and Trash of the Code of Fayetteville to allow annually an automatic adjustment to the monthly residential trash fee equal to the consumer price index (CPI) as published by the U.S. Department of Labor. Discussion: Effective cost control measures have allowed the staff to recommend that the annual rate adjustment for 2008 to be skipped. The Solid Waste Fund has sufficient reserves and no program expansions or facility improvements are planned for 2008 which would deplete the reserve fund. Sufficient reserves are in place for programmed additional equipment necessary to accommodate new development. The CPI-U US City Average, All Items since October 2006 has been +3 .5%. For a resident with the 64 gallon cart the increase scheduled would have been 50.47 per month. No adjustment will be necessary for 2008. In 2009, the automatic adjustment will again be evaluated. If an adjustment is unnecessary, a seconded deferral will be recommended to the City Council.
