HomeMy WebLinkAboutOrdinance 5033 ORDINANCE NO. 5033 AN ORDINANCE WAIVING THE REQUIREMENTS OF FORMAL COMPETITIVE BIDDING AND APPROVING THE PURCHASE AND INSTALLATION OF A PLYMOVANT VEHICLE EXHAUST REMOVAL SYSTEM FROM AIR CLEANING TECHNOLOGIES IN THE AMOUNT OF $495328.00 PLUS APPLICABLE TAXES FOR FIRE STATION #3 . WHEREAS, due to the fact that the Fire Department has installed Plymovant Vehicle Exhaust Removal Systems in four other Stations, and the City's difficulty in finding bidders for this highly specialized equipment, it is desirable that all of the vehicle exhaust removal systems be of the same manufacture. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1 . That the City Council of the City of Fayetteville, Arkansas hereby finds that such circumstances constitute an exceptional situation where competitive bidding is not feasible or practical, waives the requirements of formal competitive bidding for vehicle exhaust removal system, and approves a the purchase of a Plymovant Vehicle Exhaust Removal System from Air Cleaning Technologies in the amount of $49,328.00 plus applicable taxes for Fire Station #3 . BACKGROUND In December 2003, the Fire Department installed a Plymovent vehicle engine exhaust removal system in fire stations 1, 2, 4 and 6. This equipment did go through the formal bid process in 2003. It was very difficult to find bidders for this product. This equipment will be needed in the newly constructed fire station #3 . DISCUSSION Since there was such difficulty finding a vendor for the Plymovent system as recently as 3 years ago, we will probably experience the same issues this time around. We would like to keep the equipment the same in all of the stations. BUDGET IMPACT The cost of the Plymovent system per a recent estimate submitted by the vendor is $49,328. The cost of this item is included in the budget for project 05006. ORDINANCE NO. BACKGROUND The Fire Department has installed the Generac generators in fire stations # l , 4, 6 and 7 . All of the maintenance on these generators is done by the city. The parts are also supplied by the city. By staying with the same line of product, we will be able to maintain standardization of equipment as well as avoid training on the maintenance of two different product lines. In December 2003 , the Fire Department installed a Plymovent vehicle engine exhaust removal system in fire stations 1 , 21 4 and 6 . This equipment did go through the formal bid process in 2003 . It was very difficult to find bidders for this product. This equipment will be needed in the newly constructed fire station #3 . DISCUSSION As recently as a few months ago, the city received bids for back up generators for another department . Generac did submit a bid, which was the lowest bid, for almost the same product that we are interested in Purchasing. Their bid was disqualified because it didn't meet the specifications as outlined in Bid 07-40. It does, however, meet the needs of our department. Since there was such difficulty finding a vendor for the Plymovent system as recently as 3 years ago, we will probably experience the same issues this time around. We would like to keep the equipment the same in all of the stations. BUDGET IMPACT The cost for the Generac generator per Bid 07-40 was $26,689. We are needing a 130kW instead of a 125kW which will increase the cost to $28,000. The cost of the Plymovent system per a recent estimate submitted by the vendor is $49, 328. The cost of both of these items is included in the budget for project 05006.
