Subject: Rezoning for Mountain Ranch (RZN 06-2028) — RMF-24
RECOMMENDATION
Planning Staff recommends approval of an ordinance rezoning approximately 0.28 acres
of property from RSF-4, Residential Single Family, 4 units per acre to RMF-24,
Residential Multi-family 24 units per acre.
BACKGROUND
The subject property contains a small area of approximately 0.28 acres, located at the
southwest intersection of Persimmon Street and Betty Jo Drive. This area is identified as
Parcel No. 3 in the attached maps.
This request, along with several others in the subject zoning requests associated with
RZN 06-2028 for Mountain Ranch, is simply an adjustment of a zoning boundary, based
on more in-depth analysis and evaluation of street layout and design for this site. The
original concept plans proposed a street along the eastern side of the existing mountain;
however, more detailed analysis of the location of the primary streets that will traverse
the mountain, connecting to Persimmon, Shiloh and Old Farmington in the future has
been completed, and it has been determined that moving the north/south street further
east, down the hill, is more appropriate than originally anticipated for the terrain and
future development. Subsequently, placing the future street in this location would split
existing zoning districts, placing some commercial districts and multi-family districts
farther up the mountain than desirable, and causing incompatible adjacent land uses. The
submitted rezoning requests continue to support the originally presented masterplan,
containing a mixture of uses and density based on access availability and existing
topography, among other factors.
DISCUSSION
This item was heard at the regular Planning Commission on May X, 2006. There was no
public comment. The Planning Commission voted 9-0-0 to forward this item to the City
Council with a recommendation in favor of the rezoning.
