IN THE AMOUNT OF $855161 .00 FOR HARMONY POINTE AND COPPER CREEK PARKS. WHEREAS, GameTime by SouthWest Parks & Playgrounds, L.P. has approved the Parks & Recreation Division for a Fight Obesity Through Play Grant, in the form of a fifty percent (50 %) price reduction for playground equipment; and, e W WHEREAS, the equipment could not be obtained at this low a price through normal competitive bidding procedures; and, WHEREAS, the normal competitive bidding process would not allow the City to realize the savings of $72,299.00 to equip playgrounds at two new parks, and is therefore deemed unworkable, impractical and not feasible in this instance. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1 . BACKGROUND GameTime® playground manufacturer is offering a playground grant for public and private projects called Fight Obesity Through Play Grant Initiative. This grant does not award funding, but discounts 50 percent off the list price of a GameTime® PowerScape® Plus series playground. Freight and sales tax are extra. To qualify for a 50 percent matching grant, payment in full must accompany the order which must be shipped by December 31 , 2006. The City will either utilize a procurement card or check to purchase this equipment. Otherwise if not paid when placing the order, the matching grant is limited to 45 percent of the list price. DISCUSSION GameTime® has officially approved this grant for playgrounds at two new parks in Fayetteville pending the approval of City Council. (Please see the attached letter.) We have a GameTime® playground system that was installed at Red Oak Park in 2001 . It has proven to be a durable and popular playground. Acceptance of this grant would require approval of an ordinance waiving competitive bidding. We believe this is a unique opportunity for a significant savings in the purchase of playground equipment at two new undeveloped parks in our system, Harmony Pointe and Copper Creek Parks. Parks and Recreation will issue competitive bids for a contract to install the equipment and provide fall safe surfacing for the playgrounds in 2007. The cost of the selected playgrounds is $ 152,570 including tax and freight. With the 50 percent GameTime® Obesity Grant discount, there is a savings of $72,299. The total cost of the two playgrounds for the City is $85,162. (See attached itemized costs and playground designs for Harmony Pointe and Copper Creek Parks.) Two examples of other manufacturers' playgrounds demonstrating the distinct disparity in the size, number of features and play value for the cost, as compared to the GameTime® apparatus allowed through this grant are included in this packet. GameTime® is one of the major playground manufacturers in the country having been in business for seventy-seven years. They describe their product as very detailed in research.- engineering, esearch;engineering, design and accessibility. GameTime® attempts to design playgrounds that are challenging to children. Because of physically challenging designs incorporated in City Council Meeting of November 21 , 2006 Agenda Item Number GameTime® play systems, children typically burn 75 calories every 30 minutes when playing on this equipment. This is half of the daily minimum recommended by the Surgeon General for physically active children. Playgrounds will be installed at the following parks: Harmony Pointe Park contains 8.35 acres and is located on the southwest side of our City in the Legacy Pointe Subdivision. This new subdivision contains 360 residential homes. The park will service a five mile radius area consisting of 599 homes. Three public meetings have been conducted to determine the neighborhood's desires for their new park in order to develop a master plan. The neighborhood' s highest priority for the park was a playground. The master plan was created by the neighborhood' s input, designed by our Park Planners, and approved by our Parks and Recreation Advisory Board. Parks and Recreation Advisory Board approved $ 150,000 for the development of Harmony Pointe Park at their October 2, 2006 meeting. The Legacy Pointe Neighborhood Association met with Parks and Recreation Staff on October 25, 2006 to approve the selected playground that would qualify for this grant. (Please see vicinity map and park master plan.) The 4.58 acre park at Copper Creek is located in northeast Fayetteville. The new subdivision contains 211 residential homes. Within the five mile service area of this park, there are 392 homes. Parks and Recreation Staff met with the neighborhood on October 30, 2006 to discuss their priorities for development of the park. The neighborhood's priorities included playgrounds for ages 2 to 5 and 5 to 12 years, as well as a pavilion and landscape elements. The neighborhood also approved the selected playground for this grant. The master plan for this park will be designed by Park Planners and approved by Parks and Recreation Advisory Board. (Please see vicinity map and park site map.) BUDGETIMPACT Funding for these projects are from the Parks Development Fund and the Park Land Dedication Fund. Funding in the amount of $ 108,000 for the development of Copper Creek Park was approved from the Parks Development Fund. The funding for Harmony Pointe was approved at the October 2, 2006 Parks and Recreation Advisory Board meeting for $ 150,000 from the Southwest Park Land Dedication Fund. His program focuses on three primary areas including physical activity, nutrition and tobacco use. Studies by the Arkansas Center for Health Improvement revealed that 40 percent of the children in Arkansas public schools were overweight or at risk for becoming overweight. A study by Sallis and Novell stated one of the ten most common reasons for not adopting more physically active lifestyles is the lack of parks, sidewalks, bicycle trails or safe and pleasant waking paths . convenient to their homes or offices. We support your efforts to keep children active in order to establish lifelong healthy fitness habits. GameTime®' s generous grant assistance to establish playgrounds for children in Fayetteville' s neighborhood parks located within densely populated areas would achieve the goal that we both share, and that is to promote children' s health. We are requesting a 50 percent match for playground equipment at two undeveloped new park sites that are located within one half mile of over 991 homes. Harmony Pointe Park contains 8.35 acres and is located on the southwest side of our City. This new subdivision contains 360 residential homes. The park will service a five mile radius area consisting of 599 homes. The neighborhood chose the earth tone colored playground as displayed at the 2006 NRPA Conference called the Powerscape Plus Special and the Rascal playground for ages 2 to 5 years (page 78). The 4.58 acre park at Cooper Creek is located in northeast Fayetteville. The new subdivision contains 211 residential-homes. Within the five mile service area of this park, there are 392 homes. Parks and Recreation Staff met with 15 neighbors on October 30, 2006 to discuss their priorities for developing their park. The neighborhood' s priorities included playgrounds for ages 2 to 5 and 5 to 12 years, as well as a pavilion and landscape elements. This neighborhood selected the Rockscape model for ages 5 to 12 (page 52) with the Arched Perforated Metal Roof substituted for the roof top (page 132) and Little Climb N Slide for 2 to 5 years (page 86). The colors selected are to also be earth tone as the Harmony Pointe Park neighborhood selected. This 50 percent grant request is pending approval of our City Council at their November 21 , 2006 meeting. The City will purchase the playground when ordered either with a procurement card or check as required to qualify for the 50 percent grant.
