Subject: Rezoning for West Side Annexation C- 1 (RZN 06-2399)
RECOMMENDATION
The Planning Commission recommended in favor of rezoning the subject property from
R-A, Residential Agricultural to C- 1 , Neighborhood Commercial, on approximately 3 .93
acres located located at the southeast and southwest comers of Hwy. 16 and Harmon
Road.
BACKGROUND
The subject property contains approximately 3 .93 acres and is located at the southeast
and southwest corners of Hwy. 16 and Harmon Road. The property is part of two
developments that were approved by Washington County prior to annexation. Westridge
subdivision surrounds the property on the southeast comer and has had final plat
approval . The City expects 46 single-family detached homes to be built in this
development. Somerset subdivision surrounds the property on the southwest corner and
has had preliminary plat approval. Washington County approved 87 lots. These
developments, combined with the existing residential developments in this area,
suggested the need for limited commercial development that would serve nearby
neighborhoods. The property to the north of the proposed commercial rezoning , is
undeveloped and agricultural/rural residential.
The Future Land Use Plan shows the subject property as Residential Neighborhood,
which is described as "almost exclusively residential in nature.. .but encourages
traditional neighborhood development that incorporates low-intensity non-residential
uses." C- 1 permitted uses are "designed to provide convenience goods and personal
services for persons living in the surrounding residential areas." These statements make
the proposed zoning consistent with the Future Land Use Plan.
DISCUSSION
This item was heard at the regular Planning Commission meeting on January 8, 2007 .
The Planning Commission voted 9-0-0 to recommend approval of this rezoning request to
the City Council.
