ORDINANCE NO. 4551
AN ORDINANCE WAIVING THE REQUIREMENTS OF
FORMAL COMPETITIVE BIDDING AND APPROVING THE
PURCHASE OF FOUR (4) ADDITIONAL IN-CAR VIDEO
SYSTEMS FROM MOBILE-VISION, INC. IN THE AMOUNT
OF FIFTEEN THOUSAND NINE HUNDRED FORTY
DOLLARS AND NINETY CENTS ($15,940.90).
WHEREAS, the Fayetteville Police Department has placed Mobile Vision in-car
video systems in seventeen (17) police units; and,
WHEREAS, the four (4) units used by the School Resource Officers (SRO's) are used
as extra patrol vehicles on weekends and are not presently equipped with in-car video
systems; and,
WHEREAS, our police officers and Fleet maintenance personnel are already trained
and proficient with the Mobile Vision systems.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FAYETTEVILLE, ARKANSAS:
Section 1 . That the City Council of the City of Fayetteville, Arkansas hereby finds
that such circumstances constitute an exceptional situation where competitive bidding is
not feasible or practical, and waives the requirements of formal competitive bidding for as
long as the Fayetteville Police Department uses Mobile Vision in-car video systems, and
approves the purchase of four (4) additional in-car video systems from Mobile-Vision, Inc.
in the amount of Fifteen Thousand Nine Hundred Forty Dollars and Ninety Cents
($15,940.90).

SUBJECT: Bid Waiver to purchase Mobile Vision In-car video systems
Recommendation: Council approves an ordinance waiving the bid process allowing
the Fayetteville Police Department to purchase Mobile Vision in-car video systems and
accessories. It is requested that the bid wavier remain in effect throughout the Police
Department's use of the Mobile Vision Product.
Background: The Police Department researched and bid in-car video systems in
April 2003 . Mobile Vision, Inc. was the prevailing bidder. The Department placed an
order for 17 complete systems at a cost of $66,884.00. Fifteen of the seventeen units
were placed in the Patrol fleet and two units were placed in the K-9 vehicles.
Discussion : The Department is requesting to purchase four additional in-car
video units. These units will be placed in the vehicles driven by our School Resource
Officers (SRO). These vehicles are parked at the Police Department at night and during
the weekend and are used by Patrol as extra vehicles. It has become an issue since these
vehicles do not have video capabilities; therefore the stops made using the SRO vehicles
are not recorded.
The bid waiver is necessary to continue to purchase in-car video equipment and
accessories from the same vendor. The Patrol officers are trained using the current
equipment and Patrol Supervisors are trained on collecting the evidence from the
videotape vault in the trunk of the Patrol cars. It would be difficult to maintain if
equipment worked differently from patrol car to patrol car. The City's Fleet division is
also trained on installing and troubleshooting these systems.
Budget Impact: The Police Department received a 2003 Local Law Enforcement
Block Grant. This grant included $20,000 to be used to purchase in-car video equipment.
The cost of these four units with accessories will be slightly less than the $20,000.00.
Therefore, this is a budgeted item and the expense will be under budget.
