Subject: Rezoning for Mountain Ranch (RZN 05- 1563 , RZN 05- 1566)
RECOMMENDATION
Planning Staff recommends approval of an ordinance rezoning approximately 97.71 acres
of property from R-A, Residential-Agricultural, to RSF-4, Residential Single family, 4
units per acre, as described herein.
BACKGROUND
The subject property is comprised of two "areas" on the submitted map, that of Area C
(56.23 acres) and G (41 .48 acres). These areas are situated on less steep property,
following the terrain where possible to allow for a suitable density of residential homes at
a maximum density of four units per acre. Area C is directly east of the approved
Mountain Ranch Phase I development; Area G is on top of the larger mountain, in an area
that flattens out after rising in elevation from all directions. Property to the west is zoned
RSF-4 and R-A, with approved development plans on a portion of the land. The property
is in some of the least steep areas of the overall land being discussed, thereby lending
itself to more density than the surrounding slopes. Additionally, being located near a
Collector Street will aid in keeping traffic congestion minimal.
The Future Land Use Plan designates this entire site for Residential use. The majority of
rezoning requests for the Mountain Ranch project is consistent with the land use plan for
future residential uses and is compatible with surrounding properties that are developed
residentially or commercially.
The applicant proposes a rezoning of the subject property to facilitate the future
development of a master planned community with a mixture of home types and sizes.
The request is to rezone the subject property from R-A, Residential Agricultural, to RSF-
4, Residential Single-family, 4 units per acre.
DISCUSSION
This item was heard at the regular Planning Commission on June 27, 2005 . The Planning
Commission voted 9-0-0 to forward this item to the City Council with a recommendation
in favor of the rezoning.
