HomeMy WebLinkAboutOrdinance 4873 ORDINANCE NO. 4873 AN ORDINANCE AMENDING CHAPTER 115: PAWNBROKERS, TO REQUIRE ONLINE DAILY REPORTING. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1 . Background : Currently, Ordinance 115.04 requires pawnbrokers deliver a daily written report (pawn slips) to the Fayetteville Police Department detailing business transactions for the previous day. As a result, numerous pawn slips are compiled , and the information on each property item pawned must be entered manually into our computer system . This procedure obligates our police clerks to expend several hours of their day entering this data . These pawn records accumulate rapidly and become backlogged due to our clerks having other duties and responsibilities. In tum, this creates time sensitive issues for our property crimes investigators. Discussion: The Fayetteville Police Department would like to resolve these problems and become more efficient in the investigations of property related crimes by utilizing the Law Enforcement Database Search (L. E.A. D.S . online). L. E.A. D.S. online is a web based system used by pawn shops to enter property, and it provides investigators with a tool to investigate crimes involving property in a timely manner. This system will eliminate our clerks from entering data, and the information of the pawned property will be uploaded in real time as entered by the pawnbrokers. Since L. E.A.D.S. online is a browser-based system , pawn shop owners may subscribe to the program for free. However, there are some minimal software expenses associated with this system that pawnbrokers will incur. L.E.A.D.S. online requires pawnbrokers to have a personal computer with web access and a software program that is capable of recording information pertaining to every pawn transaction. D.S. online. Budget Impact: The Fayetteville Police Department's projected annual cost for L. E.A. D.S. online will be approximately $6348.00. This membership includes national search access, three years of searchable data , 1 -8 user licenses,' NCIC extract, 100 saved searches, ticket assistant and hit alerts to email and email enabled cellular phones. In 2006, the Fayetteville Police Department budgeted the money to fund this project, and L. E.A.
